SUBJECT: HELLMAN/DEL MAR INTERSECTION IMPROVEMENTS PROJECT — AWARD OF CONTRACT SUMMARY As a part of the City's Fiscal Year 2014-15 Capital Improvement Program, the City Council approved a project to improve the intersection of Hellman Avenue and Del Mar Avenue. The project consists of the conversion of this intersection to Portland Concrete Cement (PCC) from asphalt as well as crosswalk, traffic signal, signage and striping improvements. This high volume intersection is a major access route into the City from the Interstate 10 Freeway and it will benefit from the durable PCC surface. Funding in the amount of $500,000 was obtained from the Federal Surface Transportation Local Funds (STP-L) account through the Los Angeles County Metropolitan Transportation Authority (LACMTA). Staff Recommendation It is recommended that the City Council: 1. Approve the plans and specifications for the Hellman/Del Mar Intersection Improvements Project, and; 2. Authorize the City Manager to enter into a contract with PTM General Engineering Services in the amount of $ 593,395. In addition, authorize an amount of $59,339.50 (10%) as a contingency to cover the cost of unforeseen construction expenses. DISCUSSION A Notice Inviting Bids was published in local newspapers and trade publications on May 12tH 19'n and 24th, 2016. Sealed bids were received in the Office of the City Clerk until 10:30 a.m. on Wednesday, June 8`n, 2016. At 11:00 a.m. On June 8`n, 2016 the City Clerk publicly opened and read eight (8) sealed bids with the following result: ITEM NO. 4.K City Council Meetlng June 14,2016. It has been determined that PTM General Engineering Services is the lowest responsive bidder and is qualified to complete the work as specified for this project. PTM General Engineering Services has previously completed a Hellman and San Gabriel Intersection Improvements Project and Safe Routes to School project within the City and has completed public works projects for the California Department of Transportation, the County of Riverside, and the City of Newport Beach. FINANCIAL REVIEW This project was included in the Fiscal Year 2016-17 Capital Improvement Program as a carryover project from Fiscal Year 2014-2015. The budget for this project is $685,000 which includes $500,000 of Federal Surface Transportation Local Funds (STP-L), $135,000 in State Gas Tax proceeds, and $50,000 from Lighting District Funds.
