MANIS, CITY MANAGER'. 2 \ DATE: JUNE 14, 2016 SUBJECT: METHODOLOGY TO DETERMINE COMPENSATION FOR MEMBERS OF THE PLANNING COMMISSION AND TRAFFIC COMMISSION SUMMARY The City of Rosemead has established both a Planning Commission and a Traffic Commission. In establishing the two Commissions, the City Council has authorized a minor compensation to members of each Commission to partially compensate these individuals for the time and effort involved in serving in this role. Over the years, the City Council has made adjustments to the methodology of how a Commissioner would be paid. The City Council will again consider an amendment to the methodology so that a Commissioner will be compensated based upon meetings held and attendance of those meetings. Staff Recommendation It is recommended that the City Council approve Resolution No. 2016-23 amending the compensation for members of the Planning Commission and Traffic Commission. ANALYSIS Currently, Planning Commissioners are compensated an automatic $200.00 per month to cover their two regularly scheduled meetings and any special meetings, while Traffic Commissioners are compensated an automatic $100.00 per month to cover their one regularly scheduled meeting and any special meetings. This compensation is paid regardless if a Commissioner attends the meeting or the meeting is cancelled. Occasionally, Commission meetings are cancelled due to lack of quorum and/or business. Under the new methodology, a Commissioner will only be compensated if the regularly scheduled meeting is held and they attend. The compensation amount will remain at $100.00 for each regularly scheduled meeting. From time to time, Commissioners are invited to attend a joint workshop with the City Council. These workshops are not regularly scheduled meetings but instead considered a special meeting. Commissioners will also be compensated $100.00 for attendance to special meetings when they have been invited. Ramirez Community Development Director Attachment A—Resolution No. 2016-23 RESOLUTION NO. 2016-23 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD AMENDING THE COMPENSATION FOR MEMBERS OF THE PLANNING AND TRAFFIC COMMISSIONS. WHEREAS, the Rosemead City Council recognizes the additional duties given to the Planning Commission and Traffic Commission; and WHEREAS, the Rosemead City Council believes that in addition to recognition, the members of the Planning Commission and Traffic Commission should receive compensation to assist in part for the numerous hours of service they provide to the City of Rosemead; and NOW, THEREFORE, the City Council of the City of Rosemead does hereby resolve as follows: SECTION 1. That each member of the Planning Commission shall receive the sum of $100 for each regularly scheduled meeting and special meeting held and attended; and SECTION 2. That each member of the Traffic Commission shall receive the sum of $100 for each regularly scheduled meeting and special meeting held and attended; and SECTION 3. That the foregoing compensation will become effective July 1, 2016; and SECTION 4. This resolution is the result of an action taken by the City Council of the City of Rosemead on June 14, 2016, by the following vote: AYES: NOES: ABSTAIN: ABSENT: SECTION 5.
