On an annual basis, the City is required to review the outstanding check list for outdated
checks pursuant to Government Code Section 50050 through 50056. Unclaimed checks
which are held over three (3) years are published once a week for two successive weeks in a

newspaper of general circulation published in the City of Rosemead. A statement
announcing that the money shall become the property of the City of Rosemead forty -five (45)
days after the publication of the first notice is included in the Public Notice. Upon the close
of business on the forty -fifth (45) day after publication of the first notice, the unclaimed
checks shall become the property of the City of Rosemead and transferred to the General
Fund. Unclaimed checks that are less than $15 which remain unclaimed for a period of at
least one year can be transferred to the General Fund after City Council approval without
having to publish a notice in a newspaper.

D. LASD Annual Service Level Authorization
The City contracts with the Los Angeles County Sheriff's Department for police services.
Each year the City must re- authorize the Service Level Authorization for the deployment
contracted by the City. The Service Level Authorization maintains the existing service levels
of 12 56 -hour patrol shifts, 7 special assignment deputies, 2 motor deputies, a Sergeant and
a Lieutenant. It should be noted that the Lieutenant position is not listed on the authorization
form as the position is not directly billed to the City as an itemized cost. The estimated costs
include a 3.7% increase in cost, plus an increase in the Liability Trust Fund from 6% to 9.5 %.
Recommendation: That the City Council approve the Service Level Authorization with the
Los Angeles County Sheriff's Department for police services and authorize the City Manager
to sign any necessary documentation.
E. Probation Officer Contract Renewal
The City currently contracts with the Los Angeles County Probation Department for one
Deputy Probation Officer (DPO) for juvenile prevention and intervention programs. The DPO
works full -time with Rosemead youth who have been identified as at -risk or arrested for
minor criminal offenses. These juveniles may have problems ranging from school
performance and attendance to vandalism, theft, and drug arrests. The DPO's authority
allows him to work closely with the juveniles and their families to implement a variety of
programs and services to help correct their behavior.

Recommendation: That the City Council approve the agreement with the Los Angeles
County Probation Department and authorize the City Manager to sign any necessary
documentation.
School Resource Officer Program Funding
The City currently contracts with the Los Angeles County Sheriff's Department for a Special
Assignment Deputy that is assigned to Rosemead High School as a School Resource Officer
(SRO). The El Monte Union High School District currently shares the cost of the SRO with
the City for the hours that the SRO is assigned to the School; however, the agreement must
be renewed by both the City and the School District. City staff has included the necessary
funding in the 2016/17 Budget to cover the City's portion of the agreement.
Recommendation: That the City Council approve the agreement with the El Monte Union
High School District for assistance in funding the SRO position.
G. Adoption of the City of Rosemead's Fiscal Year 2016 -17 Appropriation Limit
Article XIIIB of the Constitution of the State of California was enacted by a vote of the people
as Proposition 4 (the Gann Initiative) in November 1979. This law limits the level of most
appropriations from tax sources that the State and most local government entities are
permitted to make in any given year. It also requires that annually each governmental unit
calculate its Appropriations Limit and adopt it by Resolution prior to the beginning of the
fiscal year under consideration.
Recommendation: That the City Council adopt Resolution No. 2016 -29 entitled:

ROSEMEAD, CALIFORNIA, ADOPTING AN APPROPRIATION
LIMIT FOR THE 2016 -17 FISCAL YEAR
H. Memorandum of Understanding with Rosemead Employees Association and Annual
Salary and Benefits Resolutions
The City Council will consider approval of a two -year Memorandum of Understanding (MOU)
with the Rosemead Employees Association covering all General Service employees, and
annual Resolutions that detail the terms and conditions of employment for other full -time
employees and members of the City Council. The purpose of the annual salary and benefits
resolutions is to ensure transparency and to implement modifications to the City's
compensation system. Amendments to the MOU and the resolutions for full -time employees
include: implementation of the employee contributions to CaIPERS towards retirement
benefits, salary range adjustments to maintain competitive compensation levels; eligibility for
merit salary increases up to 5 %; reinstatement of tuition reimbursement; clarification of MOU
language; addition of the Deputy City Clerk and Finance Services Supervisor classifications;
and the removal of the City Clerk classification under the Management Service Unit.

I. Crossing Guard Services — Annual Cost Sharing Agreements With School Districts
The City Council approved an amendment to extend crossing guard services with All City
Management Services, Inc. (ACMS), on June 23, 2015. The amendment extended services
for an additional 2 years. The costs for these services are split between the Rosemead
School District and the Garvey School District on an annual basis. The annual cost sharing
agreements with the Districts are for the upcoming Fiscal Year, 2016 -17. Funds to cover the
City's share of the costs, which total approximately $65,500, are contained in the City's
proposed 2016 -17 Fiscal Year Budget.
Recommendation: That the City Council authorize the City Manager to execute the cost
sharing agreements with Rosemead School District and the Garvey School District in funding
the crossing guard services for the 2016 -17 Fiscal Year.
J. Assignment of Hampton Inn & Suites Environmental Consulting Services Contract to
Phil Martin & Associates, Inc.
The City has received entitlement applications from Eric Pan requesting to construct a new
five -story Hampton Inn & Suites Hotel, totaling a development floor area of 71,250 square
feet. The hotel will consist of 123 guest rooms, and include amenities such as a lobby,
conference room, business center, meeting rooms, breakfast area, swimming pool, fitness
center, and a laundry facility. The subject site is currently located at 8910 Glendon Way, in a
C -31D (Medium Commercial with a Design Overlay) and a P -D (Planned Development)
zones.

On March 31, 2016, the Community Development Department issued a Request for
Proposal (RFP) to seek a qualified environmental consultant to assist with the preparation of
required California Environmental Quality Act (CEQA) studies. The cost to hire the
consultant will be paid for in full by the developer.
Recommendation: That the City Council authorize the Mayor to execute a contract
agreement with Phil Martin & Associates, Inc. to assist in the preparation of required CEQA
studies and direct staff to obtain a deposit of $44,850 from the developer to cover the full
cost for contract services prior to authorizing the environmental studies consultant to
proceed.
K. Hellman /Del Mar Intersection Improvements Project - Award of Contract
As a part of the City's Fiscal Year 2014 -15 Capital Improvement Program, the City Council
approved a project to improve the intersection of Hellman Avenue and Del Mar Avenue. The
project consists of the conversion of this intersection to Portland Concrete Cement (PCC)
from asphalt as well as crosswalk, traffic signal, signage and striping improvements. This
high volume intersection is a major access route into the City from the Interstate 10 Freeway
and it will benefit from the durable PCC surface. Funding in the amount of $500,000 was
obtained from the Federal Surface Transportation Local Funds (STP -L) account through the
Los Angeles County Metropolitan Transportation Authority (LACMTA).
Recommendation: That the City Council approve (1) the plans and specifications for the
Hellman /Del Mar Intersection Improvement Project, and; (2) Authorize the City Manager to
enter into a contract with PTM General Engineering Services in the amount of $ 593,395. In
addition, authorize an amount of $59,339.50 (10 %) as a contingency to cover the cost of
unforeseen construction expenses.
5. MATTERS FROM CITY MANAGER & STAFF
A. Adoption of the 2016 -17 Fiscal Year Budget
The City Council will consider the adoption of the City's Budget for the 2016 -17 Fiscal Year,
which provides for total appropriations of $33,934,800. The ongoing General Fund Operating
Budget of $20,920,300 is balanced with a small surplus for the upcoming fiscal year.
Consequently, a full scope of services to residents will be continued without service
reductions.
A budget workshop with the City Council was held on May 10, 2016. The General Fund
operating budget has a surplus of $553,900; however, this operating surplus will be
transferred into the Capital Improvement Program (CIP) along with limited resources from
the unallocated fund balance of the General Fund to pay for needed infrastructure projects.
No additional major financial changes have been made to the draft budget as presented at
the Mayl Oth workshop.

6. MATTERS FROM MAYOR & CITY COUNCIL
A. Methodology to Determine Compensation for Members of the Planning Commission
and Traffic Commission
The City of Rosemead has established both a Planning Commission and a Traffic
Commission. In establishing the two Commissions, the City Council has authorized a minor
compensation to members of each Commission to partially compensate these individuals for
the time and effort involved in serving in this role. Over the years, the City Council has made
adjustments to the methodology of how a Commissioner would be paid. The City Council
will again consider an amendment to the methodology so that a Commissioner will be
compensated based upon meetings held and attendance of those meetings.
Recommendation: That the City Council approve Resolution No. 2016 -23 entitled:

ROSEMEAD AMENDING THE COMPENSATION FOR
MEMBERS OF THE PLANNING AND TRAFFIC

B. Amending to City Council Policy Number 50 -08 Beautification Committee
On July 23, 2013, the City Council approved City Council Policy Number 50 -08 authorizing
the formation and governance of the Rosemead Beautification Committee. The attached
amendment would increase the number of community members, outlined in the most
recently adopted Policy Number 50 -08, from 6 members to 8 members. In addition, 1
member of the City Council will continue to serve as the Chair of the Committee.
Recommendation: That the City Council approve the amended City Council Policy
Number 50 -08 increasing the number of appointed residents and /or Rosemead citizens with
business or employment ties to Rosemead from 6 members to up to 8 members.

C. Diversion Rate for Waste Disposal
At several occasions during the Council Comment Sessions, questions were raised as what
were the City's solid waste diversion rates that indicate the City's effort in waste reduction
and recycling. The report is intended to provide an in -depth analysis to aid the
understanding for "diversion rate" and its goal and updates on the latest regulatory
requirements as the law is constantly evolving.
Recommendation: That the City Council receive and file the report.
