CONSENT CALENDAR A. Claims and Demands Resolution No. 2016 -31 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD ALLOWING CEF IN THE SUM OF $877,924.77 92866 INCLUSIVELY rAIN CLAIMS AND DEMANDS NUMBERED 92728 THROUGH Used Oil Payment Program Application The California Oil Recycling Enhancement Act of 1991 authorizes the Department of Resources Recycling and Recovery (CalRecylce) to award grants to enhance the collection and recycling of used lubricating oil. Rosemead is eligible to apply under the Used Oil Payment Program for the July 1, 2016 — June 30, 2017 fiscal year. It is anticipated that these grant funds will be utilized for the promotion of the City's State - certified collection centers, development of education awareness materials, and storm water mitigation. An application for these grant funds must be accompanied by a resolution authorizing the City's grant submittal. Recommendation: that the City Council approve Resolution No. 2016 -32 respectively entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD AUTHORIZING THE SUBMITTAL OF AN APPLICATION FOR PAYMENT PROGRAMS AND RELATED AUTHORIZATIONS. 9 Memorandum of Understanding with Rosemead Employees Association and Annual Salary and Benefits Resolutions The City Council will consider approval of a two -year Memorandum of Understanding (MOU) with the Rosemead Employees Association covering all General Service employees, and annual Resolutions that detail the terms and conditions of employment for other full -time employees and members of the City Council. The purpose of the annual salary and benefits resolutions is to ensure transparency and to implement modifications to the City's compensation system. Amendments to the MOU and the resolutions for full -time employees include: implementation of the employee contributions to CalPERS towards retirement benefits, salary range adjustments to maintain competitive compensation levels; eligibility for merit salary increases up to 5 %; reinstatement of tuition reimbursement; clarification of MOU Page 3 of 6 ROSEMEAD CITY COUNCIL AND HOUSING DEVELOPMENT CORPORATION JOINT MEETING AGENDA June 28, 2016 language; addition of the Deputy City Clerk and Finance Services Supervisor classifications; and the removal of the City Clerk classification under the Management Service Unit. Purchase Agreement for Three Utility Trucks As part of the City's Vehicle Replacement budget, staff included the purchase of three new utility trucks for the Public Safety Division. Staff investigated the use of a contract which the State of California has negotiated with many vehicle dealers and found that the use of this contract would be beneficial to this procurement of vehicles. Additionally, staff conducted thorough research on the type of vehicles to be procured and investigated trucks from a number of surrounding cities before determining the trucks to be purchased. Recommendation: That the City Council authorize the City Manager to execute a purchase agreement with Wondries Fleet Group for the purchase of three (3) 2016 Ford F -150 regular cab truck and chassis in an amount of $72,819.72; and, authorize the City Manager to execute a purchase agreement with 10 -8 Retrofit., Inc. for the fabrication and installation of three (3) sets of safety lighting in the amount of $6,533.69 5. MATTERS FROM CITY MANAGER & STAFF A. Adoption of the 2016.17 Fiscal Year Budget At the June 14, 2016, City Council Meeting, staff was directed to consider a potential re- alignment of the City's organizational structure. The initial assessment and recommendations relating to this request are included as an attachment. Should the City Council decide to Page 4 of 6 ROSEMEAD CITY COUNCIL AND HOUSING DEVELOPMENT CORPORATION JOINT MEETING AGENDA June 28, 2016 move forward with the suggested recommendations outlined in the attachment, the total appropriations and the ongoing Fund Operating Budget totals reflected in this staff report would be adjusted accordingly. These adjustments would also need to be incorporated the City Resolution 2016 -27. The City Council will consider the adoption of the City's Budget for the 2016 -17 Fiscal Year, which provides for total appropriations of $33,934,800. The ongoing General Fund Operating Budget of $20,920,300 is balanced with a small surplus for the upcoming fiscal year. Consequently, a full scope of services to residents will be continued without service reductions. A budget workshop with the City Council was held on May 10, 2016. The General Fund operating budget has a surplus of $553,900; however, this operating surplus will be transferred into the Capital Improvement Program (CIP) along with limited resources from the unallocated fund balance of the General Fund to pay for needed infrastructure projects. No additional major financial changes have been made to the draft budget as presented at the May10 workshop. Recommendation: That the City Council to approve Resolution No. 2016 -27 and Resolution No. 2016 -07 RHDC respectively entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD, CALIFORNIA, ADOPTING THE ANNUAL OPERATING AND CAPITAL IMPROVEMENT BUDGET FOR THE 2016.17 FISCAL YEAR A RESOLUTION OF THE ROSEMEAD HOUSING DEVELOPMENT CORPORATION ADOPTING THE ANNUAL OPERATING AND CAPITAL IMPROVEMENT BUDGET FOR THE 2016.17 FISCAL YEAR 6.
