TC - Item 2A - Minutes of January 7, 2016 Minutes for the ROSEMEAD TRAFFIC COMMISSION MEETING January 7,2016 The regular meeting of the Rosemead Traffic Commission was called to order by Chair Russell-Chavez at 7:00 p.m.in the Council Chambers,8838 E.Valley Boulevard, Rosemead,California. FLAG SALUTE: Chair Russell-Chavez INVOCATION: Vice Chair Masuda PRESENT: Chair Russell-Chavez,Vice Chair Masuda,Commissioner Quintanilla, Commissioner Ornelas and Commissioner Hall ABSENT: NONE STAFF PRESENT: City Engineer Fajardo, Public Works Manager Wu,Joanne Itagaki from Willdan Engineering and Administrative Assistant Llamas 1.PUBLIC COMMENT FROM THE AUDIENCE Brian Lewin, 9501 Ralph Street, requested if staff can look into having limit lines indicators installed at all lighted crosswalks throughout the City. Staff responded that if it is a CAMUTCD approved marking and asked for a sample if available. 2.CONSENT CALENDAR Commissioner Quintanilla motioned, seconded by Commissioner Ornelas to approve Item A (June 4, 2015 minutes), Item B (August 6, 2015 minutes) and Item C (Installation of Red Curb—9241 Valley Boulevard) from the Consent Calendar. Votes resulted in: Yes:Quintanilla,Ornelas,Masuda and Russell-Chavez No:None Abstain: Flail Absent: None 3.NEW BUSINESS A. REVIEW OF TRAFFIC CONDITION—CURVE AT ANGELUS AVENUE AND KLINGERMAN STREET Brian Lewin, 9501 Ralph Street, requested that the Traffic Commission look into reducing inbound speed along Klingerman Street prior to the Curve Staff provided the Traffic Commissioners with a brief description on the item with a PowerPoint presentation and the recommendations by Willdan Engineering which included: 1) Install all-way'STOP'controlled intersection on Angelus Avenue at Graves Avenue, 2)Install interlocking delineators and raised round markers when the current individual delineators are beyond repairs,and 3)Install additional'Chevron"signs to enhance current signs along the curve. Commissioner Hall agreed with having a"STOP.sign installed at the intersection of Graves Avenue and Angelus Avenue. She hopes that having it there it may encourage drivers to slow down and even possibly help divert some of the traffic,encourage bike riders and skate boarders to walk when crossing the street. Rosemead Traffic Commission Meeting Meeting Minutes of January 7,2016 Pagel of 3 Chair Russell-Chavez asked for clarification on where staff is proposing to install the "STOP" sign, due to the possibility of blocking the schools driveway if the current location is approved. Staff clarified the proposed location also recommended installing "Keep Clear" marking to avoid blocking the driveway. Chair Russell-Chavez expressed that if a "Keep Clear" is installed in front of the driveway there will be an increase in traffic along with a possibility of other issues that may affected by the current layout of the school. Mrs. Russell-Chavez suggested that staff meet with the principal to inform her what is being proposed and get any suggestions or recommendations the school may have before approving the item. Staff informed the Commissioner that it had made an attempt to contact the principal but hasn't had any response;staff will continue trying to get in contact with principal before moving forward with the item. Chair Russell-Chavez expressed that if the"Stop"sign gets installed at that location she see it can a problem in the future. Vice Chair Masuda expressed that his biggest concern is the safety of the kids crossing and hopes drivers will stop. Chair Russell-Chavez suggested for staff to reconsider having"Keep Clear in front of the schools driveway due to not having enough room. Commissioner Ornelas expressed that the major concern should be the safety of the kids and crossing guard. Mr.Ornelas also mentioned that by having a'STOP"sign and new stripping would definitely help. Commissioner Quintanilla also concurred with Commissioner Ornelas. Vice Chair Masuda agrees with having a"STOP"sign at that location will be beneficial. Chair Russell-Chavez agreed with staffs recommendation as long as the school is okay with it. Commissioner Quintanilla asked staff when the notice was sent to the school and mentioned they may have been on Christmas break and haven't been able to respond. Staff will continue making an effort to contact the Principal and pending on the response staff will not move forward with staffs recommendation if school has an issue with the location, Vice Chair Masuda suggested in moving forward with item 2) Install interlocking delineators and raised round markers when the current individual delineators are beyond repairs and 3) Install additional 'Chevron" signs to enhance current signs along the curve, until staff heard back from the principal with their feedback on item 1) Install all-way"STOP"controlled intersection on Angelus Avenue at Graves Avenue. Staff suggested to modifying the motion to recommend the item to the City Council as recommended by Willdan Engineering pending on reaching out to the school for concurrence. Staff will then move it forward to the City Council and,if not,staff will bring it back to the next Traffic Commission meeting. Vice Chair Masuda disagrees with staffs suggestion because it will delay item 2) Install interlocking delineators and raised round markers when the current individual delineators are beyond repairs and 3) Install additional "Chevron'signs to enhance current signs along the curve, if the school doesn't agree with item 1) Install all-way "STOP"controlled intersection on Angelus Avenue at Graves Avenue. Rosemead Traffic Commission Meeting Meeting Minutes of January 7,2016 Page 2 of 3 Staff informed the Traffic Commissioners that the"STOP'sign is to regulate the conflict of the turning movements and for the safety of the pedestrians. An added benefit to having the"STOP"sign would be that cars will need to stop before getting to the curve further down the road. Vice Chair Masuda mentioned that according to the engineering survey speeds going northbound on Angelus Avenue are lower than the speeds going east bound on Klingerman Street. Commissioner Hall recommended in approving the item as recommended. Chair Russell-Chavez recommended approving the item the way staff had previously mentioned and depending on what the school says staff will either move forward with the recommendations or if the school doesn't concur, it will be brought back to the next meeting. Votes resulted in: Yes: Hall,Masuda,Ornelas and Ouintanilla No:Chair Russell-Chavez Abstain:None Absent:None STAFF REPORT Staff provided the Traffic Commission with an update on the JPIA workshop. 5. COMMISSIONER REPORTS Commissioner Ornelas asked staff for an update on the red curb in front of Encinita Elementary School. Vice Chair Masuda informed staff that he received a complaint from a resident about people parking their cars on Muscatel Avenue behind the school,would like to know its legality. Chair-Russell Chavez asked if staff can look into getting protected turn signals phase installed at the intersection of San Gabriel Boulevard,Rush Street and Potrero Grande Drive. 7.
