JOINT MEETING
APRIL 26, 2016
The meeting of the Rosemead City Council, the Housing Development Corporation, and the Successor
Agency to the Rosemead Community Development Commission was called to order by Mayor Armenta at
7:01 p.m. in the Rosemead City Council Chamber located at 8838 East Valley Boulevard, Rosemead,
California.

STAFF PRESENT: City Manager Allred, City Attorney Richman, Community Development Director Ramirez,
Interim Public Works Director La, Interim Director of Parks and Recreation Soash, consultant Cannon, and
Acting City Clerk Hernandez.

Timothy Crothers, West Coast Arborist Inc. Area Manager, stated they would be participating in the Civic
Pride Day at the Savanah Memorial Park, also in part of the recycling efforts with the City, wood chips used at
the memorial park would also be used for the on /off ramps to help the weeds stay down. Mr. Crothers
continued that on May 25th they would be participating in the Rosemead Public Works Day and bring
donations, showcase carving of woods and pass out educational material to the children participating.
Mayor Armenta, Chair to the Beautification Committee, thanked Mr. Crothers for participating on Civic Pride
Day and giving back to the community.
Vella Navarro, Inquired to the City Council about her concerns with the Klingerman and Angelus Avenue
intersection.
Mayor Armenta, assured Mrs. Navarro that staff was working actively on the issue and would be on the
agenda for discussion at the next meeting.
Battalion Chief Dennis Brechiers, of the Los Angeles County Fire Department, recognized City Manager Jeff
Allred on his retirement.
Andy Okoro, City Manager of the City of Norco, presented a plaque of recognition to City Manager Jeff Allred
for his services to the City of Norco.

Tom Chavez, Council Member of Temple City, congratulated City Manager Jeff Allred on his retirement and
his commitment to the public sector.
Ron Esquivel, Board Member to the Rosemead School District, congratulated City Manager Jeff Allred on his
retirement and service to the community.
Anita Chu, Board Member and Bob Bruesch, Board Member to the Garvey School District, thanked City
Manager Jeff Allred for his dedicated service and retirement.
James Wang, Sister City Committee Member, thanked City Manager Jeff Allred for all the work he has done
for the community.
Paul Chen, of the Rosemead Chamber of Commerce, expressed his sincere gratitude to City Manager Jeff
Allred for his dedicated service and congratulated him for his retirement.
Brian Lewin, wanted to thank Jeff Allred for all his help on the Beautification Committee.
Mayor Armenta introduced dignitaries in attendance, City of San Gabriel, City Manager Steve Preston and
Councilmember Jason Pu. Captain Coronne Jacob from Temple Sheriff Station, Former Chief of Police,
Captain Tim Murakami, San Marino City Manager John Schaefer, Planning Commissioners Nancy Eng, Sean
Dang, Daniel Lopez and John Tang. Traffic Commissioners Jean Hall and Roderick Ornelas and
Beautification Committee members James Berry, Veronica Pena, Martha Ruvalcaba, and Brian Lewin.
2. PRESENTATIONS
The City Council will recognize Interim Department Directors for their service.
City Manager Allred thanked April Soash for her services as the interim Parks and Recreation Director and
also thanked Anthony La for his services as the Interim Public Works Director and presented them with a
flowerpot of roses.
3. PUBLIC HEARING
A. Public Hearing on The CDBG and HOME Program Annual Action Plan for
Fiscal Year 2016 -17
Recommendation: That the City Council: (1) Conduct a public hearing and take public
testimony on the Annual Action Plan covering the period July 1, 2016 — June 30, 2017; (2) Approve
the CDBG and HOME funding recommendations, authorizing the submittal of the City's FY 2016 -17
Annual Action Plan to the U.S Department of Housing and Urban Development; (3) Authorize the City
Manager to execute all appropriate and necessary documents to receive funding and implement
approval use; (4) Award the following public service agencies with CDBG funds and authorized the
City Manager to execute agreements:
• Code Enforcement - $157,350

• Family Promise of San Gabriel Valley - $5,000
• Santa Anita Family Service - $5,000
• Southern California Housing Rights Center- $10,000;
(5) Authorize the City Manager to execute a professional services agreement with Morrison
Management Services Inc. for Senior Nutrition Program in an amount not to exceed $100,800; (6)
Authorize the City Manager to execute a professional services agreement with Barr & Clark, Inc, and
Lead Tech Environmental for lead based paint and asbestos testing, assessment, and clearances
tests of properties according to federal and state laws in a combined amount not to exceed $11,000;
and (7) Award $2,000 of HOME funds to the Rio Hondo Community Development Commission to
defray certain costs for the operation as the City's Community Housing Development Organization
and Authorize the City Manager to execute the necessary operating and service agreements
Community Development Director Ramirez reviewed the staff report indicating that the City had been notified
by Housing and Urban Development that Rosemead would be receiving $631,009 in CDBG funds for FY
2016 -07, which was a 2.52% cut to its FY 2015 -16 allocation, and $217,225 in HOME funds, which was a
7.99% increase to its FY 2015 -16 allocation. She advised that when combined with projected carryover
funds and anticipated program income, the City anticipates having a total of $681,742 of CDBG funds
available and $752,244 in HOME funds available for the 2016 -17- year. Ms. Ramirez assured that staff's
recommendations were consistent with the housing and community development priorities that the City has
set and followed in the past.
Mayor Armenta opened the Public Hearing. There being no public comments, Mayor Armenta closed the
hearing at 7:33 p.m.
ACTION: Moved by Council Member Ly, second by Mayor Pro Tern Low, to approve the CDBG and
HOME Funding recommendations; Authorize the City Manager to execute all appropriate
and necessary documents; Award the following CDBG funds and authorize the City Manager
to execute social service agreements to the following: Code Enforcement - $157,350, Family
Promise of San Gabriel Valley - $5,000, Santa Anita Family Service - $5,000, Southern
California Housing Rights Center - $10,000; Authorize the City Manager to execute a
professional services agreement with Morrison Management Services Inc., Barr & Clark, Inc.
and Lead Tech Environmental; and award $2,000 of HOME funds to the Rio Hondo
Community Development Commission and Authorize the City Manager to execute the

Recommendation: That the City Council authorize the attendance, at City expense, of any Council
Member that wishes to attend the National League of Cities Summer Board and Leadership Meeting
in Kansas City, on June 28th — 30th.
ACTION: Moved by Council Member /Board Member Ly, seconded by Council Member /Board Member

A. Mayor's Appointments for 2016 -2017
Recommendation: That the City Council approve the Mayor's Appointments for 2016 -17 and
authorize the City Clerk to file the Fair Political Practice Commission's From 806 and post the form
on the City's website, as required by law,
Mayor Armenta indicated that Council Member Clark expressed interest on joining the Garvey Specific Plan
Subcommittee and asked the Council if there were any objections to Mrs. Clark's request.
City Attorney Richman clarified that by adding a third council member to sit on the Garvey Specific Plan
Subcommittee, it would no longer be a subcommittee but rather a council meeting.
Council Member Clark withdrew her request to sit on the Garvey Specific Plan Subcommittee.
ACTION: Council Member Ly moved, and seconded by Council Member Alarcon to approve the Mayor's
Appointments for 2016 -2017 as presented and authorize the City Clerk to file the Fair Political
Practice Commission's From 806 and post the form on the City's website, as required by law. The
motion unanimously carried by the following vote: AYES: Alarcon, Armenta, Clark, Low, Ly
COUNCIL COMMENTS
Council Member Ly presented a power point presentation highlighting Mr. Allred's accomplishments during
his tenure as the City Manager. Mr. Ly reiterated that Mr. Allred helped formed the City' Strategic Plan, the
rededication and improvements of the Aquatic Centers, Rosemead School running track, Beautification
projects around the City and brought the idea to create a connections committee. Mr. Ly added that Mr.
Allred's hard work brought in regional and retail businesses in the City and balanced budgets. Lastly, he
thanked Mr. Allred for all his work and commitment to the City.
Council Member Clark thanked City Manager Jeff Allred for all his work he has done for the City of
Rosemead.
Mayor Pro Tern Low thanked City Manager Jeff Allred for working so well with all Council Members during his
tenure.
Council Member Alarcon thanked City Manager Jeff Allred for his service to the City and residents of
Rosemead.
Mayor Armenta acknowledged City Manager Jeff Allred for his leadership and his work during his time in
Rosemead. She added that the San Gabriel Valley Economic Partnership will have a great person like Mr.
Allred leading their agency. Ms. Armenta stated that the City Council would recognize retiring City Manager
Jeff Allred with the last City of Rosemead tile.
City Manager Allred thanked the City Council, staff and the residents of Rosemead for giving him the
opportunity to lead the City for almost seven years, Mr. Allred introduced his family in attendance and
presented potted roses as gifts to the City Council.

8. ADJOURNMENT
There being no further business to come before the City Council, Mayor Armenta adjourned the meeting to a
reception in honor of retiring City Manager Jeff Allred at 7:57 p.m. The next regular City Council meeting is
scheduled to take place on May 10, 2016 at 7:00 p.m. in the Rosemead City Hall Council Chamber,
