C. Titles of Officers Authorized to Make Deposits and Withdrawals in the Local Agency
Investment Fund (LAIF)
The City of Rosemead (City) invests in the Local Agency Investment Fund (LAIF). LAIF
must have on file a City resolution listing the exact names and titles of officers authorized to
make deposits and withdrawals in the LAIF account. On May 8, 2012, the City Council
passed resolution 2012 -26 designating the City Manager, Assistant City Manager, Chief

Financial Officer and Finance Manager as the officers having authority to make deposits and
withdrawals in the LAIF account. Subsequently, the Chief Financial Officer title was changed
to Finance Director and the Finance Manager position was eliminated. With any change of
title, LAIF requires, for their files, a new resolution identifying the change of titles. The
attached resolution provides LAIF with a City resolution listing current names and titles of
officers authorized to make deposits and withdrawals in the LAIF account.
Recommendation: That the City Council approve Resolution No. 2016 -43.
D. Assignment of Environmental Consulting Services Contract to MIG, Inc. (MIG) for a
New 21 -Unit Planned Development
The City has received entitlement applications from Orange Rosemead Investors, LLC
(developer) requesting to develop a new 21 -unit residential development with an attached
two -car garage for each dwelling unit and guest parking on the proposed private streets.
Each residential unit will range in size from 1,750 square feet to 2,200 square feet. The
subject site is currently located at 1151 San Gabriel Boulevard in the P -D (Planned
Development) zone.
Recommendations:
1. Authorize the Mayor to execute a contract agreement with MIG to assist in the
preparation of required CEQA studies; and
2. Direct staff to obtain a deposit of $39,205 from the developer to cover the full cost for
contract services prior to authorizing the environmental studies consultant to proceed.
E. Assignment of Garvey & Earl Plaza Environmental Consulting Services Contract to
Phil Martin & Associates, Inc.
The City has received entitlement applications from Waikiki Property LLC (developer)
requesting to construct a new four -story residential /commercial mixed -use development,
totaling 44,700 square feet of residential floor area and 7,520 square feet of commercial floor
area. The residential /commercial mixed -use development would consist of 35 residential
rental units and seven (7) commercial units. The subject site is located at 8449 Garvey
Avenue (APN: 5288 - 004 -057 and 5288 - 004 -041), in a C- 3 /RC- MUDO /D -0 (Medium
Commercial with a Residential /Commercial Mixed -Use and a Design Overlay) zone.
Recommendations:
1. Authorize the Mayor to execute a contract agreement with Phil Martin & Associates, Inc.
to assist in the preparation of required CEQA studies; and
2. Direct staff to obtain a deposit of $41,825 from the developer to cover the full cost for
contract services prior to authorizing the environmental studies consultant to proceed.

F. City Tree Maintenance Services — Award of Contract
The City of Rosemead currently uses outside contractual services to perform regular street
tree and park tree maintenance. Services performed by contract include regular tree
maintenance and management of trees located within the City parkways, medians, parks
and City -owned facilities. As the urban forestry is an important City asset, these services are
critical to ensure that City trees remain healthy, aesthetically pleasing, and safe for both the
motoring and pedestrian public. Currently, the City contracts with West Coast Arborists, Inc.
(WCA) on a month -to -month basis for these services. If approved, this proposal would
enable the City to enter into a fixed cost maintenance contract for a period of three (3) years
with an option to extend the contract for two (2) additional years.
Recommendation: That the City Council authorize the City Manager to enter into a contract
with Great Scott Tree Service, Inc. for an estimated annual cost of $204,000 for the first
three (3) years, with an annual option to renew for the following two (2) years.
G. Biennial Review and Update of the City's Conflict of Interest List of Designated
Positions and Adoption of Rosemead Municipal Code Ordinance 963 to Permit
Changes to the List of Designated Positions to be Made by Resolution.
Government Code Section 87306 and 87306.5, states the code must be reviewed every two
years and amended when circumstances change, such as when new positions are created
or duties of exiting positions change. The code must be consistent with the minimum
requirements of the Political Reform Act. As a result of the current review, staff is
recommending that the current list of designed positions be amended to incorporate the
updated positions that are required to file FPPC Form 700 Statement of Economic Interest.
In addition, the City Council currently has its provisions relating to the positions subject to
filing Form 700 Statements of Economic Interest in the Municipal Code. As a result every
time there is a title change in the list of positions a code amendment is required. In order to
make these changes more streamlined, staff is proposing that the Municipal Code be
amended to provide that those changes can be made by City Council resolution.
Recommendations:
1. That the City Council review and approve the changes to the City's Conflict of Interest
Code.
2. That the City Council introduce for first reading, Ordinance 963, which amends
Rosemead Municipal Code Section 2.24.020 to state that that future amendments to
the list of designated positions will be made by resolution and adopt Resolution No.
2016 -46, which updates the list of designated positions within the City.

The City Council will consider authorizing the attendance of the Assistant City Manager who
wishes to attend the ICMA 102nd Annual Conference in Kansas City, MO, on September 25th -
28th.
Recommendation: That the City Council authorize the Assistant City Manager's attendance
at the ICMA 102 Annual Conference in Kansas City, MO, on September 25th — 28th, at the
City's expense.
6. MATTERS FROM CITY MANAGER & STAFF
A. Purchasing Ordinance and Policy
On March 22, 2016, City Council directed staff to consider increasing the City Manager
approval limit on purchases. Staff conducted a phone survey of surrounding cities to
determine their City Manager's approval limit. After surveying nine surrounding cities, it was
determined that $30,000 is the average for these cities and a reasonable amount. The
Purchasing Policy is defined in the Municipal Code under section 3.24. This section of the
code needs to be updated to reflect the updated City Manager's limit.
Recommendation:
1. That the City Council introduce, by title, Ordinance 964; and
2. That the City Council amend the City's Purchasing Policy # 20 -01, that will increase the
City Manager's approval limit on purchases from $25,000 to $30,000.
B. Approving the Issuance of Refunding Bonds of the Former Rosemead Community
Development Commission, Approving the Execution and Delivery of an Indenture of
Trust and Irrevocable Refunding Instructions, and Providing for Other Matters
Properly Relating thereto
In 2006, the Rosemead Community Development Commission (the "Former Agency ") issued
the following tax allocation bonds for the purpose of financing and refinancing certain

activities of the Former Agency:
• $14,005,000 initial principal amount of Rosemead Community Development Commission
Redevelopment Project Area No. 1 Tax Allocation Bonds, Series 2006A (the "Series
2006A Bonds "); and
• $24,230,000 initial principal amount of Rosemead Community Development Commission
Redevelopment Project Area No. 1 Tax Allocation Refunding Bonds, Series 2006B (the
"Series 2006B Bonds ")
As of October 2, 2016, there will be $3,635,000 of principal amount outstanding of the Series
2006A Bonds and $23,205,000 of principal amount outstanding of the Series 20066 Bonds
(in aggregate, $26,840,000 outstanding).
Recommendation: That the Successor Agency approve Resolution No. 2016 -12 SA
(Approving the issuance of bonds in order to refund certain outstanding bonds of the former
Rosemead Community Development Commission, approving the execution and delivery of
an Indenture of Trust and Irrevocable Refunding Instructions, and providing for other matters
properly relating thereto).
A description of each of the bond documents covered in the resolution are as follows:
Indenture of Trust: This document is a contract entered into between the Successor
Agency and U.S. Bank National Association, the appointed Trustee of the refunding
bonds. This document contains terms of the refunding bonds including, but not limited to,
the payment and redemption provisions, definition and pledge of revenues to pay the
refunding bonds, rights and duties of the Trustee, remedies upon a default in the
payment of the refunding bonds, and other related matters.
Irrevocable Refunding Instructions: These are instructions by the Successor Agency to
the Trustee of the Series 2006A Bonds and Series 2006B Bonds: U.S. Bank National
Association. Each of the Irrevocable Refunding Instructions contains a set of
instructions to apply funds held in an escrow to call the Series 2006A Bonds and Series
2006B Bonds for redemption on a specified date.
