The City Council thanked Mr. Allred and Ms. Wang for the presentation • LA County Safe, Clean Neighborhood Parks, Open Space, Beaches, Rivers Protection and Water Conservation Measure Update Director of Parks and Recreation Chacon presented an overview of the Safe, Clean Neighborhood Parks and Beaches Protection Measure of 2016. He noted that the Rosemead City Council and the Successor Agency to the Rosemead Community Development Commission Joint Meeting Minutes of July 26, 2016 Page 1 of 10 measure asks voters to continue their support for local parks, beaches, open space, and water resources by approving an annual parcel tax of 1.5 cents per square foot of development. Council Member Ly expressed his concern for artificial turf in the parks as it causes increased heat. He asked who determines the recipients of direct grant programs. Director of Parks and Recreation Chacon stated Recreation at Los Angeles County has been delegate Mayor Armenta asked that even with the City will receive a grant. Director of Parks and Recreation Mayor Armenta asked if any of the administrative fees at the County. -ctor of Parks and to award the grants. it does not guarantee that the affirmative. be going to overhead Director of Parks and Recreation Chacon stated that the County will be keeping 7.2% for overhead administrative costs but the City will ' not be eligible for any reimbursement of administrative coats if grant money is, received. Council Member Clark ; asked if there is an exact percentage of money that will be coming back to the City. , Director of Parks and Recreation Chacon stated that the County has not determined the exact amount of motley that each City will be receiving. He noted that the County will monitor which cities are receiving grants to ensure that the money is being distributed Pro Tem Low asked if the County is asking cities to formally support the Director of Parks and Recreation Chacon stated that the County has not formally asked for support ' on the measure. He noted that tonight's presentation is an informational item for the City Council. He noted that a number of agencies are remaining neutral. Council Member Ly expressed concern over the excessive amount of measures on the November 8 1h ballot. Brad McKinney City Manager Brad McKinney and provided made brief remarks. Philip I3almeo, Project Manager for the Alameda Corridor -East Construction Authority, provided. an update on the San Gabriel Trench Project. He noted that the project is about 75 °lo complete and they expect overall completion by September 2017. Patrick Paul, Project Manager for Walsh Construction, stated that the 6:00 a.m. start time for construction allows for safer working conditions. He discussed the potential noise impacts from the constructions. Council Member Ly commended the Alameda Corridor -East Construction Authority for all their hard work over the years. Commercial Task Force Team Recommendation: That the City Council that the City Council take the following actions: (1) Authorize the formation of a Commercial Task Force Team consisting of two members from the City Council, one member from the Planning Rosemead City Council and the Successor Agency to the Rosemead Community Development Commission Joint Meeting Minutes ofJuly26, 2016 Page 7 of 10 Commission, the City Manager, and staff from the Community Development Department; (2) Appoint two members from the City Council and one member from the Planning Commission to the Commercial Task Force Team. Director of Community Development Ramirez summarized the staff report. She noted that at the June 28, 2016, the City Manager was requested to consider the formation of a task force to assist with the attraction of I a new retail grocery store /neighborhood market. Council Member Ly requested that a Planning Commissioner not be included on the Commercial Task Force Team. He expressed concern over mistreatment of former employees at City Hall. He discussed the potential establishment of a Parks Commission. He discussed the SR -60 and 710 freeway completions and requested that a staff member be assigned to aide in the completions of those projects:''He thanked Mayor Armenta for signing the letter of concern to Sheriff McDonald pertaining to the decrease of staff in the Asian Gang Task Force. He noted that the City needs to continue to work on that issue. Mayor Armenta expressed concern of the Sheriff's Department staffing levels at City events. She noted only one Community Services Officer was on patrol at the Concerts at the Park. She expressed concern over the lack of supervision at the Public Safety Center. The City Council and staff discussed the citation that was issued and who was the final authority on waiving citations. Council Member Clark suggested having a workshop in the future.to discuss the roles of the Community Service Officers and Public Safety Officers. Mayor Armenta stated that if there are projects from neighboring cities that have a negative impact on the City of Rosemead, relevant departments need to be made aware of the issues. Mayor Pro Tem Low noted that the pot hole that was brought up at the previous City Council meeting has been repaired. 9. Navarro, Chief Duvall's wife, and all who have lost their lives to terrorism at 9:43 p.m. The next regular City Council meeting is scheduled to take place on August 23, 2016 at 7:00 p.m. in the Rosemead City Hall Council Chamber.
