CC - Item 7B - Garvey Avenue Specific Plan Update E M E 1 9 ° ROSEMEAD CITY COUNCIL STAFF REPORT "f 0: THE HONORABLE MAYOR AND CITY COUNCIL FROM: BILL R. MANIS, CITY MANAGER r'\ DATE: SEPTEMBER 13, 2016 SUBJECT: GARVEY AVENUE SPECIFIC PLAN (GASP) UPDATE SUMMARY On May 13, 2014 the Rosemead City Council authorized the City Manager to execute a professional service agreement with Moore Iacofano Goltsman. Inc (MIG) for the Garvey Avenue Specific Plan (GASP) and Environmental Impact Report (EIR) project. The GASP project area encompasses the Garvey Avenue Corridor from New Avenue to just east of San Gabriel Boulevard. The majority of this area is zoned C-3 (Medium Commercial) with one parcel zoned C-4 (Regional Commercial). and one parcel zoned P-D (Planned Development). The preparation of the GASP has required the collection and analysis of significant amounts of detailed data, as well as technical environmental studies. Close collaboration between staff, an expert land use consultant, and a City Council appointed sub-committee has been essential to achieving a plan that strengthens the image, identity, and sense of place of one of the City's prominent commercial corridors. Based on meetings and direction provided by the GASP Sub-Committee, the draft GASP was completed and the EIR process was started in spring 2016. However, through the EIR process, it came to staff's attention that additional information was needed in order to complete the EIR, which was related to traffic and infrastructure needs (i.e. sewer capacity),. This information was completed in August 2016 and the City's consultant, MIG, was able to proceed with the EIR. While this additional information was needed to complete the EIR, the draft GASP itself has not changed since the last GASP Sub-Committee meeting date of January 20, 2016. Staff anticipates the completion of the EIR within the next several months. STAFF RECOMMENDATION That the City Council receive and file this report. ITEM NUMBER: 713 City Council Meeting September 13,2016 Page 2 of 2 BACKGROUND As part of the GASP process, the City Council entered into an agreement with MIG for the preparation of a Specific Plan and the accompanied EIR, as well as approved the formation of a Sub-Committee,which is comprised of the following members: 1) Mayor Pro Tern Poll Low, Chair 2) Planning Commissioner, John Tang, Vice Chair 3) Council Member, Steven Ly 4) Traffic Commissioner,Joanne Russell-Chavez 5) Beautification Committee Member, Brian Lewin Since the last Sub-Committee meeting date of January 20, 2016, staff and MIG have completed the draft GASP and evaluated the Initial Study as related to the EIR. Over the last few months, staff has conducted additional studies needed for the completion of the EIR. Those additional studies included Traffic Impacts and Analysis, Sewer Analysis, Environmental Analysis/Considerations (CEQA), and Auto Auction/Landwin Site Considerations. The additional studies were completed in August 2016 and MIG has since proceeded with the EIR. In addition, the City Attorney's office has now reviewed the draft GASP and provided comments. Staff is currently scheduled to present a GASP Workshop to the City Council, Planning Commission, Traffic Commission, and GASP Sub-Committee on September 27, 2016 to update all parties on the status of the GASP and EIR. This Workshop is not intended to obtain City Council approval of the draft GASP since this cannot be done until the EIR is completed and reviewed by the GASP Sub-Committee. Once all documents have been prepared, reviewed, and approved by all appropriate parties (i.e. staff, GASP Sub-Committee. City Attorney's Office), then a joint City Council/Planning Commission/Traffic Commission Workshop will be held to go over the final GASP and draft EIR. This workshop is tentatively scheduled for early spring 2017. FISCAL IMPACT -None PUBLIC NOTICE PROCESS This item has been noticed through the regular agenda notification process.
