SUBJECT: ORDINANCE NO. 963 —SECOND READING AND ADOPTION:
CONFLICT OF INTEREST CODE
SUMMARY
On August 23, 2016, the City Council introduced Ordinance No. 963. amending section 2.24.020
of the Rosemead municipal code to state that future updates to the list of designated positions
will be made by resolution duly adopted by the City Council.
STAFF RECOMMENDATION
That the City Council approve the second reading and adoption of Ordinance No. 963.

ORDINANCE NO. 963
A ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD,
CALIFORNIA, AMENDING SECTION 2.24.020 OF THE ROSEMEAD
MUNICIPAL CODE TO STATE THAT FUTURE UPDATES TO THE LIST
OF DESIGNATED POSITIONS WILL BE MADE BY RESOLUTION DULY
ADOPTED BY THE CITY COUNCIL
WHEREAS, the Political Reform Act (`PRA"), Government Code Sections 81000 el seq.,
requires every state or local government agency to adopt and promulgate a Conflict of Interest
Code; and
WHEREAS, Section 2.24.020 of the Rosemead Municipal Code contains the list of
designated positions subject to the Conflict of Interest Code and the financial disclosure
categories applicable to each position; and
WHEREAS, it is deemed that future updates to the list of designated positions subject to the
Conflict of Interest Code and the financial disclosure categories applicable to each position can
be adopted by resolution.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ROSEMEAD,
CALIFORNIA, DOES RESOLVE. DECLARE, DETERMINE, AND ORDER AS FOLLOWS:
SECTION 1. Section 2.24.020 of the Rosemead Municipal Code is hereby amended to state
that all future updates to the list of designated positions subject to the Conflict of Interest code
and the financial disclosure categories applicable to each position will be made by a resolution
duly adopted by the City Council of the City of Rosemead.
SECTION 2. Severability. If any section, subsection, sentence, clause, or phrase of this
ordinance is for any reason held to be invalid or unconstitutional by a decision of any court of
competent jurisdiction, such decision will not affect the validity of the remaining portions of this
ordinance. The City Council hereby declares that it would have passed this ordinance and each
and every section, subsection, sentence, clause, or phrase not declared invalid or unconstitutional
without regard to whether any portion of the ordinance would be subsequently declared invalid
or unconstitutional.
SECTION 3. Publication. The City Clerk is directed to certify this ordinance and cause it
to be published in the manner required by law.
SECTION 4. Effective Date. This ordinance will be effective 30 days after adoption.
