D. Ordinance No. 964—Second Reading and Adoption: Purchasing System
On August 23, 2016, the City Council introduced Ordinance No. 964, amending
Chapter 3.24 of the Rosemead Municipal Code concerning the Purchasing System.
This amendment will increase the City Manager's approval limit on purchases from
$25,000 to $30,000.
Recommendation: That the City Council approve the second reading and adoption
of Ordinance No. 964.

PURCHASING SYSTEM
E. Installation of On Street Disabled Persons' Parking Space(Blue Curb) at 3312
Angelus Avenue
At the August II, 2016 Traffic Commission Meeting, the Traffic Commission
reviewed the request from Mr. Robert Alcaraz for the installation of a disable
persons' parking space (blue curb) in front of 3312 Angelus Avenue. At this
meeting, the Commission approved staffs recommendation to incorporate 20 feet
of blue curb at 3312 Angelus Avenue. Currently, there is one residential blue curb
marked in the City at 3229 Isabel Avenue.
Recommendation: That the City Council approve the Traffic Commission's
recommendation for the installation of a disabled persons' parking space(blue curb)
in front of 3312 Angelus Avenue.
F. Sidewalk Installation Project —Earle Street and Well Street—Award Contract
for Design Consulting Services
As part of the City's Fiscal Year 2016-17 Capital Improvement Program, the City
Council approved a project entitled "Sidewalk Installation Project — Earle Avenue
and Wells Street" which consists of public improvements to the City's local streets

and public right-of-way areas. In compliance with the American with Disabilities
Act (ADA) guidelines, this project consists of adding and retrofitting colored
concrete sidewalk including the installation of chokers, parkway trees and
appurtenances. The proposed work will take place between Mission Drive and
Wells Street along Earle Avenue and Wells Street (North Side) between Earle
Avenue to Delta Avenue. This project is not only beautifying the area; but also,
creating continuous sidewalk on both side of the street on Earle Avenue and at the
north side on Wells Street. These improvements will help pedestrians and school
children that sometimes walk on the street due to the lack of continuous sidewalk
on these streets.
Recommendation: That the City Council authorize the City Manager to enter into a
contract with CEJ Engineers. Inc. for design engineering services for the Sidewalk
Installation Project at Earle Avenue and Wells Street. The contract cost is not-to-
exceed $40.600.00.
6. MATTERS FROM CITY MANAGER& STAFF
A. Consideration to Reschedule the November 8, 2016 City Council Meeting and
Cancelling the November 22, 2016 and the December 27, 2016 City Council
Meetings
Due to the upcoming presidential general election, the City Council will consider
action to reschedule the November 8'h City Council meeting to Tuesday, November
15th. In addition, due to the upcoming holidays, the City Council will consider
cancelling the November 22"d and December 27th City Council meetings.
Recommendation: That the City Council reschedule the November 8th City Council
meeting to Tuesday, November 15th and cancel the November 22nd and December
27th City Council meetings.
7. MATTERS FROM MAYOR &CITY COUNCIL
A. Possible Support for California Public Utilities Commission Staff
Recommendations Following SB 1371 (Requested by Councilmember Clark)
This item is at the request of Councilmember Clark.
Recommendation: Discuss and provide direction to staff.
B. Garvey Avenue Specific Plan (GASP) Update
On May 13, 2014 the Rosemead City Council authorized the City Manager to
execute a professional service agreement with Moore Iacofano Goltsman, Inc.
(MIG) for the Garvey Avenue Specific Plan (GASP) and Environmental Impact
Report (EIR) project. The GASP project area encompasses the Garvey Avenue

Corridor from New Avenue to just east of San Gabriel Boulevard. The majority of
this area is zoned C-3 (Medium Commercial) with one parcel zoned C-4 (Regional
Commercial), and one parcel zoned P-D (Planned Development). The preparation
of the GASP has required the collection and analysis of significant amounts of
detailed data, as well as technical environmental studies. Close collaboration
between staff, an expert land use consultant, and a City Council appointed sub-
committee has been essential to achieving a plan that strengthens the image,
identity, and sense of place of one of the City's prominent commercial corridors.
Based on meetings and direction provided by the GASP Sub-Committee, the draft
GASP was completed and the EIR process was started in spring 2016. However,
through the EIR process, it came to staffs attention that additional information was
needed in order to complete the EIR, which was related to traffic and infrastructure
needs (i.e. sewer capacity). This information was completed in August 2016 and
the City's consultant, MIG, was able to proceed with the EIR. While this additional
information was needed to complete the EIR, the draft GASP itself has not changed
since the last GASP Sub-Committee meeting held on January 20, 2016. Staff
anticipates the completion of the EIR within the next several months.
Recommendation: That the City Council receive and file this report.
