SPECIAL WORKSHOP MEETING
AUGUST 22,2016
The Special workshop meeting of the Rosemead City Council was called to order by Mayor Pro
Tern Low at 6:06 p.m. in the Rosemead Community Recreation Center located at 3936 N.
Muscatel Avenue, Rosemead, California.
PRESENT: Mayor Armenta, Mayor Pro Tem Low, Council Members Alarcon, Clark, and Ly
STAFF PRESENT: City Manager Manis, Assistant City Manager McKinney, Chief of Police
Somoano, Director of Community Development Ramirez, Director of Finance Chu, Director of
Parks and Recreation Chacon, Acting Director of Public Works Fajardo. Public Safety Supervisor
Reyes, and City Clerk Donohue
1. PUBLIC COMMENTS FROM THE AUDIENCE
Brian Lewin, resident, asked the Council to address parking or lot requirements on residential
homes with large families living under one home.
Mayor Armenta arrived to the meeting at 6:18 p.m.
Fred Herrera. resident, inquired about the car thefts occurring between the City of Rosemead
and City of El Monte and asked if the Sheriff's Department is communicating with
surrounding cities about the ongoing issue.
Chief of Police Somoano stated that cities try to keep each other informed on crimes in the
surrounding area.
A member of the public stated that he was impressed with the development of the Strategic
Plan update and inquired as to how the plan is measured from year to year.
Mayor Armenta replied that there is a report card created to check off goals accomplished or
pending from year to year.
2. STRATEGIC PLANNING WORKSHOP
The City Council will discuss updates for Rosemead's Strategic Plan for Fiscal Year 2016-18
in an effort to develop organizational strategies, as well as specific goals and action plans for
the city and city departments.
McIntyre-St.Clair, LLC facilitated a discussion of ideas to update the City's Strategic Plan and
narrow strategy ideas to commence the draft of the Strategic Plan for Fiscal Year 2016-2018.

The City Council along with City staff reviewed and discussed strategic goals and directed
staff to begin preparing the draft Strategic Plan.
4. ADJOURNMENT
The meeting adjourned at 7:59 p.m. The next regular City Council meeting is scheduled to take
place on August 23, 2016 at 6:00 p.m. in the Rosemead Council Chamber.
