JUNE 28,2016
Workshop
The workshop meeting of the Rosemead City Council was called to order by Mayor Armenta at
6:03 p.m. in the Rosemead City Council Chamber located at 8838 East Valley Boulevard,
Rosemead, California.
PRESENT: Mayor Armenta, Mayor Pro Tem Low, Council Members Alarcon, Clark, Ly
STAFF PRESENT: City Manager Manis, City Attorney Richman. Chief of Police Somoano,
Director of Community Development Ramirez, Director of Finance Chu, Director of Parks and
Recreation Chacon, Acting Director of Public Works Fajardo, and Acting City Clerk Hernandez
1. Graffiti Abatement Program
Council Member Ly arrived to the City Council meeting at 6:04 p.m.
Acting Public Works Fajardo presented a power point presentation on the City's graffiti
abatement program and procedures. Mr. Fajardo explained that the principal goal is to
beautify the City by quick removal of graffiti. The Lack of abatement creates visual
pollution, public nuisance, lowers property values, and reduces new businesses to come in
the City. He reiterated that the Public Works Department takes a pro-active approach to
graffiti abatement. There are approximately over 267 calls of graffiti reported to the City
yearly. Mr. Fajardo summarized the current standard and operating procedures when
removing graffiti on all public right away, government facilities, and any obscene graffiti.
He also clarified that there are areas both commercial and residential private properties,
freeway sound walls, and construction-wind screen fencing areas in which the City does
not abate graffiti.
Public Services Leadsman Limon explained that the 267 calls made to the City of
Rosemead for graffiti abatement includes calls that are not within the City and staff
forwards those the County.
Mayor Armenta asked for clarification on the abatement time different between 24 hours to
48 hours to remove the graffiti.
Acting Public Works Director Fajardo explained that occasionally the paint does not match
and staff is required to go out and order new paint, which may take up to the 48 hours.
City Manager Manis stated that if there is gang related or obscene graffiti. staff will spray
the area with paint temporarily until they can obtain a proper paint match.

Mayor Armenta asked what was the current practice and policy for abating graffiti at
private properties where the graffiti is publicly visible.
Public Services Leadsman Limon explained that graffiti on private property is not abated,
unless it's gang or obscene graffiti. If private property owners do not have the equipment
the City, on occasion will assist property owners to abate the graffiti.
Council Member Ly asked if there was an agreement in place with property owners whose
often get hit with graffiti.
Public Services Leadsman Limon stated that for properties that get hit with graffiti often,
the Public Safety Department gets involved and reaches out to the property owner.
Public Safety Supervisor Reyes stated that graffiti abatement cases on private properties are
kept on the City's system to refer back. Staff will attempt to contact the property owner by
phone and by mail.
Council Member Ly reiterated that he has previously suggested requiring businesses on
public right away to use graffiti resistant paint when doing improvement projects. He asked
if staff had implemented the graffiti resistant paint requirement. If not, he suggested that
the City could add a requirement into the municipal code.
Chief of Police Somoano explained that all new plans go to law enforcement for security
concerns. He added that law enforcement does emphasis and require businesses to use
graffiti resistant paint on certain developments.
Council Member Clark asked if there are any agreements with property owners who are
given paint for their use to remove graffiti on their private properties.
Public Services Leadsman Limon explained that the City does have an Adopt a Wall
program that the public can call to obtain paint.
Council Member Clark expressed concerns with some areas in the City that are constantly
hit with graffiti. She asked what staff is doing to resolve the issue.
Public Safety Supervisor Reyes stated that the property Ms. Clark is referring to is the
Viacom Center, and staff does issue warning citations to the owners to remove the graffiti
and address the homeless issue. The Viacom property does have ongoing open code case
issues. Mr. Reyes added that the City has similar issues with the auto auction site as well.
Council Member Clark asked that staff provide a list of all ongoing open cases where
property owners are not responding.
Council Member Ly suggested that if the City starts going into agreements with property
owners to removed blight and in turn they pay the cost, it would be advantages.

City Attorney Richman clarified that the City follows the administrative citation process
because it's less costly to the City. If there are properties that are not being responsive to
the administration citation, there is the criminal route with the understanding that it's a
much more costly endeavor. She reiterated that the City has the ability to do either
enforcement.
Council Member Clark suggested that the properties that are not being responsive be cited
criminally if the property owners do not respond within a month or so.
Special Project Manager Curtis gave an example that at a previous agency they started
pursuing the criminal citation route and there was an increase in cost.
Mayor Armenta thanked the graffiti abatement crew for their hard work and commitment to
the City. She also asked if there are any graffiti grants available.
City Manager Manis indicated that staff will inquire with the grant writing consultants to
check for graffiti grants.
Mayor Armenta asked if staff has a youth program regarding graffiti.
Public Services Leadsman Limon replied that there is no program in place; however staff
has gone to schools to speak to the students.
Council Member Ly requested that staff bring back another graffiti status update workshop
in six months. He requested that staff look into repainting the Garvey Bridge. Mr. Ly asked
staff to look into possibly having a City of Rosemead phone app and lastly. he requested a
gang workshop to discuss how the City can tackle the gang issues within the community.
City Manager Manis stated that there are applications the public could use to report issues.
Staff could research applications such as, See, Click, Fix and review the cost to see if the
Council believes it's appropriate.
Mayor Armenta closed the workshop meeting at 6:58 p.m.
Regular Meeting
The regular meeting of the Rosemead City Council and Housing Development Corporation was
called to order by Mayor Armenta at 7:06 p.m. in the Rosemead City Council Chamber located at
8838 East Valley Boulevard, Rosemead, California.

• Team Recognition of the American Youth Soccer Organization Region 40 — BU10
Section All Star Warriors
Mayor Armenta recognized and introduced the Coaches and the Youth Soccer
Organization Region 40 - BU10 All Star Team Warriors. The City Council
congratulated all the players and presented certificates of recognition.
• Introduction of Rosemead Queen
Director of Parks and Recreation Chacon introduced the new 2016 Rosemead Queen,
Michelle Lui.
• Los Angeles Regional (LARA) Presentation and Republic Services Scholarship
Recipients
Nady Machling, representative of the Los Angeles Regional Agency (LARA),
presented a brief power point presentation to discuss Rosemead's diversion and disposal
program.
Julie Jacobe, represented of the Los Angeles Regional Agency. spoke on the benefits in
joining LARA.
Elizabeth Martinez - representative of Republic Services introduced the 2016 Essay
winners, Marlene Claude, Jake Hoi, Raylene Marichi, Amy Than, and Jennifer Truong.

Council Member Ly requested to pull item 4C for a separate vote.

City Manager Maths reviewed the staff report on the 2016-2017 budget and the
preliminary assessment of the City's organizational structure.

Mayor Armenta asked if the Public Safety Center will have a supervisor scheduled
on Fridays.
Chief of Police Lieutenant stated that Senior Code Enforcement Officer would be
the supervisor scheduled on Fridays.
City Manager Manis stated that in assessing the Parks and Recreation Department,
staff is suggesting moving a 3/4 time Recreation Coordinator to a full time position.
Also, hiring a Parks and Recreation Manager position rather than filling a vacant
Recreation Coordinator position.
Brian Lewin, resident, agreed with staffs recommendation to reassess the City's
structure at the mid-year budget review, rather than making changes right away. He
also expressed support for the addition of a fourth Code Enforcement Officer at the
Public Safety Center. Mr. Lewin stated that Rosemead Park needs a strong
oversight and hiring an additional Code Enforcement Officer will be helpful.
Council Member Ly stated that he agreed with Mr. Lewin on hiring a Code
Enforcement Officer and not taking away hours from the Community Service
Officer functions. As for other additional concerns Mr. Lewin expressed about
Rosemead Park, some are long term issues due to limited park space. Mr. Ly stated
he was concern on adding a Parks and Recreation Manager on top of three
Recreation Supervisors and suggested the cost of the new position be used for the
cost of a new full time Code Enforcement Officer.
Mayor Armenta stated that there once was an Assistant Parks Director for many
years that never got replaced. She noted that the Director of Parks and Recreation
had been taking on those responsibilities.
Council Member Ly responded that there is a bigger need for Code Enforcement
Officer in the Public Safety Department to handle the workload of the City.
Mayor Pro Tem Low asked how many Parks and Recreation staff members are in
the department.
Director of Parks and Recreation Chacon replied that the Parks Department
has three Recreation Supervisors, two full time Coordinator Positions, and one 3/4
Coordinator position.
Mayor Pro Tern Low stated she was in support of having the additional Code
Enforcement Officer to increase the city's safety. She also, suggested changing the
3/4 part time position to be full time.
Council Member Clark asked for clarification on staffs recommendation to hire a
Code Enforcement Officer and a new Parks and Recreation Manager.

Council Member Ly explained that staff is recommending shifting the money from
Community Service Officer to create a Code Enforcement position. Mr. Ly
expressed concerns that staff will only be shifting resources among the department.
Mayor Armenta asked staff to give the Council a brief history on the Parks and
Recreation staff changes over the last couple of years.
Director of Parks and Recreation Chacon stated that the Parks Superintendent and
Parks and Recreation Assistant positions remained unfilled. The current supervisors
and coordinators have had to pick up those responsibilities. As a result, when staff
is asked to do a multitude of certain programs to a facility or events, those programs
are going to waiver in a way because staff does not have the assistance they need.
The mid-management level position will assist the department to allow a plan for
the next 3 to 5 years as staff is asked to provide more programs; the need of a mid-
management staff member will be needed and appropriate for the size and of
the department.
Council Member Clark made a motion to approved staffs recommendations on the
City budget 2016-17 as presented.
Council Member Ly referenced the Memorandum of Understanding which stated
that there are three mid-management supervisors and that the need for the City is
hiring a new Code Enforcement Officer instead.
Mayor Armenta stated that a lot of the graffiti is done by kids on the street. If there
were more programs available, kids would be off the streets. She asked City
Manager Manis if it was possible to not shift the Community Service Officer hours
and hire a new Code Enforcement Officer.
City Manager Manis stated that hiring a new Code Enforcement Office is possible;
however the cost will go up to $82,500 as opposed to shifting hours of$34,900.
Katrina Padilla-Somoso, resident, stated that she would like to try to bring the
School Districts, Churches and other entities within the City together to educate and
guide the City's youth and have a one day Family Discovery Day.
Council Member Ly encouraged Ms. Padilla-Somoso to speak to Public Safety
Coordinator Mandy Wong regarding the Public Safety Connection Forum where
many churches, non-profit organizations, associations and residents get together to
discuss on how to engage the community.
Mayor Pro Tern Low suggested that the new Code Enforcement Officer also reach
out to schools.

City Manager Manis stated that in recruiting the new Code Enforcement Officer,
staff can ask that they have a certain specialty or task to supplement certain duties
the department is already doing.
Council Member Clark reiterated her motion as recommended to include both a
new Code Enforcement Officer and the Parks and Recreation Manager.
Action: Moved by Council Member Clark seconded by Mayor Pro Tern Low to
approve the City Budget FY 2106-17 as recommended. The motion unanimously
carried by the following vote: AYES: Alarcon, Armenta, Clark, Low, and
NOES: Ly
Council Member Clark recused herself from the meeting at 8:30 p.m.
City Manager Manis stated that staff could come back to reassess the new proposed
budget positions and make any necessary adjustments in the future.
City Attorney Richman stated that there were two resolutions that required
approval, the City Budget, and the Housing Development Corporation budget.
Action: Moved by Council Member Alarcon seconded by Mayor Pro 'Fein Low to
approve the Housing Development Corporation Budget FY 2016-17 as recommend.
The motion unanimously carried by the following vote: AYES: Alarcon,
Armenta,Low, and NOES: Ly and ABSENT: Clark
6. MATTERS FROM MAYOR & CITY COUNCIL
Mayor Armenta reported out from her attendance to the NALEO Conference.
7. CITY MANAGER COMMENTS -None
8. COUNCIL COMMENTS
Council Member Ly requested that staff bring a Military Banner program Workshop at a
future meeting. He expressed concerns with economic development within the city and
asked staff to look into a Development Task Force to bring regional markets. Mr. Ly also
stated that due to the recent data breach, former employees need to be better informed. He
requested that the Council take a public vote on the hiring on the new Assistant City
Manager position.

The Meeting adjourned at 8:48 p.m. The next regular City Council meeting is scheduled to
take place on July 12,2016 at 7:00 p.m. in the Rosemead City Hall Council Chamber.
