TC - Minutes - 05-05-16 Minutes for the ROSEMEAD TRAFFIC COMMISSION MEETING May 5,2016 The regular meeting of the Rosemead Traffic Commission was called to order by Chair Russell-Chavez at 7:02 p.m. in the Council Chamber, 8838 E. Valley Boulevard, Rosemead, California. PLEDGE OF ALLEGIANCE: Vice Chair Masuda INVOCATION: Commissioner Quintanilla PRESENT: Chair Russell-Chavez, Vice Chair Masuda, Commissioner Quintanilla, Commissioner Ornelas and Commissioner Hall ABSENT: NONE STAFF PRESENT: Public Works Manager Wu and Administrative Assistant Llamas 1. PUBLIC COMMENT FROM AUDIENCE—None 2, NEW BUSINESS A. REVIEW OF REQUEST FOR 20 MINUTE PARKING ZONE (GREEN CURB)8424 GARVEY AVENUE Staff provided the Traffic Commissioners with a brief description on the item. The request for green curb came from the business owner at 8424 Garvey Avenue. The location of the green curb was proposed to be in front of 8408/8416 Garvey Avenue,adjacent to the business making the request. Staff asked for direction from the Traffic Commission on how to proceed. Commissioner Hall visited the location and asked staff if the current green curb was approved by the City. Staff informed the Traffic Commissioners that they were unable to find any previous records or requests for that location. Commissioner Hall concurred with staffs findings and agrees with denying the installation green curb. Commissioner Ornelas also concurred with Commissioner Hall. Staff asked for direction from the Traffic Commission regarding the current green curb at 8424 Garvey Avenue. Chair Russell-Chavez suggested removing the current green curb, if not approved by the City. Commissioner Ornelas motioned,seconded by Commissioner Hall to extract the green curb and deny pulling a 20 minute parking sign and a legal green curb. Votes resulted in. STAFF REPORTS Staff provided the Traffic Commission with an update on current and upcoming city events. 4. COMMISSIONER REPORTS Commissioner Ornelas asked staff for an update on the loading and unloading zone in front of Encinita Elementary School. Staff is working with School and School District on this matter. Commissioner Hall asked if staff can talk to property owner of the shopping center and post office and suggest to repaint the striping and replace the missing signs. Vice Chair Masuda asked if staff can look into adding a sign in front of the UFC Gym to avoid confusion on which lane to use if driver are going onto Rosemead Boulevard or entering the freeway. Mr. Masuda also suggested in installing buts dots at the location. Staff indicated that Caltrans is proposing some improvements at this location. Staff will contact Caltrans to see how these improvements impact this location. Commissioner Quintanilla asked if staff can look into extending the signal timing for the north and south bound traffic at the intersection of Loftus Drive and Temple City Boulevard. Chair-Russell Chavez thanked staff for replacing the faded traffic signs in front of Rice Elementary School. She also asked if staff can look into either fixing or replacing the bent sign poles throughout the City. Lastly, Mrs. Russell-Chavez requested if staff can look into having the signal timing adjusted at the intersection of Potrero Grande Drive,Rush Street and San Gabriel Boulevard. 5.
