Recommendation: Approve the regular meeting minutes of the August 23, 2016
regular meeting and the September 13,2016 regular meeting.
C. City Tree Maintenance Services—Award Contract
The City of Rosemead currently uses outside contractual services to perform regular
street tree and park tree maintenance. The Services include tree management and
regular maintenance of trees located within City parkways, medians, parks and
City-owned facilities. The urban forest is an important City asset, and these services
are critical to ensure that City trees remain healthy, aesthetically pleasing, and safe
for both the motoring and pedestrian public. Currently, the City contracts with West
Coast Arborists. Inc. (WCA) on a month-to-month basis for these services. If
approved, this proposal would enable the City to enter into a fixed cost maintenance
contract for a period of two (2) years with an option to extend the contract for two
(2) additional years.
Request for Proposals (RFPS) were solicited and on May 5, 2016. Four (4)
proposals were received. Staff reviewed the proposals for completeness,
understanding of scope of work, methodology, experience, safety record, equipment
availability, and proposed cost.
This item was on the August 23, 2016, City Council agenda, however, the City
Council tabled the item at the request by the City Manager for more evaluation and
analysis of the qualified proposals.
The annual street and park tree maintenance program aligns with the following
elements of the City's Strategic Plan.
• Goal 1: `Beautify community infrastructure and improve public facilities."
o Strategy I: "Enhance public right-of-way with attractive and
environmentally sensitive landscaping and hardscaping."
• Goal 2: "Enhance public safety and quality of life."
o Strategy 8: "Take proactive measures to prevent crime, promote safety, and
improve perceptions of Rosemead."
Recommendation: That the City Council authorize the City Manager to enter into a
two (2) year contract with WCA, Inc. for an estimated annual cost of $159,000 for
the first two (2) years, with an annual option to renew for the following two (2)
years.

A. March 2017 General Municipal Election Options
On September 14, 2016, the City Clerk's Office was advised that the Los Angeles
County Board of Supervisors voted to preserve an option for a Countywide Special
Election on March 7, 2017. This gives the City of Rosemead the option to
consolidate its March 7, 2017 general municipal election with the County of Los
Angeles.
Recommendation: That the City Council select one of the following options:
1. Proceed with consolidating the March 7, 2017 general municipal election with
the County of Los Angeles.
OR
2. Proceed with a stand-alone general municipal election on March 7,2017
B. Amendment to Planning Commission Term Dates
Currently, the term dates for members of the Planning Commission differ from those
of the Beautification Committee and the Traffic Commission. The Planning
Commission term dates run from June I" through May 31'" while the dates for the
Beautification Committee and the Traffic Commission are from July El through June
30ih
In order to have all City commissions and committees members on the July 1'`t
through June 30th term, administrative policy 50-08 and Rosemead Municipal Code
Sections 2.28.020 and 2.32.040 would have to be amended. If approved, this will
also extend the term of each Planning Commissioner by one month, as it will go
from May 30th to June 30th.
Recommendations:
1. That the City Council introduce for first reading, Ordinance 965, which amends
Rosemead Municipal Code Sections 2.28.020 and 2.32.040 to establish July Et
through June 30th term dates for the Planning and Traffic Commissions.
2. Amend administrative policy 50-08 to establish July 1" through June 30th term
dates for the Beautification Committee.

F. Nomination for San Gabriel Basin Water Quality Authority Board Member
(Requested By Councilmember Clark)
This item is presented to the City Council at the request of Councilmember Clark.
The San Gabriel Basin Water Quality Authority (WQA) was established by the
State Legislature (SB 1679) on February 11, 1993, to develop, finance and
implement groundwater treatment programs in the San Gabriel Basin. The WQA is
under the direction and leadership of a 7-member board. The board is comprised of
one member from each of the overlying municipal water districts, one from a city
with prescriptive water pumping rights, one from a city without prescriptive water
pumping rights, and two members representing water producers in the San Gabriel
Basin. The cities without prescriptive water pumping rights include Baldwin Park,
Bradbury, Duarte, La Puente, La Verne, Rosemead, San Dimas, San Gabriel, San
Marino, Sierra Madre, South El Monte, Temple City, and West Covina.

A vacancy on the board was created with the resignation of former South El Monte
Mayor, Louie Aguinaga. The thirteen cities without prescriptive water pumping
rights must hold an election. The nomination period is from October 20, 2016
through November 18, 2016 and involves each City adopting a resolution stating its
nomination. Nominations will then be collected and voted on at the December 21"
meeting.
Recommendations:
I. That the City Council consider a nomination for Board Member to the San
Gabriel Basin Water Quality Authority Board; and
2. Direct staff to send a resolution naming a nomination for Board Member to the
San Gabriel Basin Water Quality Authority.
