The City of Rosemead's Community Development Department has completed its
Consolidated Annual Performance Report (CAPER) for the period July 1, 2015
through June 30, 2016. The CAPER describes the overall use of federal

Community Development Block Grant (CDBG) and HOME Investment
Partnerships (HOME) funds received from the Department of Housing and Urban
Development (HUD) in relationship to the needs of the community as outlined in its
FY 2015 -16 Annual Action Plan. The City's overall objective in the CDBG and
HOME programs is the development of viable communities by providing decent
housing, a suitable living environment and expansion of economic opportunities
primarily for low -to- moderate income persons.
Recommendation: That that the City Council conduct a public hearing and take
public testimony on the City's FY 2015 -16 Consolidated Annual Performance and
Evaluation Report. No further City Council action is necessary.

The City Council will consider approving Resolution No. 2016 -52 calling and
giving notice of the holding of a general municipal election to be held on Tuesday,
March 7, 2017, for the election of certain officers as required by the provisions of
the laws of the State of California relating to general law cities; Resolution No.
2016 -53 requesting the Board of Supervisors of the County of Los Angeles to
render specified services to the City related to the conduct of a general municipal
election on Tuesday, March 7, 2017; and Resolution No. 2016 -54 adopting
regulations for candidates for elective office pertaining to candidates statements
submitted to the voters during city elections.
Recommendation: That the City Council approve Resolution No. 2016 -52,

The City has historically hired Martin & Chapman for election services. Martin &
Chapman have been providing election consultation, supplies and services to cities,
counties and various organizations and associations in California and Nevada since
1956.
Martin & Chapman provides numerous services to the City which include printing
and providing ballots, precinct supplies, ballot counting and election night services.
These services are necessary to successfully and properly conduct a municipal
election.
Recommendation: That the City Council approve a professional services agreement
with Martin and Chapman for election related services.
E. City Tree Maintenance Services — Award Contract
This item was moved to the October 11, 2016 City Council meeting at the request
of Councilmember Ly.
The City of Rosemead currently uses outside contractual services to perform regular
street tree and park tree maintenance. The Services include tree management and
regular maintenance of trees located within City parkways, medians, parks and
City -owned facilities. As the urban forest is an important City asset, these services
are critical to ensure that City trees remain healthy, aesthetically pleasing, and safe
for both the motoring and pedestrian public. Currently, the City contracts with West
Coast Arborists, Inc. (WCA) on a month -to -month basis for these services. If
approved, this proposal would enable the City to enter into a fixed cost maintenance
contract for a period of two (2) years with an option to extend the contract for two
(2) additional years.
Request for Proposals (RFPs) were solicited and on May 5, 2016, four (4) proposals
were received. Staff reviewed the proposals for completeness, understanding of
scope of work, methodology, experience, safety record, equipment availability, and
proposed cost.
At the City Council meeting on August 23, 2016, the City Council tabled this item
as requested by the City Manager for more evaluation and analysis of the proposals.
This annual program is also in conformance with the City's Strategic Plan Goal 1:
"Beautify community infrastructure and improve public facilities" and Strategy 1:
"Enhance public right -of -way with attractive and environmentally sensitive
landscaping and hardscaping". The project also conforms to Goal 2: "Enhance
public safety and quality of life" and Strategy 8: "Take proactive measures to
prevent crime, promote safety, and improve perceptions of Rosemead ".
Recommendation: That the City Council authorize the City Manager to enter into a
two (2) year contract with WCA Inc. for an estimated annual cost of $159,000 for

the first two (2) years, with an annual option to renew for the following two (2)
years.
F. Youth Soccer and Recreational Development Program Grant
Public Works Staff is prepared to submit an application for the Youth Soccer and
Recreational Development Program Grant, provided through the California
Department of Parks and Recreation. The intent of the Youth Soccer and
Recreation Development Program is to provide financial assistance to Local
Agencies and Community -Based Organizations to foster the Development of new
Youth soccer, baseball, softball, and basketball recreation opportunities in the State.
The approval of the attached Resolution, will allow the City of Rosemead to submit
an application in the amount of one million dollars ($1,000,000) for a new field and
restroom restoration at Garvey Park. The attached City Council Resolution,
certifies and agrees to the general provisions contained in the Grant Contract with
the State of California.
Recommendation: That the City Council approve Resolution No. 2016 -56, delegate
authority to the City Manager or his designee, to conduct all negotiations, sign and
submit all documents, including, but not limited to applications, agreements,
amendments, and payment requests, which may be necessary for the completion of
the Grant Scope, and approve Resolution No. 2016 -58, which will appropriate
$50,000 in unassigned General Fund Balance for design and non - construction costs.

GRANT
G. Agreement for the Lease with Southern California Edison (SCE) for
Jay Imperial Park
The Lease Agreement with SCE allows the City to develop the Jay Imperial Park
Project. The planned public park will be constructed on approximately five (5)
acres of land, which is under the electrical transmission lines running South of
Garvey Avenue, bordered by San Gabriel Boulevard on the East and Pine Street and
Falling Leaf Avenue on the West. Construction of the park is included in the City's
Capital Improvement Program (CIP) budget, for a total cost of $1,520,000.
$550,000 of the budget is provided by a grant from the San Gabriel Valley and
Lower Los Angeles Rivers and Mountains Conservancy (RMC). The City Council

approved the Lease Agreement with SCE for the Jay Imperial Park at its January
12, 2016 City Council Meeting. Since that time there have been two items within
the Lease Agreement which required modification in order to proceed forward with
the development of the Park. The two items that have been discussed with SCE
Staff and their Legal team are as follows:
1) Liability and Insurance Requirements from the City's insurance carrier, JPIA;
and
2) New requirement of installation of "anti - climbing discouragers" on the
transmission towers. Staff negotiated this item and the City will install new
fencing around the Towers, instead of the "discouragers ". There will be a cost
savings in construction with the fencing vs. "discouragers ".
The Lease Agreement allows for the intended use of the site for park space and
recreational purposes, which shall consist of greenbelts, pedestrian walking trails,
picnic benches, and fencing and irrigation improvements. Once developed, the park
will add to the City's open space for passive recreation activities.
Recommendation: That the City Council approve the Lease Agreement between
the City and SCE for Jay Imperial Park and authorize the City Manager to execute
the attached Lease Agreement.
