Workshop
The meeting of the Rosemead City Council was called to order by Mayor Armenta at 6:01 p.m. in
the Rosemead City Council Chamber located at 8838 East Valley Boulevard, Rosemead, California.
PRESENT: Mayor Armenta, Council Members Alarcon, Clark, and Ly
ABSENT: Mayor Pro Tern Low

1. WORKSHOP
A. Public Safety (Community Service Officers & Public Safety Officers)
Assistant City Manager McKinney stated Public Safety staff would be presenting an
overview of the Public Safety Division procedures and practices to address any questions
and concerns. The workshop provided up -to date information on the Public Safety's vision
and roles of CEO, CSO, and Parking Control Officers. The recent change in supervision of
the Public Safety Center has been relocated to the City Manager's Office to assure
supervision by City employees who follow the same administrative policies and evaluation
procedures. Mr. McKinney added this would allow the City Manager's office to facilitate
community issues and operation procedures with the division.
Public Safety Supervisor Reyes presented a power point presentation reviewing the primary
function of the CEO, CSO, and PCO.
Mayor Armenta asked if Public Safety Supervisor Reyes is a Code Enforcement Officer in
addition to Public Safety Supervisor.
Public Safety Supervisor Reyes answered in the affirmative.
Mayor Armenia asked who enforces the law when a CSO or CEO violates the law, such as
running a stop sign or red light. She noted she has received complaints about CSOs running
a stop sign. She suggested the City Council have a no tolerance policy of employees running
a stop sign and they should also be held to a higher standard and address the issue

Public Safety Supervisor Reyes stated any city employee would be subject to the same laws
as everyone else. If an employee is running a stop sign or red light, it would be enforceable
by a police officer. If the violation is a misdemeanor, it would have to be observed by a police
officer.
Mayor Armenta stated she has received calls from residents on animal control issues. She
asked if a CSO could handle animal control calls and why;they are taking two to four hours
to respond to pick up a carcass or a loose dog.

Council Member Ly asked since the City employs the Code Enforcement Team, they could

to have a CEO handle neighborly issues existing in the code.

Mayor Armenta shared another concern about a teacher who was issued a citation after the
enforcement hours stated on the parking sign. She noted she has received letters from
residents complaining CSOs are rude. She questioned how staff is working with residents to
mitigate issues without issuing a citation. She explained in other occasions, she has had to
bring the issue to staff at the public safety center and she is now bringing these issues to the
City Manager's Office.
Public Safety Supervisor Reyes stated staff is often considered rude because they are issuing
something unpopular. Mr. Reyes noted the parking citation, given to the teacher, was issued
by an officer who was new and the officer stated to,Jhem'she could not void the citation
herself but it was going to be voided.
Mayor Armenta disagreed and stated if staff is.issuing a citation regardless, then they are not

Public Safety Supervisor Reyes stated if an animal is injured, it is taken to the San Gabriel
Valley Humane Society. He noted if the Veterinarian is not available at the Humane Society,

day.

San Gabriel Humane Society data was to be included, it would outweigh the numbers shown
on the current slide.

Public Safety Supervisor Reyes explained the data on the slide is only the response time of
city staff. The Humane Society has only one person dedicated to the whole City along with
other cities, therefore our response time is shown as much quicker than theirs.
Mayor Armenta stated she has obtained data by the San Gabriel Humane Society which says
otherwise. The data includes calls on dogs, cats, total lives, date of adoptions, adopted
animals, returns etc.

speak Spanish. He noted it is a desirable quality to have a second language when recruiting
candidates.

those types of calls are typically police calls.
Mayor Armenta asked what the protocol is when a crime call is made to the Public Safety
Center and expressed concerns. She requested staff look into the current practices.

School Science Olympiad Team, which placed 9th at the 2016 Science Olympiad

B. Proclamation — National Preparedness Month, September 2016
Mayor Armenta read and presented a proclamation for National Preparedness Month
to Public Safety Center staff.
Public Safety Coordinator Wong noted September is Nation Preparedness month and
encourages the public to continue to prepare for unforeseen emergency such as fire,
flood, and earthquakes. Ms. Wong also i ntroduced the City of Rosemead
Communication Team and the Community, Ernergency Response Team Training
Program.

Community Development Director Ramirez stated the section of weekly update was
written by one of the consultants and in previewing it, she did not notice none of the
Commissions or the Ad -Hoc Committee were mentioned, she apologized on her
oversight in reviewing it.
Council Member Ly requested the City Council, Commissions, and Ad -Hoc
committee have copies of the presentation before the meeting to review those items
incase members have questions for staff.

Armenta 'stated she recoyed a letter from the Asian Pacific Family Center requesting to
renew its membership an& , , asked staff to research the request. Lastly, she reiterated her
request on the;Vfn Scully Day proclamation and requested direction from the Council.
City Attorney Richr n n explained if an item comes after the agenda has been posted and it
requires urgent action, I those are the requirements to add something to the agenda.
Council Member Ly stated the Council has never voted on a proclamation and suggested a
certificate of recognition instead.
Mayor Armenta stated she would discuss the request with the City Manager and City
Attorney.
