CC - Item 5B - Minutes of September 13, 2016MINUTES OF THE CITY COUNCIL AND THE SUCCESSOR AGENCY TO THE ROSEMEAD COMMUNITY DEVELOPMENT COMI REGULAR JOINT MEETING SEPTEMBER 13, 2016 Workshop The meeting of the Rosemead City Council was called to order by Mayor Armenta at 6:01 p.m. in the Rosemead City Council Chamber located at 8838 East Valley Boulevard, Rosemead, California. PRESENT: Mayor Armenta, Council Members Alarcon, Clark, and Ly ABSENT: Mayor Pro Tern Low STAFF PRESENT: City Manager Manis, City Attorney Richman, Assistant City Manager McKinney, Director of Finance Chu, Director of Parks and Recreation Chacon, Acting Director of Public Works Fajardo, Director of Community Development Ramirez, Special Projects Manager Cannon, and City Clerk Donohue 1. WORKSHOP A. Public Safety (Community Service Officers & Public Safety Officers) Assistant City Manager McKinney stated Public Safety staff would be presenting an overview of the Public Safety Division procedures and practices to address any questions and concerns. The workshop provided up -to date information on the Public Safety's vision and roles of CEO, CSO, and Parking Control Officers. The recent change in supervision of the Public Safety Center has been relocated to the City Manager's Office to assure supervision by City employees who follow the same administrative policies and evaluation procedures. Mr. McKinney added this would allow the City Manager's office to facilitate community issues and operation procedures with the division. Public Safety Supervisor Reyes presented a power point presentation reviewing the primary function of the CEO, CSO, and PCO. Mayor Armenta asked if Public Safety Supervisor Reyes is a Code Enforcement Officer in addition to Public Safety Supervisor. Public Safety Supervisor Reyes answered in the affirmative. Mayor Armenia asked who enforces the law when a CSO or CEO violates the law, such as running a stop sign or red light. She noted she has received complaints about CSOs running a stop sign. Public Safety Supervisor Reyes stated any city employee would be subject to the same laws as everyone else. If an employee is running a stop sign or red light, it would be enforceable by a police officer. If the violation is a misdemeanor, it would have to be observed by a police officer. Mayor Armenta stated she has received calls from residents on animal control issues. She asked if a CSO could handle animal control calls and why;they are taking two to four hours to respond to pick up a carcass or a loose dog. Public Safety Supervisor Reyes explained all calls:recerved are prioritized based on urgency. City Attorney Richman stated the City contracts with the Sheriff's Department to enforce the code. Council Member Ly asked since the City employs the Code Enforcement Team, they could also do enforcement. He noted deputies have bigger crimes to handle, it would make sense to have a CEO handle neighborly issues existing in the code. City Attorney Richman answered in the affirmative. She noted she has received letters from residents complaining CSOs are rude. She questioned how staff is working with residents to mitigate issues without issuing a citation. She explained in other occasions, she has had to bring the issue to staff at the public safety center and she is now bringing these issues to the City Manager's Office. Public Safety Supervisor Reyes stated staff is often considered rude because they are issuing something unpopular. Mr. Reyes noted the parking citation, given to the teacher, was issued by an officer who was new and the officer stated to,Jhem'she could not void the citation herself but it was going to be voided. Mayor Armenta disagreed and stated if staff is.issuing a citation regardless, then they are not working with residents to mitigate the issue.:Uafore issuing a citation. Public Safety Supervisor Reyes stated if an animal is injured, it is taken to the San Gabriel Valley Humane Society. He noted if the Veterinarian is not available at the Humane Society, the animal is taken to the City's contracted hospital in Pasadena which is open 24 hours a day. Assistant City Manager McKinney explained the information on the slide was taken from the City's online request system which shows how many cases are open and closed. If the San Gabriel Humane Society data was to be included, it would outweigh the numbers shown on the current slide. The Humane Society has only one person dedicated to the whole City along with other cities, therefore our response time is shown as much quicker than theirs. Mayor Armenta stated she has obtained data by the San Gabriel Humane Society which says otherwise. The data includes calls on dogs, cats, total lives, date of adoptions, adopted animals, returns etc. Council Member Clark asked if the data from the San response times. Council Member Ly inquired if officers spoke other languages and if it is a skill considered when hiring. He noted it is a desirable quality to have a second language when recruiting candidates. Council Member Ly asked if the City gets any potential candidates who speak languages other than English and Spanish. Public Safety Supervisor Reyes noted staff recently interviewed an individual who spoke Chinese but the candidate was rejected because he had no desire to pursue law enforcement as a career. He noted those types of calls are typically police calls. Mayor Armenta asked what the protocol is when a crime call is made to the Public Safety Center and expressed concerns. She requested staff look into the current practices. Public Safety Supervisor Reyes stated crime calls are reported to the Sheriffs Temple Station and they dispatch the CSO if needed. He noted a log is utilized to show what crime calls the Public Safety Center is responding to which involve non issues. She indicate`on social media, residents are posting what is being said by the Public Safety staff on trapping coyotes and people are posting negative comments about the city. She stated residents have spoken to her stating the City cannot do anything and Rosemead was a no kill city. She clarified the city does not have a no kill policy in place and the City Council would need to discuss such a policy. She reiterated on social media, residents post different kinds coyote encounters and their interactions with the Public Safety Center. Public Safety Supervisor Reyes stated capturing a coyote is expensive which is why hazing be affected with the new money many hours are budgeted for shifts wot available. City Attorney Richman stated other cities will kill the coyotes because they are considered very dangerous. City Manager Manis explained if coyotes are relocated and transferred, since they are a pack animal, they will likely be killed by the new pack of coyotes. The Muscatel Science Olympiad Team was awarded medals in the following four official events: 3- place — Crime Busters; 3 place — Bottle Rocket; 4- place — Bridge Building; and &,, place — Picture This. Community Development Director Ramirez reviewed the staff report and announced a joint Garvey Avenue Specific Plan*orkshop is scheduled for the City Council, Planning Commission, Traffic Comm ssion, and Sub- eairnnittee on September 27 2016 to update all parties on the status of the plan and th&Environmental Impact Report. Council Member Ly ex Avenue specific Plan created a committee to be emnowered to make this •ns with the proposed workshop on the Garvey 27` at 6,:00 p.m. He stated the City Council ecific issue therefore, the committee needs to ations to the,Council. Council Member Clark asked what the date of the city manager's newsletter was and if Council Member Ly spoke to the City Manager about his concerns. Council Member Ly stated he is bringing it up now and the City Manager's newsletter was sent on September 0, and he had emailed the City Manager on the item during the weekend and received a response on September 6 He noted he asked for this item to be on the agenda for discussion. Council Member Ly requested the City Council, Commissions, and Ad -Hoc committee have copies of the presentation before the meeting to review those items incase members have questions for staff. a 9. She announced Rosemead had been rated 5t" place for the 9/11 Memorial amongst twenty two other 9/11 monuments around the world. Furthermore, Ms. Armenta 'stated she recoyed a letter from the Asian Pacific Family Center requesting to renew its membership an& , , asked staff to research the request. Lastly, she reiterated her request on the;Vfn Scully Day proclamation and requested direction from the Council. City Attorney Richr n n explained if an item comes after the agenda has been posted and it requires urgent action, I those are the requirements to add something to the agenda. Council Member Ly stated the Council has never voted on a proclamation and suggested a certificate of recognition instead. Mayor Armenta stated she would discuss the request with the City Manager and City Attorney.
