TRAFFIC MANAGEMENT PROGRAM—FINAL DRAFT
The City of Rosemead is in the process of reviewing the traffic circulation surrounding Janson Elementary School.
As part of this process,the Janson Elementary School Traffic Management Program Final Draft has been completed.
An Executive Summary of the Final Draft is attached to this notification. Hard copies of the complete Final Draft are
available for review at City Hall, Rosemead Library, Rosemead Community Recreation Center, Janson Elementary
School and the Rosemead School District. The Final Draft is also posted on the City's website.
There will be a Public Workshop to discuss the Final Draft. If you wish to comment on the issue, you are invited to
attend the Public Workshop on Wednesday, December 7, 2016 at 7:00 pm at the Rosemead Community
Recreation Center. The Public Workshop will provide a period for public comment on the Final Draft, After public
comments are received,the Final Report will be completed.
You are being notified because your property is in close proximity to Janson Elementary School.We encourage your
comments regarding traffic circulation in this area.
If you are unable to attend the Workshop, you may send a letter with your comments directly to City Hall, attention

Janson Elementary School Traffic Management Program
EXECUTIVE SUMMARY
Janson Elementary School constructed a pick-up/drop-off zone on the south side of the
property in 2002. Since that time, residents surrounding Janson School have periodically
raised concerns regarding the volume of traffic in the neighborhood and specifically on
Olney Street. In addition, concerns have been raised regarding the speed of traffic on
Olney Street.
The concerns surrounding Janson School were brought before the Rosemead Traffic
Commission and City Council in 2002, 2007 and 2012. In 2014, the item was discussed
at the Traffic Commission and City staff also discussed the item with Rosemead School
District Staff. In February 2015, the Traffic Commission received comments from
residents regarding the traffic issues surrounding Janson School. The Traffic
Commission reviewed the item again in April 2015 and tabled any action pending further
administrative review. Willdan Engineering was contracted by the City to assist the City
and Rosemead School District in determining a course of action to address the concerns
expressed by the residents regarding the pick-up/drop-off zone and traffic traveling in the
neighborhood.
Willdan Engineering brought together staff members from the City of Rosemead and the
Rosemead School District to form a Working Group Committee. The Committee met and
discussed the history of the pick-up/drop-off zone at Janson School and the concerns
brought to both the City and District regarding traffic surrounding the School.
Willdan Engineering collected traffic and pedestrian data at key locations surrounding
Janson School. Observations were also made during the start/release times of school
to obtain a sense of the circulation of traffic and pedestrians at Janson School.
The Working Group Committee assembled the various concerns they had heard from
residents and parents regarding the circulation at Janson School. This document has
included these many concerns along with responses composed by the Committee.
Based on the Committee's responses, the proposed improvements are:
A. Install a "No Parking 7:30 AM — 8:30 AM, 1:30 PM — 2:30 PM School Days" on the
west side of Bartlett Avenue. Exhibit D.
B. Revise the parking restrictions on the south side of Marshall Street in front of
Janson School. Exhibit E. The restrictions should include:
• No Parking 7:00 AM to 11 :00 AM School Days
• 2 Hour Parking, 2:00 PM to 5:00 PM, School Days
C. Installation of "Speed Limit 25 mph" on Olney Street for eastbound traffic.

D. Install a yellow school crosswalk with appropriate pedestrian signing and parking
removal on the south leg of Bartlett Avenue at Loftus Drive. Exhibit G.
