CURB) 8424 GARVEY AVENUE
BACKGROUND
The Traffic Commission has received a request for the installation of an on-street 20-minute
green curb parking zone in front of the business at 8424 Garvey Avenue. Staff spoke with the
business owner at 8424 Garvey Avenue regarding parking at this location. The requesting
party is the owner of the business at 8424 Garvey Avenue. The owner believes that the 20-
minute green curb parking zone is pertinent for his business since it is used by his clients
stopping by each month to make car payments and/or drive by shoppers. When vehicles are
parked on the adjacent curbs for a long period, it makes it difficult for the customers coming
and going from this business.
STAFF RECOMMENDATION
Staff has recommended that the Traffic Commission recommend to the City Council that 30
feet green curb be installed in front of the business at 8424 Garvey Avenue west of the
driveway apron.
ANALYSIS
Garvey Avenue: Garvey Avenue is an east-west arterial street with two lanes of travel in each
direction and parking permitted on both sides of the street with 2-hour parking designated
along its length from 7AM to 6PM excluding Sunday. Garvey Avenue is approximately 75 feet
wide and the posted speed limit is 35 MPH.
The nature of the business at 8424 Garvey is automobile sales and services, customers
frequently come in to make car payments or to look at vehicles for purchase. The used car lot,
Vehicle Center, is open Monday thru Sunday from 1:00 pm to 5:30 pm. The land use of the
adjacent property to the east at 8408/8416 Garvey Avenue is defined as mixed-use
residential/commercial and the business to the west at 8438 Garvey Avenue is another car
dealership.

On-street parking in front of 8424 Garvey has space for two vehicles east and west of the
driveway apron. There are two driveway access points for the business located at 8424
Garvey Avenue but only one is in use. Access to this driveway is often hindered by parked
vehicles obstructing visibility. The installation of the "20 Minute Parking" spaces will allow for
easier in and out access for business customers and will improve visibility for driveway access.
PUBLIC NOTICE PROCESS
Notifications of the proposed improvements were distributed to effected residents and
businesses within a 300-foot radius of the location.

YOU REMOVED THE GREEN PAINT, SAW GREEN PAINTED CURBS. BUT NOW, ARE UNAWARE OF THE
2 HOUR PARKING RESTRICTION LAWS/SIGNS WHICH THEY CAN'T READ. THEY ARE NOT COLOR
BLIND SHOW....THEM NOT TO PARK HERE MORE THAN 2 HOURS.
MY BUSINESS DEPENDS UPON HUNDREDS STOPPING EACH MONTH TO MAKE CAR PAYMENTS, AND
DRIVE BY SHOPPERS. THEY PARKED IN MY GREEN CURB IN FRONT OF MY BUSINESS FOR YEARS.
THEY ALSO NEED YOU TO CONTINUE TO PROVIDE FOR THEM. IT'S A USED CAR LOT. I HAVE A
CLIENTELE OF 100'S OF CAR PAYMENT PARKING AND BUYERS BUILT UP FOR OVER 40 YEARS WHO
NEED THESE UNRELATED/UNSOLICITED VEHICLES TO BE TEMPORARILY STORED FOR THE DAY
ELSWHER, NOT IN THE CRITICAL 3 SPACES IN FRONT OF MY BUSINESS,
ALSO, ROSEMEAD GRANTED A BUILDING PERMIT FOR 100 UNIT APARTMENT FOR CHINESE
IMMIGRANTS, WITH MY 3 CURB PARKING SPACES NEXT TO IT. ITS TRUE! A DETAIL IN GRANTING THE
PERMIT THAT WU DENIED STATING "IMPACTING OTHER BUSINESS"..BUT MINE-THE ONLY BUSINESS
THERE TO IMPACT..WAS DENIED FOR THE SAKE WRITTEN OF, OF NOBODY-EMPTY LOTS-NOT OTHER
BUSINESS]. AN APPEALING BASIS!

TRAFFIC CONCERN NOTIFICATION
The City of Rosemead Traffic Commission will be reviewing a request for the installation
of additional parking restrictions along a section of Garvey Avenue in front of 8424
Garvey Avenue. The request includes the installation of approximately 30 feet of green
curb in front of the 8424 Garvey Avenue to increase the accessibility and visibility of
motorists turning from the local business onto Garvey Avenue. This will result in the
creation of approximately two 20-minute on street parking spots on Garvey Avenue.
You are being notified because your property is in close proximity to this location. We
encourage your comments regarding traffic safety in this area. If you wish to comment
on the issue, you are invited to attend the Traffic Commission's next meeting on
Thursday, December 8, 2016 at 7 PM at the Rosemead City Hall City Council
Chambers.
If you are unable to attend the meeting, you may send a letter with your comments
