DATE: DECEMBER 13, 2016 SUBJECT: CASTING VOTES FOR THE SAN GABRIEL BASIN WATER QUALITY AUTHORITY VACANCY SUMMARY On September 22. 1992, Senate Bill 1679 was signed into law by Governor Pete Wilson authorizing the creation of the San Gabriel Basin Water Quality Authority. The Board of the San Gabriel Basin Water Quality Authority is composed of seven members. These members consist of three appointed members from each of the three municipal water districts, one elected city council person from a city in the San Gabriel Basin with prescriptive water pumping rights, one elected city council person from a city in the San Gabriel Basin without prescriptive water pumping rights, and two members representing water producers in the San Gabriel Basin. At their September 27, 2016, meeting, the City Council unanimously approved Resolution No. 2016-52, nominating Councilmember Margaret Clark to represent cities without prescriptive water pumping rights on the Governing Board of the San Gabriel Basin Water Quality Authority. On December 2, 2016, the Authority sent a letter (Attachment A) to the City requesting that the City Council adopt a Resolution (Attachment B) of the City casting its votes for the Board Member to represent cities without prescriptive water pumping rights on the Governing Board of the San Gabriel Basin Water Quality Authority. STAFF RECOMMENDATION That the City Council adopt Resolution No. 2016-64. casting its vote for Margaret Clark to fill the vacancy on the Board of the San Gabriel Basin Water Quality Authority. Each city may cast their votes for only ooe of the listed nominees in the form of a resolution.
