MANIS, CITY MANAGER,/' DATE: DECEMBER 13, 2016 SUBJECT: TRAFFIC SIGNAL MAINTENANCE SERVICES—CONTRACT AWARD SUMMARY The City requires professional contracting services to provide routine traffic signal maintenance services, emergency repair services, non-emergency maintenance, new equipment upgrade and installation. The City owns 43 traffic signalized intersections, 13 in-roadway lighting systems and 8 speed feedback sign locations. All other traffic signalized intersections are owned by Los Angeles County or Caltrans. The City currently uses Siemens for traffic signal maintenance and on-call emergency services for these intersections. The contract with Siemens has expired and the City is currently utilizing Siemens' services on a monthly basis. STAFF RECOMMENDATION That the City Council authorize the City Manager to enter into a two (2) year contract with St. Francis Electric for an estimated annual cost of $106,950 for the first two (2) years, with an annual option to renew for the following two (2) years. BACKGROUND Over the years, Siemens has been the City's Traffic Signal Maintenance contractor. However, due to the significant changes in the scope of work and to obtain competitive cost proposals, a Request of Proposal (RFP) was prepared to solicit proposals from contractors to provide traffic signal maintenance and repair services. Staff issued an RFP to qualified electrical contractors. A Notice Inviting Bids was published on the City's website on October 17, 2016. On November 14, 2016, four (4) proposals were received, with pricing ranging from $53,475 to $39,510 per year with optional service pricing for on-call services. The proposals were evaluated based on five (5) areas as follows: 1. Demonstrated understanding of the project ITEM NUMHHR: 5 1f City Council Meeting December 13.2016 Page 2 of 3 2. Project approach 3. Qualifications of key personnel and team members 4. Contractor's past experiences/references 5. Cost of proposal Three City employees independently evaluated the proposals based on the criteria outlined above and assigned scores to each category with a possible maximum score of 100 points. The proposals were then ranked based on the scores received. The proposals ranked as follows: RANK BIDDER LOCATION AVERAGE SCORE 1. St. Francis Electric Riverside, CA 94.33 2. Siemens Industry, Inc. Bear Electrical Solutions Anaheim, CA 86.67 Staff reviewed the proposals for completeness, understanding of scope of work, approach, team, experience and the proposed cost. Based on the analysis of these proposals, it is determined that St. Francis Electric was the most responsive. Also, St. Francis Electric has a friendly use web page which improves staff times. City staff contacted the City of Palm Springs, City of Rialto. City of Huntington Park and City of Cathedral City for references and they provided excellent inputs regarding St Francis Electric's services. St. Francis Electric proposed a $53,475 annual cost for the first two (2) years, with an annual option to renew for the following two (2) years. Contract terms also allow the City to adjust the annual contract cost based on budgetary limitations. FISCAL IMPACT Funding is available under the annual maintenance and operations budget in the amount of $125,000 for Traffic Signal Maintenance Services. STRATEGIC PLAN IMPACT Award of the traffic signal maintenance services satisfies Strategic Plan 3: Beautification and Infrastructure Action, Item B by developing a program that will establish maintenance services for infrastructure and facilities. St. Francis Electric History The year was 1945, World War II had just ended and Lorenzo Spinardi was discharged from the Army Air Corps. Although he was born and raised on a tomato farm in Merced, California, he decided to settle down and make a go of it in the fast growing San Francisco Bay Area. He started as an electrician in San Jose, but Mr.Spinardi soon desired his independence. In 1946, Lorenzo founded St. Francis Electric while living in San Leandro, California. Since the core management consisted of veteran airmen from the Second World War, it was inevitable that the company would soon be doing work at the local airports. In 1972, Lorenzo's oldest son, Thomas, joined the company. Together with their father, they expanded the company's geographical client base and core service offerings. In the mid-1980's, a decision was made to completely drop residential and commercial work, while devoting resources towards infrastructure development. Emergency Response Work Only when authorized by the City, SFE may perform Unscheduled and Emergency Response Work on the traffic signal system not covered by preventative maintenance and scheduled repair. This work shall be performed on a time and materials basis in accordance with the unit costs listed in Schedule C or by a negotiated cost.The Unscheduled or Emergency Work hours could be during regular business hours (7:00 AM to 5:00 PM, Monday through Friday) or after regular business hours. SFE understands and agrees to perform work and requirements as listed in this section of RFP. Maintenance Records SEE will create and maintain an inventory list of the equipment in the controller cabinet at each location. The inventory shall include the model, manufacturer, serial number, and quantity of each piece of equipment and installation date. The inventory list shall be continuously updated and a copy shall be furnished to the City every four (4) months in a Microsoft Excel spreadsheet.
