MANIS, CITY MANAGER 4/...1 DATE: DECEMBER 13, 2016 SUBJECT: INFORMATION TECHNOLOGY PROFESSIONAL SERVICES SUMMARY The City of Rosemead has historically contracted for Information Technology (IT) Professional Services. Currently, the City is utilizing an IT service model that was developed over a decade ago. To support employees in providing service to the public, the City's IT Division maintains and supports an aging IT system consisting of over 100 computers, 14 servers, numerous enterprise and department specific software programs and systems, and several output devices (printers, faxes, etc.). The City currently contracts for one IT person. onsite two days a week, with no offsite hours to support and maintain the infrastructure and systems described above. Due to the increased dependability on technology and the efficiency it brings to the management of the services and programs provided to the community, the City is in need of additional support and development of a long term strategic management and implementation plan for IT. The current two days a week model with no off-site desk help or support has not allowed for critical plans to be developed, systems to be maintained and upgraded, and aging equipment to be refreshed. In an effort to bring the City's IT in compliance with best practices, staff recommends continuing to contract for IT management services, while utilizing both on-site and off-site support. By contracting for both on-site and off-site services, the City will be able to utilize specialized resources from a variety of IT professionals. This model will allow the City to implement, upgrade and support enterprise and other systems that will provide better and more efficient service to residents as well as staff, which depend on the IT infrastructure on a daily basis. Additionally, contracting with a firm that has a robust support system will allow for an IT Strategic Plan to be developed. A plan will identify areas where systems. software and hardware can be more efficient and provide a schedule for implementing necessary upgrades to maintain and enhance technology-based services to the public. ITEM NUMBER: 57c City Council Meeting December 13,2016 Page 2 of 4 STAFF RECOMMENDATION That the City Council authorize the City Manager to enter into a three year Professional Services Agreement with Interwest Consulting Group for Information Technology (IT) Project Management Services and appropriate $19,704 from unassigned fund balance to offset the current IT Services budget for FY 2016-17. ANALYSIS Staff received six proposals through the Request for Proposal process, narrowing the proposals down to three based on related local government experience. These three firms were interviewed and evaluated based on their proposal, related experience, references, technical approach, support team, and proposed cost. Below is a summary of the three firms, with proposed support plans, IT team, experience and overall costs. Examples of specific services to be provided under this agreement include: • Provide a wide-range of IT professional services on-site, including Help Desk support and project related work. • Provide support during normal business hours; Monday-Friday, 7:00 a.m. to 6:00 p.m. • Emergency support as needed 24/7/365. both remotely and/or on-site, guaranteeing a two-hour response time for emergencies. City Council Meeting December 13,2016 Page 3 of 4 • Provide expert level team troubleshooting for difficult problems as well as replacing, upgrading, or implementing complex systems that require a high degree of expertise. • Provide single point access for all IT inquires and help-desk solutions. • Coordinate resolutions with thirds party vendors. • Assist with management of core infrastructure systems such as: Server monitoring and maintenance, server backups, folder replications, cloud storage options, firewall administration. antiviruses and spam control. • Perform repairs and essential maintenance of PCs and Servers, including updates of hardware and software. • Monitor network security, usage, and perform necessary system maintenance. • Document information system processes and procedures. • Assist users with operational problems and provide a response for IT work orders within 30 minutes. • Coordinate problem solving with software vendors, contact support hotlines to resolve problems and ensure software system compatibility. • Implementation of a Technology Equipment Replacement Program. • Coordinate the City's website re-design. • Perform project related work. • Conduct an IT audit within the first 30 days. • Draft and IT Business Plan within the first 60 days. • Provide a best practice approach and implementation strategics. • Participate in the City's annual IT planning and budget process. Interwest Consulting Group has extensive experience updating IT infrastructure, providing help desk support, developing and implementing equipment replacement programs, and providing IT program services such as back-ups, security monitoring, email security, and deploying software application. The team of professionals that would be available to Rosemead include an IT Manager/Project Manager, two Network Engineers, two IT Analysts and an IT Technician. A few of Interwest Consulting Group's clients include the City of Bell, City of Wildomar, City of Eastvale, and City of Elk Grove. The proposed agreement is for 20 hours a week of on-site support, off-site support Monday- Thursday from 7:00 a.m. to 6:00 p.m., and 24 hours a day seven days a week emergency support for a fixed fee per year of$114,408. The City can cancel the contract at any time with a 30-day notice. FISCAL IMPACT The proposed agreement is for $114,408 per year. The City currently contract is for $75,000 per year. To improve the IT professional services and enter into the proposed agreement, it will cost $39,408 per year more then what is included in the FY 2016-17 Budget. The proposed resolution is for an appropriation for the remaining six months of Fiscal Year 2016-17. All future funding for this agreement will be included in the appropriate Fiscal Year proposed budgets.
