The City Council may direct staff to investigate and/or schedule certain matters for consideration at a future City Council meeting. Rules of Decorum Persons attending the meetingshall observe rules ofpropriety, decorum, good conduct, and refrain from impertinent or slanderous remarks. Violation of this rule shall result in such persons being barred from further audience before the governing body. Pursuant to Gov. Code Sect. 54954.3(c), any person who engages in unlawful interference shall be removed from chambers. City Council Special Meeting Agenda December 20, 2016 CALL TO ORDER ROLL CALL PLEDGE OF ALLEGIANCE — Mayor Pro Tern Low 1. PUBLIC COMMENT 2. MATTERS FROM CITY MANAGER & STAFF A. March 7, 2017, General Municipal Election The nomination period for the March 7, 2017, General Municipal Election was from Monday, November 14, 2016, through Monday, December 12, 2016. At the close of the nomination period, the following individuals were nominated: Sandra Armenta, Margaret Clark, and Steven Ly. Under the State Election Code 10229, if by the nomination filing deadline, the number of persons who have been nominated for those offices does not exceed the number to be filled at that election, and if there are also no qualified ballot measures, then the City's Election Official (City Clerk) shall submit a certificate of these facts (Attachment A) to the governing body (City Council) of the City and request the governing body that at a regular or special meeting held before the municipal election, to adopt one of the following courses of action: Appoint to the office the person or persons who has or have been nominated; 2. Appoint to the office any eligible voter if no one has been nominated (not applicable); or 3. Determine to hold the election if either no one or only one person has been nominated (not applicable). The City Council's decision must occur by the 75 day (i.e., December 22, 2016) before the municipal election, otherwise if no person has been appointed to office pursuant to actions (1) or (2) above, the municipal election shall be held. At this time, City Council is requested to adopt Resolution No. 2016 -67 (Attachment B) and exercise its option to appoint the nominees to those offices and to cancel the March 7, 2017, General Municipal Election. Recommendation: That the City Council adopt Resolution No. 2016 -67, cancelling the March 7, 2017, election and appointing Sandra Armenta, Margaret Clark, and Steven Ly each to four -year terms of office as City Councilmembers.
