ROSEMEAD CITY COUNCIL STAFF REPORT TO: THE HONORABLE MAYOR AND CITY COUNCIL MEMBERS FROM: BILL R. MANIS, CITY MANAGER ,�p g-- \ DATE: JANUARY 10, 2017 SUBJECT: NATIONAL LEAGUE OF CITIES 2017 CONGRESSIONAL CITY CONFERENCE: MARCH 11 -15, 2017, IN WASHINGTON, D.C. SUMMARY The City Council will consider authorizing the attendance of any Council Member who wishes to attend the National League of Cities, 2017 Congressional City Conference. The 2017 Congressional City Conference will be held in Washington, D.C. on March 11 — March 15, 2017. If majority of the City Council wishes to attend the Conference and will not be present for the regular City Council Meeting scheduled on March 14, 2017, then the March 14, 2017, meeting will need to be rescheduled or cancelled due to a lack of quorum. In addition, if a majority of Council attends the conference and the majority wishes to meet with a legislative body to discuss issues of general interest to the public, a special meeting agenda will be posted. STAFF RECOMMENDATION That the City Council: Authorize the attendance of any Council Member that wishes to attend the National League of Cities, 2017 Congressional City Conference in Washington, DC, on March 11 — March 15, 2017. 2. If the majority of the City Council attends the conference, the March 14 2017, City Council meeting will be rescheduled to a date to be determined or cancelled due to a lack of quorum. ANALYSIS The Expense and Use of Public Resources Policy, adopted by City Council Resolution No. 2005- 47, requires prior City Council approval for out -of -state travel beyond an adjacent state. Funding for this purpose is contained in the City's Annual Budget.
