A. Extension of Proposition 64 Citywide Moratorium on Non - medical Marijuana
Facilities and Private Marijuana Cultivation for 10 months and 15 days.
On December 13, 2016, the City Council adopted an Urgency Ordinance imposing
a 45 -day moratorium on non - medical marijuana facilities and private marijuana
cultivation activities in the City. This ordinance will extend the moratorium for 10
months and 15 days beyond the 45 -day moratorium.
Recommendation: That the City Council adopt Interim Urgency Ordinance No. 971
under Government Code section 65858(a), which implements a 10 month and 15
day extension to the moratorium on non - medical marijuana facilities and private
marijuana cultivation adopted under Ordinance No. 969. This interim urgency
ordinance requires a four -fifths vote for adoption.

B. City Council Meeting Minutes
Recommendation: That the City Council approve the minutes from the regular
meeting on January 10, 2017.
C. Housing Element 2016 Annual Progress Report
California Government Code § 65400 (b) requires the filing of a Housing Element
Annual Progress Report by April 1" of each year, for the prior calendar year, with
the State Office of Planning and Research and the Department of Housing and
Community Development ( "HCD "). State law also requires that the annual report
be presented at a public meeting before the City Council where members of the
public are given an opportunity to comment on the City's progress. This agenda
item meets these statutory requirements.

This report summarizes the low to moderate - income residential building activity,
Regional Housing Needs Allocation (RHNA) progress, and progress of housing
program implementation for the 2016 calendar year. The annual report was
prepared on forms provided by HCD, using definitions adopted by HCD.
Recommendation: That the City Council receive and file the City's 2016 Housing
Element Annual Progress Report.
D. Transmittal of Fiscal Year 2015 -16 City of Rosemead and Rosemead Housing
Corporation Annual Financial Reports
This report provides the Fiscal Year (FY) 2015 -16 annual financial reports for the
City of Rosemead and the Rosemead Housing Development Corporation to the City
Council. The City of Rosemead Comprehensive Annual Report (CAFR)
(Attachment A) and Rosemead Housing Development Corporation Financial and
Compliance Report (Attachment B) provide a complete presentation of the finances
of each of the above - mentioned organizations. FY 2015 -16 provided positive
revenues for the City. The City's General Fund showed higher than budgeted
revenues and lower than budget expenditures, resulting in an increase in the General
Fund balance of almost $2 million. A summary of impacts on the City's General
Fund balance is included in this report.
Recommendation: That the City Council receive and file the City of Rosemead
Comprehensive Annual Financial Report and the Rosemead Housing Development
Corporation Annual Financial and Compliance Report for the 2015 -16 FY.
6. MATTERS FROM CITY MANAGER & STAFF
A. Southern California Edison Street Light Acquisition and Conversion Program
At the Council Meeting on January 10, 2017, City staff presented four options to
explore the purchasing of 1,459 streetlights from Southern California Edison
(SCE). This included the opportunity to retrofit the streetlights to LEDs to reduce
consumption and maintenance needs using SCE Street Light Acquisition and
Conversion Program. This staff report is attached for reference (Attachment A).
The City has four options to explore:
1. Status Quo
2. SCE Conversion Program — LED Bulbs
3. City Acquisition and LED Conversion
4. Tanko Lighting Acquisition and LED Conversion
The City Council directed staff to find out the approximate timing to replace to
LEDs fixture and liability if they end up selecting Option 2.
