PSC - Minutes - 06-24-10 CITY OF ROSEMEAD 3 PUBLIC SAFETY CONNECTIONS FORUM REGULAR MEETING ROSEMEAD PUBLIC SAFETY CENTER t �j 18301 GARVEY AVENUE EOC ROOM THURSDAY,JUNE 24, 2010 The three-fold mission of Public Safety CONNECTIONS is to: • Serve as a community"think tank"and"information clearinghouse"to prevent crime and combat the impacts alcohol and drug abuse in Rosemead. • Assist in the effort to educate young people about the adverse effects of alcohol and drugs on their safety, quality of life, and future opportunities. • Increase awareness of parents, grandparents and other caregivers of their responsibilities to help young people to avoid the negative consequences associated with alcohol and drug use. MINUTES CALL TO ORDER—6:10 PM Community Representatives Present Wenli Jen and Howard Lin, Asian Pacific Family Center John Crandall, First Evangelical Church Nancy Eng, Block Captain and Planning Commissioner Joshua Delgado, Church of God Steve Rivera, Evergreen Baptist Church Heidi Isede, Clean Slate City Representatives Present Sandra Armenta, Council Member Margaret Clark, Council Member Jell Allred, City Manager Lt.Tim Murakami, LASD Sgt. Mark Flores, LASD Oscar Gutierrez, Los Angeles County Probation Office Francisco Romero, Los Angeles County Probation Office David Montgomery-Scott, Rosemead Parks and Recreation Mandy Wong, Public Safety Department Ms. Polly Low,Chairperson,was absent due to her son's graduation and co-chairing the CONNECTIONS forum was Sandra Armenta. 1. WELCOME and PLEDGE OF ALLEGIANCE—Sandra Armenia ROSEMEAD PUBLIC SAFETY CONNECTIONS FORUM MEETING MINUTES June 24,2010 2. MINUTES—May 27, 2010 Motion by Jeff Allred and seconded by Nancy Eng to approve the Public Safety Connections Forum May 27, 2010 meeting minutes. Minutes were unanimously approved. 3. SUBSTANCE ABUSE PREVENTION SUPPORT LETTERS UPDATE Wenli Jen thanked the forum members for their letters of support.The deadline to submit the letters is the end of August.The agency prefers to receive the support letters before the end of the fiscal year. 4. QUICK REFERENCE RESOURCE CARDS UPDATE Lt. Murakami shared that the resource cards serve as a quick reference to local agencies that can assist families. Deputies can provide the cards to families when responding to service calls. Mandy Wong has updated the reference card and added People for People and a local pregnancy agency in the San Gabriel Valley. Wenli Jen suggested having the resource categories translated into Chinese, Spanish,and Vietnamese. John Crandall has volunteered to assist with Chinese translation. Joshua Delgado with Spanish and Steve Rivera will check to see if anyone at his church can assist with Vietnamese translation. Wenli Jen also followed up on an April discussion about providing a web link on the City website for regional resource agencies for families. Jeff Allred said he will ask Public Affairs Manager Aileen Flares to assist with the request. 5. PLANS We will table the long term goals and action plan until Chair Polly Low returns next month. Jeff Allred mentioned that the Public Safety CONNECTIONS has created the resource quick reference card and the"Social Host" Ordinance that will be presented for Council approval on July 27th since its inception a few months ago. We are planning to invite Nicolas Nevarez, DUI crash survivor, at the Council Meeting on July 27th to share his experience as a DUI crash survivor. In addition, to kick off Red Ribbon Week, we are planning to have Nicholas as the guest speaker to speak at a community meeting for parents and youth on the dangers of drugs and alcohol. Tentatively, the presentation is scheduled for October 21st at the Rosemead High School auditorium. Mandy will work with Rosemead High School Principal Larry Cecil regarding use of his facility for the presentation. Once we received a confirmation, Mandy will create a flyer for distribution. EDITING AND PUBLICATION OF PARENT SURVIVAL GUIDE Polly has suggested forming a sub-committee to assist with the revision of the survival guide. The forum members asked ii this booklet can be revised and distributed by October during"Red Ribbon Week." 7. DEVELOPMENT OF WAYS TO PROVIDE INFORMATION TO PARENTS, GRANDPARENTS AND OTHER CAREGIVERS Jeff said it is important that we educate parents, grandparents and caregivers of the consequences of youth consuming alcohol and drugs. The Parent Survival Guide and the DUI presentation in October will be a great start. Steve Rivera mentioned we need to follow-up after presentation with counseling services or faith based efforts to redirect these youths as well. In addition,the Rosemead Resource Newsletter that goes out quarterly with the Parks and Recreation brochure will feature Parenting Tips. Jeff invited forum members to send in their tips for publication. 8. PUBLIC COMMENT Joshua Delgado shared that"FOCIS" Family Outreach Community Intervention Services is a program designed to educate teens about abstinence. Jeff Allred suggested bringing this to our youth committee and having them assist in educating their peers. Sgt. Flores also mentioned this educational program will benefit the young girls at Maryvale Preparatory School in Rosemead. Steve Rivera invited forum members to participate in the"Box City LA 2010"event Evergreen Baptist Church in Rosemead in July. The event is aimed at increasing awareness and raising funds to assist the homeless. Jeff Allred said the City is willing to pay and send one of our Special Assignment deputies to the Gang Crisis conference June 29 to July 1 in Anaheim. Sandra requested that whoever attends bring back information and materials and share with the forum members. 9. ADJOURNMENT The Public Safety Connections Forum meeting adjourned at 7:05 p.m. The next monthly forum is scheduled to take place on July 29, 2010 at 6:00 p.m. at the Public Safety Center. Page 3 of 3
