PSC - Minutes - 07-29-10 CITYREGULAR OF ROSEMEMEETINGAD j PUBLIC SAFETY CONNECTIONS FORUM ° ' ROSEMEAD PUBLIC SAFETY CENTER 8301 GARVEY AVENUE EOC ROOM THURSDAY, JULY 29, 2010 The three-fold mission of Public Safety CONNECTIONS is to: • Serve as a community think tank" and "information clearinghouse" to prevent crime and combat the impacts alcohol and drug abuse in Rosemead. • Assist in the effort to educate young people about the adverse effects of alcohol and drugs on their safety, quality of life, and future opportunities. • Increase awareness of parents, grandparents and other caregivers of their responsibilities to help young people to avoid the negative consequences associated with alcohol and drug use. WELCOME and PLEDGE OF ALLEGIANCE—Polly Low We welcomed three new attendees to the CONNECTIONS forum: Ron Esquivel, Rosemead School, District, Bulmaro A. Magellan, Garvey School District, and Rosemead resident Irene Flores. ROSEMEAD PUBLIC SAFETY CONNECTIONS FORUM MEETING MINUTES June 24,2010 2. MINUTES—June 24, 2010 Motion by Nancy Eng and seconded by David Montgomery-Scott to approve the Public Safety CONNECTIONS Forum June 24, 2010 meeting minutes. Minutes were approved. One abstention. 3. QUICK REFERENCE RESOURCE CARDS WITH TRANSLATIONS The resource categories have been translated into Chinese. Forum members want to bring this item back to the August agenda when Spanish and Vietnamese translations are completed. 4. NATIONAL NIGHT OUT Lt. Murakami invited Forum members to attend the August 3, 2010 National Night Out. Asian Pacific Family Center will have a booth to display drugs and alcohols information. Nancy Eng raised concerns about traffic and event parking. Mandy shared that a section of Zapopan Park will be made available for VIP parking. Community Safety Officers will assist with traffic control. 5. UPDATE ON THE SOCIAL HOST ORDINACE ON JULY 7TH COUNCIL MEETING Jeff Allred provided an update regarding the Social Host Ordinance. City Council unanimously approved the first reading on July 27^. The second reading is scheduled for August 24m. Once approved, the Social Host Ordinance will become local law 30 days later(approximately September 24th). Polly Low asked for clarification regarding the Social Host Ordinance. Jeff Allred stated that without this ordinance in place: • It will be difficult to make adults responsible who serve alcohol to minors. • Sheriff Deputies can only cite minors who are consuming alcohol and not the property owner. • Witnesses would be required to cite an adult who is providing alcohol to minors. Discussion of the ordinance followed which included resident concerns, purpose application and enforcement issues, and the need to educate parents. 6. TOWN HALL MEETING "THE DANGER OF DRUGS" SCHEDULED FOR OCTOBER 21ST The Town Hall meeting is scheduled for October 21m, 7:00 to 9:00 p.m. in the Rosemead High School Auditorium. It will feature DUI crash Survivor Nicholas Nevarez. Mandy Wong distributed a draft of the event flyer. Discussion of the meeting included ways to attract youth participation (i.e., a separate flyer, raffles, food, and extra credit) and general promotion among schools, PTAs, and at Back-to-School nights and parent Page 2 of 3 ROSEMEAD PUBLIC SAFETY CONNECTIONS FORUM MEETING MINUTES June 24,2010 meetings. Wenli offered to ask her Youth Counselor to assist with drafting a youth-oriented flyer. In addition, Wenli said incentive such as will draw more youths to the workshop. Bulmaro A. Magallon will assist with the translation of the Town Hall flyer into different languages. Polly and Mandy will further discuss the event program. Jeff suggested that Asian Pacific Family Center should have a booth at the Town Hall meeting to provide drugs and alcohols information and services/resources to the families. 7. A SUB-COMMITTEE FOR THE PARENT SURVIVAL GUIDE Polly, Jeff, and Aileen Flores will be working on revisions to the Parent Survival Guide. Probation Officers Oscar Gutierrez and Francisco Romero will assist with the write-up on the gang section. The addition of a Table of Contents was suggested. Translations were also recommended. Lastly, Sandra Armenta requested the addition of information regarding special needs. 8. DEVELOPMENT OF GOALS AND ACTION PLAN Polly initiated a general discussion about the continued direction of Forum efforts. The consensus is that parental education and involvement should be a part of the group's focus. The following were suggestions on how to reach out to the parents: • Select a topic and Invite a guest speaker to cover one of the sections in the parent survival guide during monthly Public Safety Meetings. • Partner with local churches to build trust and credibility with the families. • Create a Train-the-Trainer effort to enable residents to establish support groups within neighborhoods. • Develop a Speakers Bureau, comprised of local experts, who could facilitate area workshops. • Conduct workshops on "neutral ground" (i.e., school sites and public facilities) and accommodate parents by offering day and evening workshops. 9.
