The three-fold mission of Public Safety CONNECTIONS is to:
• Serve as a community"think tank" and "information clearinghouse" to prevent crime and combat the
impacts alcohol and drug abuse in Rosemead.
• Assist in the effort to educate young people about the adverse effects of alcohol and drugs on their
safety, quality of life, and future opportunities.
• Increase awareness of parents, grandparents and other caregivers of their responsibilities to help
young people to avoid the negative consequences associated with alcohol and drug use.

WELCOME and PLEDGE OF ALLEGIANCE—Polly Low
We welcomed four new attendees to the CONNECTIONS forum: Assistant Principal Richard Gabriel,
Rosemead High School; Deputy Scott Metcalf, LASD School Resource Deputy; Joshua Pena, City of
Rosemead Youth Committee Member and Muscatel Middle School President; Public Information Officer
Aileen Flores, City of Rosemead.
1. MINUTES—July 29, 2010
Motion by David Montgomery-Scott to approve the Public Safety CONNECTIONS Forum July 27, 2010
minutes with correction of a misspelled word. Second by Sandra Armenta. Minutes were approved.
2. QUICK REFERENCE RESOURCE CARDS WITH TRANSLATIONS
The resource categories have been translated into Chinese, Spanish, and Vietnamese. It is ready to be
forwarded to the Los Angeles County Sheriffs Department for printing.
3. PROPOSITION 19: LEGALIZATION OF MARIJUNA
Lt. Murakami shared that he is representing the Sheriffs Department. He indicated that the Los Angeles
County Sheriffs Department and other law enforcement agencies formally oppose Proposition 19, which
would legalize the recreational use of marijuana, as it will create law enforcement problems similar to
those resulting from excessive alcohol consumption. Alcohol and drugs are frequent significant
contributors to crime. Murakami also shared that the legalization of marijuana will not deter the illicit
market and that law enforcement will be unable to determine whether marijuana is legally obtained.
School Resource Deputies have reported an increase in the number of minors who purchase their
marijuana from those who have"legally" purchased it at a dispensary. Chair Polly Low stated that the City
of Rosemead has also taken a formal position of opposition to Proposition 19.
4. YOUTH FLYER FOR THE TOWN HALL MEETING "DANGER OF DRUGS" SCHEDULED FOR
OCTOBER 21ST
Wenli Jen had Asian Pacific Family Center Youth Council members assist in developing a youth version
of the event flyer. It will be distributed to the Rosemead High School students.
Mandy Wong will forward an electronic copy to Larry Cecil and Richard Gabriel of Rosemead High
School to assist with the distribution. In addition, Mr. Cecil offered to send out Town Hall meeting
reminders through the school's communication systems (CONNECT ED and School Loop).
5. TOWN HALL MEETING FACILITY LOGISTICS
Larry Cecil informed the group that, due to improvements to the Rosemead High School Auditorium, it will
not be available for the October 21 event. It will be moved to the gymnasium, which can seat
approximately 800 people. Participants can sit in the bleachers. A projector and a screen will be available
that evening. Rosemead High School will provide hot dogs to participants prior to the meeting.

Committee members suggested creation of a banner, with event details, for the event to be placed along
the fence of the High School,
The Committee also recommended resource booths to include Asian Pacific Family Center, City of
Rosemead, MADD (Mothers Against Drunk Driving), SADD, Alcohol Beverage Control, and The Asian
American Drug Abuse Program.
6. TOWN HALL MEETING ITINERARY/LOGISTICS
Polly Low shared that she has attended school district meetings earlier this month to promote the Town
Hall meeting. Polly and Sandra asked Mandy to forward email addresses of school officials so that
invitations to the October 21 Meeting can be sent to them.
CONNECTIONS forum members agreed to print Town Hall Meeting programs only for members in an
effort to save paper and money.
7. TOWN HALL MEETING IN OTHER LANGUAGES
To better serve the multi-languages of the community, similar meetings will be hosted in Cantonese,
Mandarin, Vietnamese, and Spanish. The Cantonese, Mandarin, and Vietnamese will be held on
Thursday, November 4th and Spanish on Thursday, November 18th. These meetings will be held at the
Rosemead Public Safety Center.
John Crandall offered assist with finding a Mandarin translator for the November 4th meeting,
The Spanish version of the flyer has been translated by Deputy Probation Officers Oscar Gutierrez and
Francisco Romero. Sandra Armenta served as editor.
Chair Low's friend will be translating the flyer information from English to Chinese and Vietnamese.
8. DRAFT PARENT'S SURVIVAL GUIDE
Aileen Flores passed around a draft of the Parents' Survival Guide for CONNECTIONS review. Ms.
Flores asked that revisions be sent to her via email by Wednesday, October 6th to allow time for printing.
The Guide will be distributed at the October 21 Meeting.
Mandy will forward CONNECTIONS email addresses to Aileen so she can send the draft electronically to
members for further review.

• Special Needs
• Planned Parenthood
• Domestic Violence

9. BANNERS
Mandy suggested creating a Red Ribbon Week banner. Sandra suggested having the banners placed at
Garvey Center, Rosemead Community Center, and the Public Safety Center.
Jeff Allred asked CONNECTIONS members to email Mandy regarding any banner content ideas.
10. PUBLIC COMMENT
Larry Cecil commended Jeff and Council Members for the crosswalk on Mission Drive (adjacent to
Rosemead High School) and thanked the City for its support of the high school.
Wenli Jen announced some of Asian Pacific Family Center's upcoming programs including the 2011
Youth Summit.
David Montgomery-Scott invited members to the Fall Fiesta on Saturday, October 2, noon to 8 p.m.
Richard Gabriel invited members to Rosemead High School Homecoming Pre-Event on October 15,4 to
6:30 p.m. and the ribbon cutting ceremony for the new track at the high school on October 25, at 3:30
p.m.

The next monthly forum is scheduled to take place on October 28, 2010 at 6:00 p.m. at the Public Safety
Center.
