PSC - Minutes - 04-28-11 CITY OF ROSEMEAD PUBLIC SAFETY CONNECTIONS FORUM REGULAR MEETING ROSEMEAD PUBLIC SAFETY CENTER 8301 GARVEY AVENUE EOC ROOM THURSDAY,APRIL 28, 2011 The three-fold mission of Public Safety CONNECTIONS is to: • Serve as a community"think tank"and "information clearinghouse"to prevent crime and combat the impacts alcohol and drug abuse in Rosemead. • Assist in the effort to educate young people about the adverse effects of alcohol and drugs on their safety, quality of life, and future opportunities. • Increase awareness of parents, grandparents and other caregivers of their responsibilities to help young people to avoid the negative consequences associated with alcohol and drug use. INTRODUCTIONS/WELCOME ROSEMEAD PUBLIC SAFETY CONNECTIONS FORUM MEETING MINUTES April 28,2011 2. MINUTES–March 31,2011 Motion by Nancy Eng to approve the Public Safety CONNECTIONS Forum March 31, 2011 minutes. Second by Wenli Jen. Minutes were unanimously approved. 3. CONNECTIONS FORUM CHAIR AND VICE-CHAIR ONE YEAR TERM LIMIT Jeff Allred shared that the CONNECTIONS forum chair has a one year term limit and is re-appointed by the Mayor. Polly Low will continue another year, 2011-2012 as the CONNECTIONS forum chair. The Vice Chair has a one year term limit and is appointed by the CONNECTIONS Chairperson. Sandra Armenta has been reappointed Vice Chair for 2011-2012. 4. DOMESTIC VIOLENCE Tim Murakami shared that the assault crime rate has gone up slightly due to domestic violence and violence among teenagers. Violence in homes can be attributed to alcohol and substance abuse, financial hardship, and culture. Lt. Murakami suggested a workshop/meeting to educate the community on violence in general—not domestic violence as many people may not want to attend a workshop on domestic violence due to the associated stigma. To ensure greater attendance, we need to address general violence and the laws that govern assault and battery. Mandy Wong suggested the name of the workshop/townhall meeting to be called "Learn to L.O.V.E." LOVE is an acronym for"Leave Out Violence Everyday." The members suggested having a Health and Safety Fair, in October to commemorate Domestic Violence month, and title it"Learn to L.O. V.E."and to address general issues of violence during the fair. In addition,the Forum suggested inviting other agencies that might provide additional resources. Wenli Jen suggested inviting agencies that are experts in the field of domestic violence to be guest speakers at the fair. Nancy Eng suggested that the schools be involved as they could identify families who may benefit from the workshop. Mandy suggested inviting the student who has a SST(Student Study Team)for behavior issues and parents to the event as well. Mandy will be coordinating this Health and Safety Fair with the assistance of CONNECTIONS members. The fair will be an ongoing project with updates provided monthly until the event. 5. BILL AB 183 LEGISTATION AND FACT SHEETS At the March 31, 2011 CONNECTIONS meeting, forum members has asked Aiha Nguyen from L.A.N.N.E. to share more information on AB 183 (regarding the sale of alcohol at stores with self- checkout). Fact sheets were distributed to forum members to read. Jeff Allred shared that at this time, the City will take no opposition on the bill as this is appears not to be a pressing issue at local stores Page 2 of 3 ROSEMEAD PUBLIC SAFETY CONNECTIONS FORUM MEETING MINUTES April 28,2011 currently. Wenli Jen shared that the Asian Pacific Family Center Sober program recently did a compliance check and found five(5) liquor stores in Rosemead that did not check ID for alcohol purchases to minor. Mandy reminded the members that graduation is around the corner and suggested to provide the community with a reminder about Rosemead's Social Host Ordinance. Rosemead High School will be sending the Ordinance home to parents. Polly Low suggested sending it to the other area school districts that serve Rosemead as some attend San Gabriel, Mark Keppel, Alhambra, and Montebello High Schools. In addition, Mandy will send an a-alert reminder about the Social Host Ordinance. 6. FAMILY OUTREACH AND COMMUNITY INTERVENTION SERVICE (F.O.C.I.S.) Reggie Bowie from F.O.C.I.S. shared that his agency addresses youth topics such as sexual activity and home violence. Mr. Bowie is a survivor of domestic violence and understands the issues and the stigma that comes with it. Reggie or a representative from FOCIS will share more on domestic violence at the next CONNECTIONS meeting. 7. ROSEMEAD HONORS AMERICA'S HEROES Sandra Armenia believes that it would be good to prepare and send care packages to the 37 Rosemead residents currently serving in the military. Packages can include items regularly requested by military personnel. She suggested that local schools assist with sponsoring a care package to one family. Larry Cecil said if we needed, Rosemead High School will assist with all the care packages. Ron Esquivel suggested providing a collection bin at all the school sites to have students involved in collecting items from home. Sandra will coordinate this project with Aileen Flores and Gloria Molleda,staff from City Hall. In addition, Sandra mentioned the 9-11 patchwork project and the upcoming gourmet food truck festival to be held at the UFC Gym parking lot on May 21 and 22. All proceeds will go toward the September 11Th Memorial Project. 8.
