The three-fold mission of Public Safety CONNECTIONS is to:
• Serve as a community"think tank"and "information clearinghouse"to prevent crime and combat the
impacts alcohol and drug abuse in Rosemead.
• Assist in the effort to educate young people about the adverse effects of alcohol and drugs on their
safety, quality of life, and future opportunities.
• Increase awareness of parents, grandparents and other caregivers of their responsibilities to help
young people to avoid the negative consequences associated with alcohol and drug use.

2. MINUTES—April 29,2010
Jeff Alfred mentioned that there is a typo on the word "Presence"on item number five.
Motion by Jeff Allred and seconded by Polly Low to approve the Public Safety Connections Forum
April 29, 2010 meeting minutes. Minutes were unanimously approved.
3. DUI CRASH SURVIVOR
Nicolas Nevarez, a DUI crash survivor, shared a powerful testimony of his DUI accident of August 15,
2009.The accident occurred at the corner of San Fernando Road and Pacific Avenue in Glendale. At the
time of the accident, Nicolas,then 17, was out partying, drinking and taking"ecstasy"with three friends.
The driver of the vehicle sustained no injuries, one passenger had minor injuries, and the other two
sustained major injuries. The female had a broken pelvis and may not be able to bear children in the
future. Nicolas had major skull injuries. The left-side of his skull was caved in. The doctor gave Nicolas
less than 1%probability to live. He had beaten the odds. It has been a long road to recovery and on
February 27, 2010 he had successful cranioplasty surgery.
Mrs. Nevarez shared her pain of Nicolas'accident and recovery process.
The driver of the vehicle was sentenced to one year in County jail and five years probation.
Jeff Allred suggested that Nicolas speak to local school students and that Mrs. Nevarez speak to the
parents/caregiver regarding substance abuse and its consequences.

4. PARENT SURVIVAL GUIDE BOOKLET UPDATE/CHANGES
Polly Low suggested a subcommittee to assist with the revision of the booklet. Ms. Low will be
spearheading this project.
Daniel Sumarriva presented the Committee Members a draft of the cover page for the booklet.The cover
page was designed by Jesus Zamora of ZamoDesigns.
5. SOCIAL HOST ORDINANCE
Lt. Murakami explained that the purpose of"Social Host"Ordinance Number 899 enables deputies to
enforce the underage drinking laws holds parents/caregivers accountable for underage alcohol
consumption on private property. The primary purpose is not to arrest people but to warn them and to
provide for strengthened enforcement efforts in the future.

Our City Attorney had reviewed the Ordinance and had some concerns with the penal codes. He simply
wondered it we needed an ordinance since there are penal codes governing underage drinking.
Committee Members made the following recommendations/observations:
• The ordinance should be brought to the attention of City Council.
• The ordinance serves as a preventative measure to control the underage drinking on private
property.
• The ordinance will hold adults and caregivers accountable for Slowing minors to drink on
their premises.
• The ordinance is not to punish but to encourage compliance.
• The ordinance enhances law enforcement's ability to enforce the law.
Motion to forward"Social Host"Ordinance#899 to City Council by Daniel Sumarriva and seconded by
Wenli Jen.
6. COUNSELING SERVICES UPDATE
Deputy Probation Officer Gutierrez shared that the counseling agency ACTION is willing to provide free
counseling services to parents and youth.There will be a nominal fee for drug testing. ACTION will
provide counseling services as long there is a clientele (at least 20 youths and parents) and a location to
host the services. They will meet weekly for 11/2 hours. Counseling efforts will include a drug education
component. Counseling services will be open to all Rosemead residents and families.
The Public Safety Center and the Rosemead High School were identified as possible locations to host
the counseling services.
7. SUBSTANCE ABUSE PREVENTION SUPPORT LETTERS
Wenli Jen requested attendees to write letters of support for the Asian Pacific Family Center's substance
abuse prevention projects for the upcoming fiscal year 2010-2011. Sample letters will be sent via email
and Committee Members are asked to mail letters to the Asian Pacific Family Center or bring them to the
June meeting.
8. RESOURCE CARDS
Lt. Murakami shared that the resource cards serve as a quick reference to local agencies that can assist
families. Deputies can provide the cards to families when responding to service calls.
Committee Members were asked to provide additional resource contact numbers to Mandy Wong. It was
mentioned that People for People should be on the card as well.
Daniel Sumarriva suggested a link on the City website for a list of regional family resources. Jeff Allred
said he will ask Aileen Flores, Public Affairs Manager to assist with the request.

9. SHERIFF'S CONFERENCE
Sandra Armenta shared details of the upcoming "Confronting the Gang Crisis"conference, June 29 to
July 1, in Anaheim. The conference is for school administrators, social service agencies, public and
mental health professionals, faith and community based organizations, and community leaders. Sandra
encouraged Committee Members to attend.
10. ARTICLE "FREE TO USE"
Jeff Allred shared that this article is for reading purposes and that David Montgomery-Scott brought it to
his attention.
11. DEVELOPMENT OF GOALS AND ACTION PLANS
Polly Low moved this item to the next meeting in June. She promised to get us out on time.

The Public Safety Connections Forum meeting adjourned at 7:36 p.m.
The next monthly thrum is scheduled to take place on June 24, 2010 at 6:00 p.m.at the Public Safety
Center.
