A. REVIEW OF TRAFFIC CONDITIONS AT HART AVENUE AND STEELE STREET
SUMMARY
The Traffic Commission received a request from a resident to review traffic conditions at Hart Avenue and Steele
Street. A resident submitted a request to the City stating that he observed speeding vehicles along Hart Avenue
between Guess Street and Valley Boulevard. The resident is requesting that the City install traffic calming measures
such as STOP signs on the north and south leg of the intersection at Hart Avenue and Steele Street or speed humps
to slow down the speed of the vehicles traveling along Hart Avenue.A traffic study was conducted by traffic consultant
JLS at the location. The study included a warrant study to determine if the installation of all-way STOP control is
appropriate.
STAFF RECOMMENDATION
In response to the resident's request, a traffic investigation of the intersection of Hart Avenue and Steele Street was
conducted using guidelines or Warrants from the 2014 California MUTCD for installation of All-Way Stop Signs.A field
visit was conducted to evaluate site-specific conditions, such as traffic volumes, collisions history, sight distance,
existing stop signs and physical obstructions.The current traffic conditions at this intersection did not meet the criteria
for all-way stop control. Traffic volumes are also well below the minimum requirements for installation of all-way stop
controls. Based on the above,the traffic consultant did not recommend all-way stop control at this intersection.
However, the speed samples did determine that there is a speeding issue along Steele Street, therefore, staff is
recommending that 25 MPH speed limit signs be installed on Steele Street for eastbound and westbound traffic and
on Hart Avenue at Guess Street for northbound traffic.The speed limit signs will remind motorist of the speed limit and
to slow down. It is also recommended that DIP (W8-2) signs be installed on Hart Avenue north and south of Steele
Street to warn motorists to slow down approaching the DIP.See Attachment 4 for the Proposed Recommendations.
