A resident submitted a request to the City stating that he observed speeding vehicles along Hart Avenue between Guess Street and Valley Boulevard. The resident is requesting that the City install traffic calming measures such as STOP signs on the north and south leg of the intersection at Hart Avenue and Steele Street or speed humps to slow down the speed of the vehicles traveling along Hart Avenue. A traffic study was conducted by traffic consultant JLS at the location. The study included a warrant study to determine if the installation of all-way STOP control is appropriate. STAFF RECOMMENDATION In response to the resident's request, a traffic investigation of the intersection of Hart Avenue and Steele Street was conducted using guidelines or Warrrants from the 2014 California MUTCD for installation of All-Way Stop Signs. A field visit was conducted to evaluate site- specific conditions, such as traffic volumes, collisions history, sight distance, existing stop signs and physical obstructions. The current traffic conditions at this intersection did not meet the criteria for all-way stop control. Traffic volumes are also well below the minimum requirements for installation of all-way stop controls. Based on the above, the traffic consultant did not recommend all-way stop control at this intersection. However, the speed samples did determine that there is a speeding issue along Steele Street, therefore, staff is recommending that 25 MPH speed limit signs be installed on Steele Street for eastbound and westbound traffic and on Hart Avenue at Guess Street for northbound traffic. The speed limit signs will remind motorist of the speed limit and to slow down. It is also recommended that DIP (W8-2) signs be installed on Hart Avenue north and south of Steele Street to warn motorists to slow down approaching the DIP. See Attachment 4 for the Proposed Recommendations. Traffic Commission Meeting April 6. 2017 Page 2 of 15 EXISTING CONDITIONS Hart Avenue: Hart Avenue is a residential street that is approximately 28 to 36-feet wide and has a prima facie speed limit of 25 MPH. There is no existing marked centerline or posted speed limit signs along Hart Avenue. Parking is permitted on both sides of Hart Avenue, except for street sweeping restrictions. Land use along Hart Avenue is defined as single family residential. Hart Avenue at Steele Street is uncontrolled in the northbound and southbound direction and STOP controlled in the eastbound and westbound direction. There is a cross gutter dip in the north leg of the intersection at Hart Avenue and Steele Street that also serves as a speed calming device. From the intersection at Hart Avenue and Steele Street approximately 285-feet north, the intersection of Hart Avenue and Valley Boulevard is signalized. Approximately 380- feet south, the intersection of Hart Avenue and Guess Street is STOP controlled in the northbound and southbound directions and uncontrolled in the eastbound and westbound direction. Steele Street: Steele Street is a residential street that is approximately 36-feet wide and has a posted speed limit of 25 MPH. There is no existing marked centerline along Steele Street. Parking is permitted on both sides of Steele Street, except for street sweeping restrictions. Land use along Steele Street is defined as single family residential. WARRANT STUDY ANALYSIS A field investigation and counts were conducted at the intersection of Hart Avenue and Steele Street on Tuesday, October 11, 2016 to determine existing geometric and traffic control conditions. In addition, an accident investigation was conducted using the last three (3) available years from SWITRS (Statewide Integrated Traffic Records System) records for the intersection of Hart Avenue and Steele Street. The record research found that there were no vehicle or pedestrian accidents within this time frame. Findings The criteria for determining if an all-way stop control is warranted is based on several factors set by the California Manual of Uniform Traffic Control Devices (MUTCD) Section 26.07. These factors include an analysis of minimum volumes of traffic on each street approach, accidents, vehicles speeds, pedestrian traffic and potential sight obstructions. Based on a review of these factors, it was determined that the intersection does not meet minimum volume or accidents thresholds as determined by the MUTCD for the installation of all-way stop control at Hart Avenue and Steele Street. This information is summarized below: A. Traffic Control Signals are justified (Not Met) B. A crash problem exists as indicated by 5 or more accidents in a 12- (Not Met) month period C. Minimum Volumes are met if: (Not Met) Volume entering intersection from the major approach (total of both approaches) averages 300 vehicles per hour for any 8 hours of an average day. And, (Not Met) The combined vehicle, pedestrian and bicycle volumes entering the intersection from the minor street approaches averages at least 200 units per hour for the same 8 hours. If the 85th percentile approach speed of the major-street exceeds 40 (Not Met) mph the minimum volumes are 70 percent of the above values. RADAR SPEED SURVEY To determine actual speeds along Hart Avenue and Steele Street, a radar speed survey was conducted on Hart Avenue north and south of Steele Street and on Steele Street east and west of Hart Avenue on Tuesday, October 11, 2016. The speed samples taken also show that the 85th percentile speed of vehicles is at 33-35 MPH for Steele Street east and west of Hart Avenue in both directions which is above the posted speed limit of 25 MPH. The speed samples determined that there is a speeding issue along Steele Street therefore it is recommended that 25 MPH speed limit signs be installed on Steele Street east of Rosemead Blvd for eastbound traffic and west of Rio Hondo for westbound traffic and on Hart Avenue at Guess Street for northbound traffic. The speed limit signs will remind motorist of the speed limit and to slow down. It is also recommended that DIP (W8-2) signs be installed on Hart Avenue approaching Steele Street to warn motorists to slow down for the incoming DIP.
