Consideration of Cancelling the August 23rd,2016 Council Meeting Over the past several years, the City Council has cancelled its second meeting in August as a summer break due to lack of quorum. Accordingly, the Council will consider action to cancel the August 23rd, 2016 City Council Meeting. The next regular City Council meeting is scheduled for September 13, 2016. Recommendation: That the City Council cancel the August 23rd, 2016, City Council meeting due to a lack of quorum. D. Amendment to Resolution No. 2016-18 Establishing Annual Salary Ranges and Benefits for Classifications in the Middle-Management, Professional and Confidential Service Unit of the City The City Council will consider approval and adoption of Resolution 2016-38 amending Resolution No. 2016-18 to insert the City Clerk classification into the Middle-Management, Professional, and Confidential Service Unit of the City. Adoption of Amended Fee Resolution At the City Council meeting of July 12, 2016, the City Manager was requested to increase the administrative citation fine for violation of Rosemead Municipal Code Section 8.28.110 "Storage and discharge of fireworks by consumer" and Section 8.28.120 "Prohibitions on discharge" as related to the storage and/or discharge of illegal fireworks from $500 for the first violation to a flat$1,000 for the first and any subsequent violations. Recommendation: That the City Council approve Resolution No. 2016-37. City Clerk Contract Approval The City Council will consider approval and execution of the City Clerk Employment Agreement. Recommendation: That the City Council approve the Employment Agreement with Mr. Marc Donohue and authorize the Mayor to execute the agreement. C. Food Waste Prevention Resolution At the request of Council Member Clark, Council will discuss the consideration of a food waste recovery program for the City of Rosemead. Recommendation: That the City Council approve Resolution 2016-39 title. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMNEAD, CALIFORNIA, ESTABLISHING A FOOD WASTE PREVENTION AND RECOVERY RESOLUTION D. Commercial Task Force Team At the City Council meeting of June 28, 2016, the City Manager was requested to consider the formation of a task force to assist with the attraction of a new retail grocery store/neighborhood market. While the initial request was for this task force to specifically assist with the attraction of a new retail grocery storelneighborhood market, staff would encourage the City Council to consider a broader vision. In taking a closer look at the focus of this task force staff thinks the task force could take a more proactive role in the attraction/retention of national and regional retail tenants in our community. This could be very beneficial as the City has recently approved several mixed-use projects and is in the process of developing a Garvey Avenue Specific Plan where attraction of national/regional retail tenants will contribute to the longevity and success of future projects. Recommendation: That the City Council that the City Council take the following actions: (1) Authorize the formation of a Commercial Task Force Team consisting of two members from the City Council, one member from the Planning Commission, the City Manager, and staff from the Community Development Department; (2) Appoint two members from the City Council and one member from the Planning Commission to the Commercial Task Force Team.
