MANIS, CITY MANAGER \-17-> -'\ DATE: JULY 26, 2016 SUBJECT: COMMERCIAL TASK FORCE TEAM SUMMARY At the City Council meeting of June 28, 2016, the City Manager was requested to consider the formation of a task force to assist with the attraction of a new retail grocery store/neighborhood market. While the initial request was for this task force to specifically assist with the attraction of a new retail grocery store/neighborhood market, . staff would encourage the City Council to consider a broader vision. In taking a closer look at the focus of this task force staff thinks the task force could take a more proactive role in the attraction/retention of national and regional retail tenants in our community. This could be very beneficial as the City has recently approved several mixed-use projects and is in the process of developing a Garvey Avenue Specific Plan where attraction of national/regional retail tenants will contribute to the longevity and success of future projects. Staff Recommendation It is recommended that the City Council take the following actions: 1. Authorize the formation of a Commercial Task Force Team consisting of two . members from the City Council, one member from the Planning Commission, the City Manager, and staff from the Community Development Department. 2. Appoint two members from the City Council and one member from the Planning Commission to the Commercial Task Force Team. BACKGROUND Staff is always proactivity encouraging the development of additional grocery store/neighborhood markets when meeting with property owners, potential developers, and land use consultants. Currently, there are nine retail stores within Rosemead that sell a variety of grocery items. This list consists of known vacant, for-sale/for-lease, and approved mixed-use sites that encompasses the needed square footage to support a grocery store/neighborhood market. While some of these locations would require the entire designated commercial area to accommodate a grocery store/neighborhood market, others could incorporate a grocery store/neighborhood market into a large development (see Attachment "B"). Staff has also been in contact with several retail consulting companies to discuss how their services might be beneficial to the City as it relates to the recruitment of a grocery store/neighborhood market. Staff has reached out to the owners of the approved mixed-use sites to determine their vision for the commercial component of their project and provide assistance in attracting a grocery store/neighborhood market, if so desired. The formation of a Commercial Task Force would be an additional resource for staff in their ongoing goal of attracting a new grocery store/neighborhood market as well as attracting/retaining other national and regional retail tenants.
