MANIS, CITY MANAGER DATE: JULY 26, 2016 SUBJECT: FOOD WASTE RECOVERY RESOLUTION SUMMARY At the request of Council Member Clark, Council will discuss the consideration of a food waste recovery program for the City of Rosemead. Staff Recommendation: That the City Council adopt Resolution 2016-39 establishing a Food Waste Prevention and Recovery Resolution. BACKGROUND Urban Harvester is a South Pasadena-based non-profit that connects Southern California agencies feeding those in need with excess food from grocery stores, restaurants and professional kitchens. Founded in 2009, Urban Harvester's scalable Food Redistribution Program is feeding thousands of people in need with fresh, healthy food. Over the last three years, Urban Harvester has organized the food recovery of 81 tons of fresh edible food, sharing it with non-profit agencies in Southern California. This provided 130,000 meals to agencies, saving them over $500,000 in retail food cost that allowed them to reallocate funds to support services, job training, and housing for clients instead. In 2016, Urban Harvester has focused on assembling a talented team to continue innovating their existing food recovery model. Upcoming fundraising efforts hope to bring in outside counsel in the fields of policy, logistics, sustainability, computer science, the food industry and data analytics. Most recently Urban Harvester received a grant from Wells Fargo in support of their efforts. Founder, Linda Hess, and her team are currently working with graduate students from Santa Clara University's Frugal Innovation Lab to find ways to match and track food donations as an in-kind donation by building software. This scalable model will be applicable for use in any city, and currently, the prototype software is entering its first testing phase amongst the Urban Harvester advisors. Submitted BY: Ericka Hernandez Acting City Clerk Attachments: Resolution 2016-39 Urban Harvester Information RESOLUTION NO. 2016-39 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD, CALIFORNIA, ESTABLISHING A FOOD WASTE PREVENTION AND RECOVERY RESOLUTION WHEREAS, in September 2012, the Natural Resources Defense Council published a report stating that 40% of all edible food worth S90 billion dollars is wasted in America each year, and that uneaten food accounts for 34 million tons of landfill waste, 25% of all fresh water used in the United States (US), 4% of total US oil consumption, and 5750 million/year in disposal costs; and WHEREAS, the Environmental Protection Agency has published the Food Recovery Hierarchy giving preference to first reduce and prevent waste through effective food ordering and handling procedures, then direct appropriate food surplus to people and animals, and direct remaining leftovers to industrial uses and compost; and WHEREAS, there are safe and legal ways to expand food donations due to Bill Emerson' s Good Samaritan Food Donation Act of 1996, a federal law which protect food donors, as long as proper food safety handling procedures have been followed; and WHEREAS, the City of Rosemead (City) encourages the highest and best use of food, as well as other resources, in its " Reduce, Reuse & Recycle Directory," in an effort to reduce perfectly good resources from being sent to landfills; and WHEREAS, sending food to landfills generates methane, a greenhouse gas that is 20 times more potent than Carbon Dioxide Gas; and WHEREAS, the City encourages all opportunities to enhance energy efficiency and sustainability throughout the Rosemead community; and WHEREAS, the City encourages the development of mechanisms that facilitate the higher priority forms of diversion in the Environmental Protection Agency' s Food Recovery Hierarchy to stores, markets, restaurants, catering events and other large food generators; and WHEREAS, the Natural Resources and Environmental Commission has recommended the City Council direct appropriate City staff to support food recovery. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY ROSEMEAD DOES HEREBY ORDAIN AS FOLLOWS: SECTION 1. The City supports food recovery and redistribution of food for consumption whenever possible to encourage upcycling and not wasting food. The City encourages stores, markets, restaurants, catering events and other large food generators to donate food on a voluntary basis whenever possible.
