SPECIAL ROSEMEAD TRAFFIC COMMISSION MEETING
July 13,2016
The regular meeting of the Rosemead Traffic Commission was called to order by Chair Russell-Chavez at 7:00
p.m. in the Council Chamber,8838 E.Valley Boulevard, Rosemead, California.

STAFF PRESENT: Acting Director of Public Works Rafael Fajardo and Administrative Assistant Llamas
OATH OF OFFICE: Howard Masuda and Rodhck Ornelas
REORGANIZATION: Chair Russell-Chavez and Vice Chair Masuda were nominated to remain in their current
positions.

2. CONSENT CALENDAR
Chair Russell-Chavez asked for corrections to be made on the comment that was given by Brian Lewin under
Public Comment from the Audience before approving the January 7,2016 minutes.
3. NEW BUSINESS
A. APPEAL OF NOTICE TO INTENT TO DENY (NOID) — RESIDENTIAL ON-STREET DISABLE
PERSONS'PARKING APPLICATION(BLUE CURB MARKING)
Staff provided the Traffic Commissioners with a summary on the item, along with direction from the Commission
on how they would like staff to proceed.
Robert Alcaraz, 3312 Angelus Avenue, requested to have the on-street disabled persons' parking. Mr. Alcaraz
explained the reasons for his request, along with letting the Commissioners know that he has complied with
everything that was requested from him and would like for the Commission to reconsider and approve his request.
Chair Russell-Chavez stated that she drove by Mr. Alcaraz residence and confirmed that there is very limited
parking on the property. Mrs.Russell-Chavez also informed Mr.Alcaraz that the Traffic Commission is an advisory
board to the City Council and are unable to approve or disapprove any request. but can advise the City Council
what they think is in the best interest for the residents and the City.
Commissioner Hall asked Mr. Alcaraz how many vehicles they own, along with where they are currently parking
and how often they use their vehicle.

Mr. Alcaraz informed the Commissioners that they own one vehicle and they are currently parking on the street.
He also mentioned that they are constantly going to doctor appointments, running errands and when its street
sweeping day they arrange to do their errands during the hours that is prohibited to park on the street.
Commissioner Hall asked Mr.Alcaraz that what has been the furthest that he's had to park.
Mr.Alcaraz replied that he's had to park on the next block.
Commissioner Hall asked Mr.Alcaraz if he's looked into the City's Dial-A-Ride program to possibly help them cut
down some of their frustration.
Mr. Alcaraz stated that he has concerns that the City may not grant him his request because the Commission is
concerned with the type of precedent it may set. He also mentioned that he has not looked into the City's Dial-A-
Ride program because they currently have a car and are able to drive themselves to where they need to go.
Chair Masuda asked Mr.Alcaraz if it was his first time applying for the request.
Mr.Alcaraz answered that it is his first time making the request.
Chair Masuda asked Mr.Alcaraz for clarification on why he needed to provide the letters from the properly owner.
Mr.Alcaraz explained that his request was denied and when he submitted his letter of appeal,staff requested that
he provide the letters from his landlord.
Commissioner Hall expressed her concerns about the type of precedent this will set for the future.
Mr.Alcaraz has concerns that the City may not grant him the blue curb because he will be setting a precedent and
are afraid that other people might follow.
Chair Russell-Chavez informed Mr. Alcaraz that Commissioner Hall was only expressing her concerns and they
will making their recommendation to the City Council which will then approve or disapprove his request.
Mr.Alcaraz asked if there are other blue curbs in the City.
Chair Russell-Chavez replied that she wasn't aware if there are other blue curbs in the City. She also commended
Mr.Alcaraz for all the information that he has provided with his request.
Mr. Alcaraz has expressed that he has met the criteria for his request, along with providing the City with all the
information that was requested from him.
Chair Russell-Chavez requested if they can table the item and bring it back to next month's meeting.
Commissioner Omelas asked staff if the information provided by Mr. Alcaraz was received prior to him receiving
the Notice to Intent to Deny.
Staff informed the Traffic Commission that when Mr.Alcaraz submitted his application it was complete and included
all the information that was required. But when the City denied Mr.Alcaraz request, he submitted a letter to appeal
and staff requested that he get additional information from the property owner.
Vice Chair Masuda asked Mr.Alcaraz for clarification on why he submitted the letters after receiving the Notice of
Intent to Deny that was dated on March 24,2016.
Mr.Alcaraz told the Commissioners that when he received the Notice of Intent to Deny he contacted the City and
staff told him to get the letters from the landlord,then when he turned in the letters from the landlord he was told if
he submitted a letter to appeal before June 30th his application would be placed on the next Traffic Commission
agenda.

Chair Russell-Chavez requested that staff table the item to next month's meeting to allow them to do further
research and make their recommendation.
4. STAFF REPORT
Staff introduced Lt. Somoano to the Traffic Commission,who then provided them with an update on the fatal traffic
accident that occurred on June 27, 2016 at the intersection of San Gabriel Boulevard, between Potrero Grande
Drive and Rush Street.
Chair Russell-Chavez asked staff if they had an update on when the safety improvements will be done for that
intersection.
Staff Informed the Traffic Commissioners that they're currently waiting to get an approval to do the improvements
at that intersection. Staff also gave the Commissioners an update on the projects throughout the City and also
informed them of upcoming events.
5. COMMISSIONER REPORTS
Commissioner Omelas informed staff that the principal at Shuey School asked if the City can install a loading and
unloading zone in front of the school, Mr.Omelas also asked staff if they can replace the missing freeway entrance
sign on Temple City Boulevard.
Commissioner Hall mentioned that the post office across the street from City Hall has had a'No Stopping'sign in
front of their building missing for a while and asked if staff can look into having them replace it.
Vice Chair Masuda shared with the Commission that he was approached by a resident that lives on Encinita Avenue
who expressed her concerns with the increase in traffic that travels on that street and was aware that there wasn't
much that can be done.
Chair Russell-Chavez informed staff that she received another complaint about vehicles speeding on Hellman
Avenue between San Gabriel Boulevard and Del Mar Avenue and asked if they can do something to fix it.
6. ADJOURNMENT
The meeting adjourned at 8:00 p.m.The next Traffic Commission meeting is scheduled for August 4,2016 at 7:00
p.m., in the City Council Chamber at City Hall. located at 8838 East Valley Boulevard.
