SUBJECT: ZAPOPAN PARK—ADDITIONAL IMPROVEMENTS
SUMMARY
Zapopan Park is approximately 7 acres of open park space located below an existing Southern
California Edison (SCE) transmission corridor adjacent to Garvey Avenue, between San Gabriel
Boulevard and Walnut Grove Avenue. The park, which is under a long-term lease from SCE to
the City, presently contains two playgrounds, a basketball court, restrooms and multiple picnic
shelters.
The construction of the Zapopan Park is complete. It is very common that unforeseen conditions
are encountered after construction. In this case, the park is now open twenty-four hours a day,
seven days a week(24/7)to the public.
In previous years, Zapopan Park was an enclosed park, with park hours from sunrise to sunset.
During the re-construction of the park, the north and south fencing was removed thereby
allowing public access twenty-four hours per day. Since the park has been reopened, City staff
has received complaints from neighbors regarding loud voices and noise in the evening hours.
Therefore, staff is requesting direction on possible options:
Option 1 — The installation of vinyl powder coated chain link fencing including two pedestrian
gates and one driveway gate at the north and south side of the park. The cost of this improvement
is approximately $22,400.
Option 2 —The installation of wrought iron fencing (similar to the one at the RCRC) including
two pedestrian gates and one driveway gate at the north and south side of the park. The cost of
this improvement is approximately $50,825.
STAFF RECOMMENDATION
That the City Council direct City staff to proceed with either Option 1, Option 2 or leave
Zapopan Park as an open park at the north and south ends.

contract approved by council.
