The meeting of the Rosemead City Council was called to order by Mayor Armenia at 5:32 p.m.
in the Rosemead City Council Chamber located at 8838 East Valley Boulevard, Rosemead,
California.

2. PUBLIC COMMENT
Mayor Armenia stated Republic Services announced their Annual Essay Writing
Scholarship Program opportunity and five eligible Rosemead High School seniors could
win $1,000 towards college.
Brian Lewin thanked Mayor Armenia for her excellent mayoral service. He congratulated
incoming Mayor Pro Tern Ly and incoming Mayor Low on a successful year. Mr. Lewin
announced the Beautification Committee was hosting their Annual Civic Pride Day, April
29°i, at Sanchez Elementary School and Jess Gonzalez Complex.
3. PRESENTATIONS
A. Administration of the Oath of Office to Polly Low to assume the position of
Mayor
Kevin Low administered the oath of office to incoming Mayor Polly Low.
B. Administration of the Oath of Office to Steven Ly to assume the position of
Mayor Pro Tem
Council Member Armenia administered the oath of office to incoming Mayor Pro
Tern Steven Ly.
C. Recognition of Sandra Armenia as outgoing Mayor
Mayor Low commended outgoing Mayor Armenia for her service and leadership
as Mayor for the City of Rosemead and presented her with a trophy
commemorating her service.
D. Presentations and Commendations for newly appointed Mayor Polly Low, Mayor
Pro Tern Steven Ly, and Sandra Armenia as outgoing Mayor
Mike Eng, Los Angeles Community College Board of Trustee, recognized
outgoing Mayor Armenia on her dedication and involvement in the community.

He commended Mayor Pro Tem Ly on his military service and leadership on the
League of California Cities. Mr. Eng congratulated Mayor Low on her returning
to the position of Mayor, her dedication as a regional leader and role model for
women, engineers, and elected officials. Mr. Eng presented certificates of
recognition.
Elizabeth Andalon, representative from Congresswoman Judy Chu's Office,
presented certificates of Congressional recognition to Mayor Low, Mayor Pro
Tern Ly and outgoing Mayor Armenta for their exemplary leadership and wished
them a success upcoming year.
Daisy Ma, representative from Assembly Member Ed Chau's Office,
congratulated Mayor Low and Mayor Pro Tem Ly; and commended outgoing
Mayor Armenta for her service as Mayor.
Rachel Barbosa, representing Hilda Solis Office, presented a certificate of
recognition to outgoing Mayor Armenta and certificates of congratulations to
reappointed City Council Members Sandra Armenta, Margaret Clark, and Steven
Ly.
City of Monterey Park Mayor Pro Tem Stephen Lam, Council Member Peter
Chan, and Council Member Hans Liang commended outgoing Mayor Armenta
for her service as Mayor and congratulated Mayor Low and Mayor Pro Tern Ly
on a successful mayoral year. City of Monterey Park Council Members presented
certificates of recognition.
Temple City Mayor Pro Tern William Man commended outgoing Mayor Armenia
on her tenure as Mayor. Congratulated Mayor Pro Tem Ly and thanked Mayor
Low for mentoring him. Mr. Man presented certificates of recognition.
City of San Gabriel Council Member Chin Ho Liao congratulated Mayor Low and
commended her, for her recent appointment by California Assembly Speaker
Anthony Rendon, to the Asian American and Pacific Islander Commission. Mr.
Hoa presented certificates of recognition to Mayor Low, Mayor Pro Tem Ly, and
outgoing Mayor Armenta.
Mayor Low clarified she was appointed as Commissioner to the Asian American
and Pacific Islander Commission.
City of Walnut Council Member Andrew Rodriguez congratulated outgoing
Mayor Annenta and newly appointed Mayor Pro Tem Ly, and Mayor Low.
City of Montebello Mayor Vivian Romero thanked the City Council for their
public service and dedication to the community. Congratulated outgoing Mayor
Armenta and newly appointed Mayor Pro Tem Ly, and Mayor Low. Ms. Romero
presented certificates of recognition.

Rosemead School District President John Quintanilla and Board Clerk Nancy
Armenta congratulated Mayor Low, Mayor Pro Tern Ly and thanked outgoing
Mayor Armenta. They presented certificates of recognition.
Henry Lo, Board Member of the Garvey School District congratulated Mayor
Low and Mayor Pro Tern Ly. In addition, he stated the school district looks
forward to working together with the City.
Scarlett P. Kwong, Board Member of the Walnut Valley Water District
congratulated outgoing Mayor Armenta for a successful year and congratulated
Mayor Pro Tem Ly and Mayor Low.
Thomas Wong, Board Member of the San Gabriel Valley Municipal Water
District congratulated all elected officials and thanked the City Council for their
continued service to the region.
Mayor Low thanked all the elected officials who attended the meeting to
recognize the City Council. She introduced and recognized Planning
Commissioners Diana Herrera and Sean Dang; and Beautification Committee
Board Member Philip Yang.
Philip Yang, Board Member of the Beautification Committee expressed gratitude
to the City of Rosemead and presented a congratulatory plaque to outgoing Mayor
Armenta.
Robert Oehler, President of the Rosemead Chamber of Commerce presented
flowers and a plaque to outgoing Mayor Armenta and Mayor Low.
Council Member Armenta recognized Beautification Board Members Brian
Lewin, Katrina Padilla- Somoso, and Can Liu in attendance.
Mayor Low introduced her parents Wayne Gee and Lisa Gee; husband Ving Low;
sons Kevin Low; Matthew Low; and daughter Kristi; godsister Esther; neighbors;
PTA sisters; childhood friends; Miss China Town Princess; and Presidents of the
Chinese Consolidate Benevolence Association Mr. Mah and Supervisors. She
recognized the Gee Family Association, the Vietnamese community, the media,
friends, and those who sent flowers. She thanked everyone for attending and
showing their support. Lastly, recognized former elected officials from City of
Walnut, former Mayor Joaquin Lim, former elected official Albert Chang, and
former elected official Ed Chen.
Mayor Pro Tern Ly thanked Mayor Armenta for her service the past year as
Mayor and stated he looked forward to working with Mayor Low on
accomplishing projects.
Council Member Armenta stated it was an honor to have served as Mayor to her T�
community. She thanked the City Council and staff for their hard work and

support the past year in making it a successful year. Ms. Armenta thanked her
sister for being a support system and a role model. She commended Mayor Low
and Mayor Pro Tem Ly on a successful upcoming year. Lastly, she thanked
Council Member Clark, Council Member Alarcon, and the community for their
ongoing support.
Council Member Clark congratulated both Mayor Low and Mayor Pro Tern Ly on
their appointments.
Council Member Alarcon congratulated Mayor Low and Mayor Pro Tem Ly.

Urban and Community Forestry Program and approves the allocation of the
matching funds in the total of$187,500 from the City to operate and maintain the
project.

Mayor Low pulled item 5.0 for separate discussion.
Mayor Pro Tem Ly wished the United States Army a happy birthday and thanked
all military agencies for their service.
ACTION: Moved by Mayor Pro Tern Ly and seconded by Council Member
Armenta to approved Consent Calendar items 5A, 5B, 5D, and 5E, with the
exception of 5C. The motion carried by a unanimous vote: AYES: Alarcon,
Armenta, Clark,Low,and Ly
C. Professional Services Agreement with Global Urban Strategies, Inc.

Recommendation: That the City Council approves a Professional Services
Agreement with Global Urban Strategies, Inc., for outreach, education, and
advocacy services for the City of Rosemead as it pertains to the 710 Coalition.
Mayor Low requested to include a termination protection clause in the contract.
City Manager Manis stated he would work with City Attorney Richman on the
additional standard language to the contract.
ACTION: Moved by Mayor Pro Tern Ly and seconded by Council Member
Armenta to approved Consent Calendar Item SC, with the amendment of the
termination clause. The motion carried by a unianimous vote: AYES: Alarcon,
Armenta, Clark, Low,and Ly
6. MATTERS FROM CITY MANAGER & STAFF- None
7. MATTERS FROM MAYOR & CITY COUNCIL
A. Service Organization Signs (Agendized by Mayor Armenta)
Recommendation: Discuss and provide direction to staff.
Council Member Armenta stated she was approached by the Masonic Lodge, who
is requesting organization signs to be installed in entry points of the City.
Public Works Director Garcia explained Mayor Aimenta requested staff to
research service organization signs for the City. Staff looked at three possible
locations suitable for service organization signs. Garvey Avenue, west end of
Garvey Avenue, east of De Quinne Avenue in the western end of the median. The
second sign is proposed at the opposite end of Garvey Avenue, east of Sullivan
Avenue in the eastern end of the median. The third, location being requested, was
not suitable for visible reasons. She continued explaining the sign could
accommodate up to five organizations. Prerequisites for organizations clubs,
would include: to be local, non-profit and submit designs to the Public Works
Department.
Council Member Armenta clarified, service clubs would be responsible for
purchasing their own emblem.
Mayor Pro Tem Ly expressed support for the organizations signs on Garvey
Avenue.
Council Member Armenta stated the Masonic Lodge requested a sign near their
principal club entrance on Valley Boulevard.

Mayor Low asked for clarification on the issues with the sign on Valley
Boulevard.
Public Works Director Garcia explained, Valley Boulevard has no median; "'
therefore, a sign would be installed on the sidewalk with limited visibility.
Mayor Pro Tern Ly expressed concerns with installing signs that take up sidewalk
space.
City Manager Manis stated staff would move forward with the service
organization signs on Garvey Avenue locations and sign design. Staff will search
for suitable sites on Valley Boulevard that will be visible on the road and not
interfere with pedestrian traffic on sidewalks.
Council Member Clark asked how many services club have expressed interest on
the signs.
City Manager Manis replied there are currently two clubs interested on the signs
and the five potential clubs emblems could be on display.
B. City Council Comments
Council Member Armenia stated she would he attending the Well Untapped ^^�
Fellowship, twice a month in various locations in California paid for by a grant.
She explained they will be discussing what other cities and regions do regarding
water issues.
8. ADJOURNMENT
The meeting adjourned in memory of the victims of the San Bernardino
Elementary shooting at 8:24 p.m. The next regular City Council meeting is
scheduled to take place on April 25,2017, at 7:00 p.m. in the Rosety Hall
