PUBLIC COMMENT FROM THE AUDIENCE Please refer to public comment guidelines on the first page of this document. 2. CONSENT CALENDAR 3. NEW BUSINESS A. REVIEW OF TRAFFIC CONDITIONS AT RIO HONDO AVENUE BETWEEN VALLEY BOULEVARD AND STEELE STREET SUMMARY The Traffic Commission received a request from a resident to review traffic conditions and access to the alley on the east side of Rio Hondo Avenue between Valley Boulevard and Steele Street. A new 5,645 square foot shopping center development is being considered at the southeast corner of Rio Hondo Avenue and Valley Boulevard. Access to the project will be directly from Rio Hondo Avenue and from the alley. There are concerns regarding the backup of vehicles traveling northbound along Rio Hondo Avenue waiting at the Valley Boulevard intersection blocking the access to the alley and essentially the new center. STAFF RECOMMENDATION In response to the resident’s request, a traffic investigation of the intersection at Rio Hondo Avenue and Valley Boulevard and of the segment of Rio Hondo Avenue between Valley Boulevard and Steele Street was done. A field visit was conducted to evaluate site-specific conditions, such as traffic volumes, back of queue, and collision history. In order to determine how much traffic the proposed shopping center would generate during peak hours a trip generation based on the 9th Edition Trip Generation Manual using standard traffic engineering rates for a shopping center was done. It was observed that during peak travel times, vehicle delay/congestion on Rio Hondo Avenue approaching Valley Boulevard was heavy with northbound vehicles blocking the alley-way. Therefore, staff is recommending the installation of “KEEP CLEAR” pavement markings with limit lines in the northbound travel lane of Rio Hondo Avenue south of Valley Boulevard in front of the alley on the east side of Rio Hondo Avenue as well as a “DO NOT BLOCK INTERSECTION” sign opposite the “KEEP CLEAR” pavement legend for NB direction. This will allow access to the new development for employees, shoppers and emergency vehicles as well as access to others that use the alley for access. B. REVIEW OF TRAFFIC CONDITIONS AT DRIVEWAY EXIT OF FRANCES WILLARD ELEMENTARY SCHOOL PARKING LOT SUMMARY The Traffic Commission received a request from the principal of Frances Willard Elementary School for the installation of a “RIGHT TURN ONLY” sign at the exit of the northern driveway of the parent/visitor parking lot which is utilized as a drop-off/pick-up zone and it is located south of the staff parking lot. The principal stated that vehicles ROSEMEAD TRAFFIC COMMISSION June 01, 2017 currently exiting the driveway from the drop-off/pick-up zone are crossing over oncoming traffic to make a left turn onto Willard Avenue which poses a risk to the students and parents safety and also creates additional traffic since vehicles have to wait until it clears up to be able to make a left turn. STAFF RECOMMENDATION In response to the principal’s request, a traffic investigation of the northern driveway of the parent/visitor parking lot was done. A field visit was conducted to evaluate site-specific conditions, such as turning movement counts, and a speed survey. It was observed that during peak travel times, there is a-lot of vehicles traveling on Willard Avenue during peak school hours making it difficult for parents to exit the pick-up/drop-off parking lot and wait for a gap in traffic to turn left. Therefore, staff is recommending the installation of a “RIGHT TURN ONLY” sign at the exit of the northern driveway of the parent/visitor parking lot which is utilized as a drop-off/pick-up zone and is located south of the staff parking lot. This will help improve the safety of motorists and pedestrians by directing parents to make a right turn instead of waiting for a gap in traffic to turn left out of the lot. Additional on-site improvement includes the addition of pavement arrows designating an entrance driveway and exit driveway as well as “ENTER ONLY” and “EXIT ONLY” signage at the driveway gates. 4.
