AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD,
CALIFORNIA,ADDING CHAPTER 2.33 TO TITLE 2 OF THE ROSEMEAD
MUNICIPAL CODE AND PROVIDING FOR THE ESTABLISHMENT OF A
PARKS COMMISSION FOR THE CITY OF ROSEMEAD
WHEREAS, The City Council of the City of Rosemead has determined that it is advisable
that a Parks Commission be appointed to assist in an advisory capacity.The ongoing purpose of the
Parks Commission is to assist in increasing accessibility to parks and open spaces through various
methods including but not limited to seeking land acquisition and joint usage agreements with local
stakeholders and providing park amenity suggestions and feedback.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ROSEMEAD, DOES
HEREBY ORDAIN AS FOLLOWS:
SECTION 1.Municipal code amendments;The following sections are hereby added to Title
2, Chapter 2.33 of the Rosemead Municipal Code to read in its entirety as follows:
Sections:
2.33.010—Established.
2.33.020—Members.
2.33.030—Absence from meetings.
2.33.040—Term.
2.33.050— Removal from office.
2.33.060—Regular Parks Commission meetings.
2.33.070—Duties
2.33.010—Established.
There is established an advisory Parks Commission with membership,powers and duties as provided
herein.
2.33.020—Members
The Parks Commission shall consist of five voting members appointed by the Mayor with the
consent of the City Council,and in addition thereto the following ex-officio members who shall be
non-voting members:
The City Manager, or his or her designee;
2.33.030—Absence from meetings.
If a member of the Parks Commission shall be absent from three consecutive regular meetings of the
Commission without cause,the office of such member shall be deemed to be vacant and the term of
such member ipso facto terminated.
2.33.040—Term.
The voting members of the Commission shall serve for terms of two years which shall be staggered
so that one member's term shall expire in each of three years and two members'terms shall expire in
the fourth year.If vacancies shall occur other than expiration of term,they shall be appointed for the
unexpired portion of the term. The term of the ex-officio members shall correspond to their
respective tenure of office. Terms shall commence on July 1 and expire on June 30 of the
appropriate calendar year, unless a lesser term is necessary to fill a vacancy.
2.33.050—Removal from office.
Notwithstanding the provisions of Section 2.33.040, all members of the Parks Commission shall
serve at the will of the City Council.
2.33.060—Regular Parks Commission Meetings.
Regular meetings of the Parks Commission be on the first Tuesday of each month at the hour of
seven p.m. or if such date falls on a holiday on the next succeeding day which is not a holiday.
2.33.070—Duties.
A. To promote, aid and encourage public recreation through increasing park and open space
opportunities and accessibility;
B. To act in an advisory capacity to the Rosemead City Council through researching possible land
acquisition and joint usage agreements with local stakeholders;
C.To give insight and feedback into the development of new park and open space areas as well as
features and amenities.
D. To advise on other related items as assigned by the City Council.
SECTION 2. Severability. If any section, subsection, sentence, clause, or phrase of this
ordinance is for any reason held to be invalid or unconstitutional by a decision of any court of
competent jurisdiction, such decision will not affect the validity of the remaining portions of this
ordinance. The City Council hereby declares that it would have passed this ordinance and each and
every section,subsection,sentence,clause,or phrase not declared invalid or unconstitutional without
regard to whether any portion of the ordinance would be subsequently declared invalid or
unconstitutional.
SECTION 3. Publication. The City Clerk is directed to certify this ordinance and cause it
to be published in the manner required by law.
SECTION 4. Effective Date. This ordinance will be effective 30 days after adoption.
