AN ORDINANCE OF THE CITY OF ROSEMEAD, CALIFORNIA,
AMENDING THE PROVISIONS OF THE MUNICIPAL CODE
CONCERNING THE REGULATION OF SUBDIVISION OF REAL
PROPERTY INTO FOUR PARCELS OR LESS WITH RESPECT
TO FINAL MAP REQUIREMENTS.
THE CITY COUNCIL OF THE CITY OF ROSEMEAD DOES ORDAIN AS FOLLOWS:

SECTION 1. Sections 9412, 9413 and 9414 of Chapter 4 of
Artic a 11 o1 the Rosemead Municipal Code, are hereby amended
SECTION 9412. Time Limit for Preparation and Filing-of

Promptly after the planning commission approves, condition-
ally approves or requires a modification of the tentative map and,
in any event, before the property is subdivided and work commenced
on proposed improvements, the applicant or subdivider shall file
at least five (5) final plot plans or maps in accordance with
the requirements of Section 9413 of this Chapter. Such final map
shall, accurately reflect any action taken, conditions imposed or
modifications required by the planning commission with respect
to the tentative map and shall be submitted to the secretary of
the planning commission for approval, unless the planning com-
mission-requires such final map to be resubmitted before said
commission for additional review or final approval. Any failure
to comply with the requirements of any such action taken, condi-
tion imposed or modification required by the planning commission
in connection with the approval of a tentative map or to file
a final map conforming with the requirements of this ordinance,
within one year from the approval or conditional approval of the
tentative map and prior to the actual subdivision of the property
and commencement of work on the proposed improvements thereon
shall void all proceedings hereunder and shall have the effect
of a final disapproval of the proposed subdividing of the property.
SECTION 9413. Final Map Requirements.
(a) A final map shall show the size, dimensions, and loca-
tion of the property, the size, dimension and construction and
relative location of existing or proposed improvements thereon
(including, without limitation, streets, alleys, driveways,
parking areas, sanitary sewer connections, area of each parcel,
designation of each parcel by letter or number, drainage channels,
easements of record and such other data as may be necessary for
the intelligent interpretation of the various items and locations
of the lines and areas shown) as well as such topographic infor-
mation as may be required by the planning commission.
(b) The planning commission may, in its sound discretion,
at the time of approval of the tentative map, require the final
map to be based upon an actual survey on the ground and to be
based upon an actual survey on the ground and to be prepared
in the same manner and subject to the same specifications as
required by the provisions of the Subdivision Ordinance of the
City of Rosemead, applicable to final maps for subdivisions
containing five lots or more. Such requirements shall be in
addition to the specific requirements of this ordinance, but
shall not apply unless the planning commission declares that
preparation and recording of a final subdivision map in accord-
ance with the aforementiond requirements of the Subdivision
Ordinance of the City of Rosemead, is necessary for the protection
of the public interest.
(c) At the time of acting upon a tentative map, or at
any time prior to the filing of the final map, the Planning

Commission (or the Council in the event of an appeal to the
Council) may waive or modify any of the requirements of this
Section 9413, if.it finds that such action is necessary to
avoid practical difficulties or unnecessary hardship incon=
sistent with the general purpose's and intent of this chapter
and that such waiver or modification will not be contrary to
the objectives of this chapter.
SECTION 9414. Action on Final Map.
When all the requirements of the Planning Commission (or
the Council in the case of an appeal to the Council), made as
a condition of approval as authorized by this chapter, have
been met, the Secretary of the Planning Commission, or any
other member of the City administrative staff to whom such
function may have been delegated by the Planning Commission,
shall approve the final map and the property may then be sub-
divided (unless the commission requires resubmission of the
final map before said commission, as provided in Section 9412
of this Chapter, in which case the Commission shall approve the
final map). Failure to complete such subdivision within one
year from date of last approval of this final map, or within such
longer period as the Planning Commission (or the Council in case
of an appeal) shall fix at the time of such approval, shall
void all proceedings hereunder and shall have the effect of a
final disapproval of the proposed final map.
