DISTRICT COMPETITIVE TREE PLANTING GRANT — RESOLUTION
NO. 2017-34, APPROVING THE ADOPTION OF A YOUTH
EMPLOYMENT PLAN
SUMMARY
The County of Los Angeles, 15` Supervisorial District, made grant funds available in 2012, to
local communities for tree planting and other "greening" projects. A total of $1.8 million was
available to 1ST District cities, with a cap of $100,000 per grant application. The City prepared
two applications under the Competitive Tree Planting Grant Program (one to help recuperate
losses related to tree damages incurred during the 2011 windstorm and another to plant new trees
in public areas). The City was awarded $100,000 for each application. One of the requirements
from the Los Angeles County Regional Park and Open Space District is to adopt a Youth
Employment Plan for development projects by the governing body of the agency. The District
stated that there is no requirement to utilize youth for the tree planting grants, therefore, the City
may adopt a plan stating that they will not be utilizing any youth for the work performed under
the awarded grants.
STAFF RECOMMENDATION
It is recommended that the City Council approve Resolution No. 2017-34, approving the
adoption of a Youth Employment Plan for all grant funds received through the Competitive Tree
Planting Grant Program offered by the Los Angeles County Regional Park and Open Space.

RESOLUTION NO. 2017-34
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ROSEMEAD, CALIFORNIA, APPROVING THE ADOPTION OF A
YOUTH EMPLOYMENT PLAN FOR ALL GRANT FUNDS RECEIVED
THROUGH THE COMPETIVTIVE TREE PLANTING GRANT
PROGRAM OFFERED BY THE LOS ANGELES COUNTY REGIONAL
PARK AND OPEN SPACE
WHEREAS, the people of the County of Los Angeles on November 3, 1992, and on
November 5, 1996 enacted Los Angeles County Proposition A, Safe Neighborhood Parks, Gang
Prevention, Tree -Planting, Senior and Youth Recreation, Beach and Wildlife Protection (the
Propositions), which among other uses, provides funds to public agencies and nonprofit
organizations in the County for the purpose of acquiring and/or development facilities and open
space for public recreation; and
WHEREAS, the Propositions also created the Los Angeles County Regional Park and
Open Space District (the District) to administer said funds; and
WHEREAS, the District has set forth the necessary procedures governing application for
grant funds under the Propositions, and
WHEREAS, the District awarded and entered into Agreements with the City of
Rosemead for two Competitive Tree Planting Grants under the Propositions; and
WHEREAS, the District's procedures require the adoption of a Youth Employment Plan
for development projects by the governing body of the agency.
NOW, THEREFORE, the City Council of the City of Rosemead does hereby resolve as
follows:
SECTION 1. Approves the adoption of a Youth Employment Plan for the project (see
Attachment 1); and
SECTION 2. The City Clerk shall certify to the adoption of this resolution and hereafter
the same shall be in full force and effect.

BACKGROUND
Los Angeles County Park and Open Space District awarded the City of Rosemead two grants
each in the amount of $100,000.00 for planting trees at various sites throughout the City. The
purpose of each grant is to assist with funding tree planting, tree removal, and tree well cutting in
sidewalks within the City of Rosemead.
The utilization of Los Angeles County Proposition A funds usually come with a requirement of
utilizing youth employment for a portion of the work. In speaking with the District, the City has
been told by District staff that there is no percentage requirement for the tree planting grant nor
is there a requirement to use youth for this project.
YOUTH EMPLOYMENT GOAL
Therefore, per Los Angeles County Staff, the Youth Employment requirement is not applicable
to either of the grant awards. The City will not be utilizing any youth employment for either
project.
