ORDINANCE NO. 59.
AN ORDINANCE OF THE CITY OF ROSEMEAD
AMENDING CHAPTER I OF ARTICLE IX OF THE
ROSEMEAD MUNICIPAL CODE, ESTABLISHING
TEMPORARY INTERIM MINIMUM REQUIREMENTS
FOR RESIDENTIAL AND APARTMENT AUTOMOBILE
STORAGE

THE CITY COUNCIL OF THE CITY OF ROSEMEAD DOES ORDAIN AS FOLLOWS:
Section 1. Chapter 1 of Article IX of the Rosemead
Municipal Code, Section 9100 thereof, is hereby amended by
adding a new subsection (a-4) thereto, to read:
"(a-4) Notwithstanding the foregoing provisions of
subsection (a) of this section 9100, Sections 742 and 743 of
the Zoning Ordinance of the County of Los Angeles hereinabove
adopted by reference as the temporary interim zoning ordinance
of the City of Rosemead, are hereby amended to read as follows:
SECTION 742. RESIDENTIAL AUTOMOBILE STORAGE. Every
dwelling unite Zones R-1, R-2, R-A, A- , A-2, A- -H, R-R,
R-1-P, R-2-P, R-A-P, and A-1-P, on a lot or parcel of land
having an area of less than one acre per dwelling unit,
shall have on the same lot or parcel of iand one or more
garages, carports, or other structures. suitable for providing
automobile shelter with a capacity for at least one and one-
half passenger automobiles (but riot less than two passenger
automobiles in the aggregate), conveniently accessible and
located at a place where the erection ofthe structures is
permitted.
SECTION 743. APARTMENT AUTOMOBILE STORAGE. Every
d:dQlling apartment, or other structure designed for or
intended to be used as a dwelling on a lot or parcel of land
having an area of less than one acre per dwelling unit, in
any zone except Zones R-1, R-2, R-A, A-l, A-2, A-2-H, R-1-P,
R-2-P, R-A-P, A-H, or A-1-P, shall have on the same lot or
parcel of land at a place where the erection of structures
is permitted one or more garages,
suitable for providing automobile
not less than one automobile per
rooms, and an additional one-half
mobile storage space per dwelling
carports, or other structures
shelter with a capacity for
dwelling unit of less than 2
covered or uncovered auto-
unit of 2 or more rooms.
Section 2. This ordinance is an ordinance for the
immediate preservation of the public peace, health and safety
and pursuant to the provisions of subsection (b) of Section
36937 of the Government Code of the State of California shall
take effect immediately.
The facts constituting such urgency are as follows:
The City Council and the City Planning Commission, are
presently conducting studies for the purpose of determining
the effect upon the city, and upon traffic safety and congestion,
of the tremendous population increase which has taken place
within the last few years in the City of Rosemead and the
County of Los Angeles. Presently available evidence appears to
indicate strongly that because of increased population and the
greater number of automobiles used by the average family unit
or group occupying individual dwelling units, the previously
adopted parking ratio heretofore adopted by the City of Rosemead
is no longer adequate to prevent traffic congestion, safety
hazards and crowding on public streets.
The erection, construction or alteration of many
residences and multiple dwelling unit structures without
adequate off-street parking facilities pending completion of
the aforementioned studies, appears to be imminent and would
seriously interfere with the order and planned development of
the City of Rosemead, would create premanent and irreversible
traffic problems and hazards, impair seriously the safety of
persons and property within the city, by causing traffic
congestion, increased parking on the public streets, fire and
traffic hazards and unsightliness, unless this ordinance is
given immediate effect.
