PSC - Minutes - 11-21-13 CITY OF ROSEMEAD PUBLIC SAFETY CONNECTIONS FORUM REGULAR MEETING ROSEMEAD PUBLIC SAFETY CENTER 8301 GARVEY AVENUE EOC ROOM THURSDAY, NOVEMBER 21, 2013 The mission of Public Safety CONNECTIONS is to: • Serve as a community "think tank" and "information clearinghouse" on ways to prevent crime and to combat drugs and alcohol abuse; • Develop and promote positive and wholesome recreational activities and community service opportunities for young people and their families; • Coordinate with organizations that address human and social services needs to promote a healthy community; and • Promote and encourage emergency preparedness by all community members. MINUTES— November 21,2013 There was a motion by Art Landing and a second by Ron Esquivel to approve the Public Safety CONNECTIONS Forum minutes for September 26, 2013. Minutes were unanimously approved as amended. 3. SIGNIFICANT LAW ENFORCEMENT INCIDENTS Lt. Somoano provided an updated crime report including the following: • Property crime levels remain steady, but activity is higher as compared to this time last year. • A Good Samaritan saw a man breaking into a home on Iva!' Avenue and called Temple Sheriffs Station while the crime was in progress. Stolen goods were found in suspect vehicle. • Recent activities in October/November o 5-6 cars vehicles broken into in one evening o An abandoned briefcase was discovered in front of Muscatel Middle School. Students were evacuated and bomb squad responded. It appears that the briefcase was stolen and abandoned from a vehicle break-in the previous evening. o Deputy arrests included narcotics and Methamphetamine/Cocaine possession. o Home Invasion occurred on October 17 at the 4100 block of Pal Jay Avenue. Two male Hispanics crawled into home. Case is under investigation. o A robbery occurred in a Beauty Salon on the 3100 block on San Gabriel Boulevard. A five year old was held hostage by knife point. He was unharmed. o Bank robbery occurred on October 31. Suspect went in to bank and handed a teller a demand note. No weapon was seen. o Shooting was reported on 3300 block of Kelburn Avenue. An hour later, a male with leg wounds was reported at Garfield Hospital. Victim is a gang member. o A deputy involved shooting occurred at the 3400 block of Delta as a result of a family disturbance called. Deputies fatally shot a suspect in the act of stabbing a family member. The case in under investigation. 4. TENTATIVE DATES FOR SHERIFF BACA AS KEYNOTE SPEAKER AT TOWN HALL MEETING IN 2014 Mandy shared that the office of Sheriff Baca has confirmed his availability in March or April and asked us to select a specific date. The event is scheduled in the Rosemead High School Auditorium. Richard Gabriel proposed two possible dates: Friday, March 28 or Thursday,April 3. Following discussion, CONNECTIONS members agreed on April 3. 5. PLANNING SESSION FOR 2014 COMMUNITY PROGRAMS David Montgomery-Scott opened the floor for suggestions and ideas for public safety programs that aligns with the new revised CONNECTIONS Mission Statement. Ideas shared were: Crime Prevention • Town Hall Meeting • Area Watch — resources, community programs, volunteer opportunities, emergency preparedness, and area specific crime information • Community Academy ROSEMEAD PUBLIC SAFETY CONNECTIONS FORUM MEETING MINUTES November 21,2013 Human and Social Services • Mental health awareness/education • Physical activity education/awareness Emergency Preparedness • Additional Community Emergency Response Team (CERT)training opportunities • Emergency Fair/Expo Other suggestions • Expanded use of CONNECTIONS Facebook page • Focus on positive activities for Rosemead youth including prevention and education • School-based access to positive role models (DARE/STAR) • Opportunities for faith-based groups to participate in community activities • Tutoring and other programs/activities to address latch key youth • High school student service hours required as a mechanism for involvement • Fun, Friendliness, Food, Free(transportation)to aid participation in activities/programs • Youth input re: activities/promotion • Improve outreach/communication/promotion efforts to immigrant families/businesses • Youth employment opportunities—local businesses to hire/fund • Opportunities for those in transition (prison, substance abuse, etc.) needing jobs, aid, etc. for "clean slate" • Enhance communications for CERT training (multi-level) • Monthly city-wide safety meeting/newsletter/e-communication • Improve neighborhood street lighting so people feel safe to walk/jog 6. BRIEF ANNOUNCEMENTS Wenli Jen (APFC) and Carolina Clark (Day One) announced a press conference in Pasadena on December 17, noon — 1 p.m., for RAD (Rethinking Alcohol and other Drugs). The press conference will outline local community performance regarding alcohol sales to minors. For more information contact Wenli Jen by emailing her at Wlen(alpacificclinics.orq. Everyone is invited to the RAD coalition meeting on Tuesday, December 19, 10 am — 12 pm at the Rosemead Public Safety Center. RAD is a San Gabriel Valley-wide coalition of providers and other • community leaders. Art Landing reminded CONNECTIONS members to donate canned goods to People for People as the donation will help needy families in the community. Louisa Day, Guadalupe Pregnancy Services,thanked the Kiwanis for the use of their projector for the Very, Very Early Childhood Education Forum. She also reminded CONNECTIONS members of their upcoming "Only One Life"year-end benefit dinner on December 6, 6—9 pm at the Doubletree Hotel in Rosemead. Ron Esquivel wanted to wish everyone a Happy Thanksgiving, Merry Christmas and a Happy New Year. ROSEMEAD PUBLIC SAFETY CONNECTIONS FORUM MEETING MINUTES November 21,2013 Dan Cuilty is very appreciative that the city has created the CoRect—City of Rosemead Emergency Communication Team and mentioned our monthly HAM meetings on the third Thursday of each month and our weekly radio check-ins Mondays at 7 pm. 7. PUBLIC COMMENT There were no public comments. 8. ADJOURNMENT Meeting adjourned at 7:18 p.m. The next CONNECTIONS Forum is scheduled for Thursday, January 30, 2014 at 6:00 p.m. at the Public Safety Center.
