The mission of Public Safety CONNECTIONS is to:
• Serve as a community "think tank" and "information clearinghouse" on ways to prevent crime
and to combat drugs and alcohol abuse;
• Develop and promote positive and wholesome recreational activities and community service
opportunities for young people and their families;
• Coordinate with organizations that address human and social services needs to promote a
healthy community; and
• Promote and encourage emergency preparedness by all community members.

There was a motion by Nancy Eng and a second by Jeff Foutz to approve the Public Safety
CONNECTIONS Forum minutes for April 28, 2016.
3. SIGNIFICANT LAW ENFORCEMENT INCIDENTS
Lt. Somoano provided an update on crime activity, including the following:
a Rosemead's crime has increased close to 6%; the entire area covered by the sheriffs

department has increased to 6.21%, regarding part I crimes. Aggravated assaults have
decreased by 30%. Residential/Commercial Burglary has increased. Larceny has increased
due to theft from vehicles. The biggest trends are unlocked and locked cars getting broken
into. Grand Theft Auto has decreased by 27%.
o Shooting occurred at San Gabriel Boulevard and Walnut Grove Av on Sunday, June 15th at
approximately 10:30 p.m. No calls were made into Temple Station regarding the gunshots.
The gunshot victim (passenger) was dropped off at Greater El Monte Hospital. Gunshot
wound to his head. If the victim survives he will be in permanent serious condition. Driver
sustained minor injuries. Both driver and passengers are South El Monte residents. Most
likely gang related and no suspect(s)at this time. Investigation is on-going.
o Pistol whip incident between a boyfriend and a girlfriend at the 3300 block of Del Mar
Avenue.
o May 214 at 9:30 p.m. at the 9600 block of Lorica. A shooting occurred, when a car was left
on the sidewalk. No suspect or shooting victim was identified. Deputies found casings in
the street and bullet holes in the vehicle. Investigation is on-going.
o Property crime is currently the major problem.
Brian Lewin asked Lt. Somoano regarding crimemapping.com. He stated crime mapping shows
higher car break-ins at the 3500 block of Rosemead Boulevard. Is that the result of the Target
Plaza? Per Lt. Somoano, UFC Gym patrons are the major targets.
4. REVIEW OF HUMAN AND SOCIAL SERVICES SWOT ANALYSIS
CONNECTIONS members presence had an opportunity to review and discuss the SWOT analysis on
Human and Social Services. It was suggested and agreed by members to move "First responders lack
of training dealing with Mental Health Crisis/De-Escalation methods'from THREATS to WEAKNESSES.
In addition to delete "Rank-and-file deputies not yet fully trained in mental health crisis de-escalation
techniques"from WEAKNESSES.
There was a motion by Bill Manis to make the corrections as stated, and a second by Bill Alarcon to
approve the Human and Services SWOT analysis from the May 26, 2016 meeting.
5. BRIEF ANNOUNCEMENTS
Lt. Somoano shared that two Special Assignment Deputies and one Temple Station deputy will be
honored for the "Lifesaving Award Ceremony"on June 14th, 7pm at the City Council Meeting.
Nancy Eng, Board Member, Vice President of NAMI - National Alliance on Mental Illness shared her
business card and resources for families. Mandy will forward an electronic copy of the business card to
the CONNECTIONS members.
Mandy Wong shared that the City of Rosemead is accepting applications for Rosemead Queen 2016.
Applicants needs to be Rosemead residents and are currently in grades 9-12. For further information,

Brian Lewin, thanked everyone for participating and volunteering at the Civic Pride Day on April 30th.
Next year the Beautification Committee is considering more locations for clean-up efforts.
In addition, the City's Annual Beautification Award is accepting application. The deadline date is June
161h. Some criteria must be met. City of Rosemead facilities cannot enter the contest; only Residences
and Businesses with no code issues. For more information, contact Pat Piatt at
pppiatt(D,citvofrosemead.orq or one of the Beautification Committee Members. Prizes will include a yard
sign and gift cards.
Bill Manis mentioned, the Public Works Department had a Public Works Day event where 487 kids
visited the Public Works Department on Emerson Place. The kids had an opportunity to visit booths and
learned more about the day-to-day work of the Public Works staff. The day ended with a Chili Cook-off
contest.
Wenli Jen mentioned that she will be forwarding CONNECTIONS members on upcoming programs. On

Ron Esquivel invited everyone to the Rosemead Educational Foundation Golf Tournament on June 28th
at the San Dimas Golf Course. Proceeds goes towards the students of the Rosemead School District.
