PSC - Minutes - 08-25-16 CITY OF ROSEMEAD PUBLIC SAFETY CONNECTIONS FORUM REGULAR MEETING ROSEMEAD PUBLIC SAFETY CENTER 8301 GARVEY AVENUE EOC ROOM THURSDAY, AUGUST 25, 2016 The mission of Public Safety CONNECTIONS is to: • Serve as a community 'think tank" and "information clearinghouse" on ways to prevent crime and to combat drugs and alcohol abuse; • Develop and promote positive and wholesome recreational activities and community service opportunities for young people and their families; • Coordinate with organizations that address human and social services needs to promote a healthy community; and • Promote and encourage emergency preparedness by all community members. MINUTES CALL TO ORDER — 6:09 p.m. by Margaret Dark. Excused Absence - Bill Manis, Bill Alarcon and Lt. INTRODUCTIONS/WELCOME 2. MINUTES—July 28, 2016 There was a motion by Jeff Foutz and a second by Chau Tran to approve the Public Safety CONNECTIONS Forum minutes for July 28, 2016. ROSEMEAD PUBLIC SAFETY CONNECTIONS FORUM MEETING MINUTES August 25,2016 3. SIGNIFICANT LAW ENFORCEMENT INCIDENTS Deputy Farley provided an update on crime activity, including the following: o Lt. Somoano and the Rosemead Special Assignment Team Deputies assisted with the City's National Night Out on August 2. o A residential burglary occurred on August 3. A good witness called into Temple Sheriffs Station and informed the dispatcher that two suspects were breaking into a neighbor's bathroom window. When suspect heard the police siren, they fled. Deputies were able to catch 2 of the 3 suspects. One suspect is still at large. Thanks to the witness, the deputies were able to keep the community safe. o On August 4, the deputies assisted the code enforcement officers with the cleaning of homeless encampments. A monthly on-going effort to clean up the city. o Deputies detained a suspect breaking into cars on Valley Boulevard and Temple City Boulevard on August 4. Due to a witness that was able to identify the suspect; the suspect was arrested. o The Advanced Surveillance and Protection (ASAP) vehicle that reads license plates has been a big help to law enforcement. On August 13 at 12:30am while deputy was driving on San Gabriel Boulevard and Graves Avenue, the ASAP vehicle picked up a stolen vehicle and deputies were able to detained the driver and arrested the driver for possession of a stolen vehicle. o On August 15, around 5:30 pm, Rosemead Code Enforcement Officer saw two possible robbery suspects at the 7600 block of Garvey. The robbery occurred two days prior; with the great line of communication and sharing between the deputies and the Code Enforcement Officers, deputies were called to the location and the suspects were arrested. Great observation by Rosemead Code Enforcement Officer. o On August 16 at approximately 2:25 am -2:40 am several car ports were set on fire at 3037 Jackson, 7767 Hellman Avenue, and 2548 Del Mar Avenue. All these locations were struck by an arsonist. This arsonist lit fires to vehicles and the fire then traveled to the carports. 15 vehicles were destroyed along with carports and garage. Sheriff Department and Fire Department responded to locations quickly and was able to control the fire. All residents were evacuated safely. It is estimated that the cost of the damage is $234,000 but may be higher. Assisting with the incident and with the relocation and evacuation of residents, were stations from East Los Angeles Station, Industry Station, Walnut Station, Parks and Transit Bureau, Los Angeles County Fire, and San Gabriel Fire. After the fires were put out, the Los Angeles County Sheriffs Arsonists and Explosive Investigators were called to the three scenes for the detailed investigations - taking evidences with the assistance of specialized dogs. The investigations continued throughout the day and are still on-going. A local transient is in custody. 4. FUTURE/FOCUS OF THE CONNECTIONS FORUM GROUP Continued the discussion for members that were not able to attend last month's meeting, the discussion was led by Margaret Clark, CONNECTIONS Chair. Members that were present stated we have less driven project tasks to engage members to continue their interest to attend the meetings. As suggested by Art Landing, we need to go around the table to ask each CONNECTIONS member present what they want to get out of the CONNECTIONS Forum Meetings and what they can contribute to the CONNECTIONS Forum Meetings. Probation Officer Gutierrez mentioned that initially he believed the CONNECTIONS forum was initiated to bring together resources to service the youth who live in the City of Rosemead. Probation Officer Gutierrez went on to state that if local counseling agencies can not provide services for his probationers he has to refer his probationers to agencies outside of the city. Jason Chacon mentioned he is new to the group and reading the past CONNECTIONS minutes, he still struggles to understand the true purpose of this group. He said it's awesome to see so many people come together on a weeknight at 6pm but what is the passion that you guys have to be at the CONNECTIONS meeting? How can we meet your needs? As Parks and Recreation this is the heart of what we do. We are community services and we try to get people out of their houses, get the community safer, try to get the community to get together. There will be projects down the road where we can share with the group and ask for volunteers. But I struggle to find the purpose of this group. Is it project driven?Or is there a true purpose in our community for us to fight for a cause and through our resources to help overcome these causes? Mandy shared that prior to establishing the Rosemead Public Safety CONNECTIONS, per the request of the previous City Manager Jeff Allred, she and Lt. Murakami attended an established meeting like the CONNECTIONS at the City of Norco. The City of Norco community forum is spearheaded by school district personnel and the city assisted with logistic supports only. This makes perfect sense since the School District knows what current issues need to be addressed to the parents and students. Though knowing this, Jeff wanted us to move forward with the formation ROSEMEAD PUBLIC SAFETY CONNECTIONS FORUM MEETING MINUTES August 25,2016 and establishment of the CONNECTIONS group in hopes Rosemead and Garvey School Districts will take the responsibility to spearhead the CONNECTIONS meeting. Though a few workshops were provided to the community, it was driven by city staff rather than the entire CONNECTIONS stakeholders. The CONNECTIONS Forum group became a platform for stakeholders to share events rather than using this platform to utilize the stakeholders' knowledge and resources to give back to the community and to align with the CONNECTIONS Mission Statement. A great dialogue and discussion were shared with great ideas and suggestions from members' present. Art Landing expressed the missing link is the lack of representation from school personnel that have the direct contact with the students and parents. They are the ones that are aware of issues and needs to be addressed by the stakeholders of the CONNECTIONS Forum. Art is proposing to have City Leaders and himself to have a meeting with the Superintendents of Rosemead and Garvey School Districts to have their buy-in to start attending the CONNECTIONS Forum meeting and to bring forth issues so as a group we can start working as a team/group and mitigating the problems. The CONNECTIONS Forum group is an important networking opportunity and should be continued. The meetings could be held quarterly instead of monthly beginning 2017. The months when we do not meet and if there is a project, stakeholders can meet and work on the project and provide an update at the quarterly meetings, Quarterly meetings will be begin in 2017 with the contingent that Art Landing with City Leaders have an opportunity to approach Garvey and Rosemead School Districts for their commitment and involvement with the CONNECTIONS Forum Group. Following a brief discussion, members voted on the suggestion. James Berry made a motion which was seconded by Ray Jan to move the monthly CONNECTIONS Forum meeting to be quarterly beginning 2017 in the event if both school districts- Rosemead and Garvey do not get involved and make a commitment to the CONNECTIONS Forum Group. The schedule for the 2017 meetings will be discussed in the October 27, 2016 meeting. All in favor except two members. 5. SWOT ANALYSIS ASSESSMENT Item tabled to next meeting. Juan Tinoco who requested for this item is absent from the meeting. 6. BRIEF ANNOUNCEMENTS Mandy Wong invited anyone to attend the Basic Community Academy starting September 28 through November 9. A six-week class, meeting every Wednesday evening with a new topic every week. Details of the class will be sent via email. Jason Chacon shared Trunk or Treat on October 31. He is looking for anyone would like to decorate their trunk and pass out candies to our local kids. This will provide a safe and fun place for kids to go trick-or-treating. There will be a haunted house and other fun activities for kids. The Skate Park opening is anticipated in September 2016. Brian Lewin shared on Holiday decoration award and would like more business participation. The Beautification Committee is looking to bring back street clean-up and volunteers to assist with the clean-up efforts. ROSEMEAD PUBLIC SAFETY CONNECTIONS FORUM MEETING MINUTES August 25,2016 Matthew Rayburn shared that Family Promise is looking to hire a part-time bookkeeper and van drivers.
