The mission of Public Safety CONNECTIONS is to:
• Serve as a community 'Think tank" and "information clearinghouse" on ways to prevent crime
and to combat drugs and alcohol abuse;
• Develop and promote positive and wholesome recreational activities and community service
opportunities for young people and their families;
• Coordinate with organizations that address human and social services needs to promote a
healthy community; and
• Promote and encourage emergency preparedness by all community members.

2. MINUTES—September 29,2016
Change to minutes as follow: "Art Landing with City Leaders have an opportunity to approach Garvey and
Rosemead School Districts for their more active involvement with the CONNECTIONS Forum Group".
There was a motion by James Berry and a second by Bill Alarcon to approve the Public Safety
CONNECTIONS Forum minutes for September 29, 2016 with the amendment. Minutes were
unanimously approved as amended.
3. SIGNIFICANT LAW ENFORCEMENT INCIDENTS
Lt. Somoano provided an update on crime activity, including the following:
o Part I Crime stats are the same for Year-to-Date.
o Decreased in auto theft compared to last year. Approximately 100 cars less stolen compared
to last year. The reason for the increase last year was due to gangs recruiting new
members to steal cars. Arrest and in custody time have contributed to the reduction in auto
thefts.
o Robbery is the same as last year.
o Commercial burglary has increased a bit. Businesses on Garvey Avenue, San Gabriel
Boulevard and Valley Boulevard were hit the hardest, Windows were smashed and cash
registers were grabbed and suspects flee.
o Residential burglaries are steady at the same level.
o Three (3) shootings occurred between July to August 2016 in the area of Delta Avenue and
Valley Boulevard. The Special Assignment Team did a 3 month long investigation. Six (6)
different homes were raided and the end results were very favorable. Three rifles, 3 hand
guns, and drugs were seized. A few gang members were arrested.
o The Special Assignment Team Deputies were busy with Search Warrants and Compliance
Checks.
o Community is highly recommended to attend the Community Area Watch meetings that the
City host once a month.
4. SWOT ANALYSIS ASSESSMENT
Juan Tinoco shared that the CONNECTIONS group is a platform that helps bring solutions to
concerns and issues that aligns with the CONNECTIONS Mission Statement. A couple of months
ago we have started this process called the S.W.O.T. (Strengths, Weaknesses, Opportunities, and
Threats) analysis. We were able to finish three of the four bullet points of the CONNECTIONS
Mission Statement. We did not complete the "Wholesome recreational activities and community
service opportunities". With the three finished S.W.O.T. analyses there should be enough to
develop some strategies and an action plan. Juan presented his gathering and shared with the
members.
A task force was suggested to assist with the project. The following members volunteered to be on
the subcommittee: Juan Tinoco as the Chair, James Berry, Louisa Day, Katrina Sornoso, Art
Landing,and Mandy Wong (City representative). The subcommittee will meet and report back at the
next meeting.

5. COMMUNITY EMERGENCY RESPONSE TEAM (CERT)
Mandy Wong invited members to enroll in the CERT training on October 22, 29, and November 5, 9
a.m. - 4:30 p.m., at the Public Safety Center. It is a 24 hour classes taught by the Los Angeles
County Fire Department to educate participants about disaster preparedness for hazards that may
impact their neighborhoods and train residents in basic disaster response skills.
6. DISCUSSION OF CONFLICTING MEETING DATES FOR NOVEMBER 24 AND DECEMBER 29,
2016
Margaret Clark shared that in the past CONNECTIONS meetings in November and December go
dark due to the Holidays. It was agreed by CONNECTIONS members to go dark in November and
December 2016. The CONNECTIONS meeting will resume on January 26, 2017.
7. BRIEF ANNOUNCEMENTS
Mandy Wong invited anyone to attend the informative Zika Virus Workshop on October 18 at the
Rosemead Community Center from 7-9pm.
Nancy Eng shared on October 1, 2016 at 9am is the NAMI Walks at Grand Park, Downtown Los
Angeles. The goal is to raise awareness and to raise funds for free education. If you like to walk
and/or donate, please see Nancy Eng.
James Berry mentioned the Holiday Awards presented by the Beautification Committee. In addition,
on October 22, scary movie night at the Savannah Cemetery. Come out and watch the original
"Ghostbuster'.
Louisa Day invited everyone to attend the Early Childhood Classes. Topics include from pregnancy
to infancy and beyond.
Ron Esquivel shared on October 22, Encinita School is hosting its annual Run/Walk Against Drugs.
Daniel Ariizumi mentioned the Rosemead High School Key Club will be having a Wheel Chair wash
on October 23 at the East Los Angeles Civic Center,4801 East 3id Street.
Brian Lewin encouraged everyone to attend the Nami Walks. The Beautification Committee is
planning the 2nd Annual Civic Pride and hoping to include more individual projects, non-profits or
public.

The next CONNECTIONS Forum is scheduled for Thursday, October 27, 2016, at 6:00 pm. at the
Rosemead Community Recreation Center, 3936 North Muscatel Avenue.
