PSC - Minutes - 03-31-16 CITY OF ROSEMEAD PUBLIC SAFETY CONNECTIONS FORUM � REGULAR MEETING ROSEMEAD PUBLIC SAFETY CENTER j 8301 GARVEY AVENUE EOC ROOM THURSDAY, MARCH 31, 2016 The mission of Public Safety CONNECTIONS is to: • Serve as a community 'think tank" and "information clearinghouse" on ways to prevent crime and to combat drugs and alcohol abuse; • Develop and promote positive and wholesome recreational activities and community service opportunities for young people and their families; • Coordinate with organizations that address human and social services needs to promote a healthy community; and • Promote and encourage emergency preparedness by all community members. MINUTES—February 25,2016 There was a motion by Wenli Jen and a second by Nancy Eng to approve the Public Safety CONNECTIONS Forum minutes for February 28, 2016 as amended with changes from the Brief ROSEMEAD PUBLIC SAFETY CONNECTIONS FORUM MEETING MINUTES March 31,2016 Announcement made by Nancy Eng. Minutes were unanimously approved. 3. SIGNIFICANT LAW ENFORCEMENT INCIDENTS Lt. Somoano provided an update on crime activity, including the following: o On March 8th, a shooting occurred on Jackson Avenue and Graves Avenue. Also around the same time, another gang related shooting incident occurred at a Liquor Store on San Gabriel Boulevard and La Merced (County area). o Deputies made an arrest at the Gales Motel and suspects had drugs, stolen mail used for identity theft, and active arrest warrants. o In late February, at the Macy's Store at the Montebello Mall a woman was trying on clothes in the dressing room when she saw a camera placed under her dressing stall and started to yell, scaring off the suspect. It appeared the suspect was a male disguised as a female. Good information helped lead detectives to serve a warrant where the suspect lived on Delta (South of Valley) and search resulted in evidence being seized. Good surveillance camera provided a good lead on the case. o On March 1st, Lomas gang member was arrested near a Motel on Delta with stolen ID cards and drugs. o March 2nd, Special Assignment Team had a probation search warrant at a home in the South San Gabriel area and found guns and large amounts of drugs. In addition, there were convicted felons in the home who are not allowed to be in possession of guns; all were arrested. o A massage parlor down the street had an incident. An employee was a robbed. The victim was leaving the massage parlor. She laid her purse down in her trunk, a guy grabbed her purse and ran. She had a large amount of money in her purse at the time. o Stabbing at the 2400 block of Paljay on March 15th; it was a relationship incident stabbing between ex-boyfriend and current boyfriend. Two ended up going to jail. o On March 29ft, a robbery occurred at gun point at the Hoa Binh Market (across the street from the Public Safety Center) at 8:10 pm, a woman's purse was taken. o Late evening on March 30h, at the 3700 block of Ivar a resident heard noises in the back of his house and saw an illuminated Flashlight. The resident confronted the suspect, when then fled on foot. o Year-To-Date, there has been an increase in overall crimes; 11%decreased in robbery; 58% decreased in aggravated assaults (domestic violence related incident and 10 were reported in Rosemead); increase in residential burglary and commercial, 21% increase in property crimes; 20% decrease in GTA and overall Year To Date, Rosemead is down 2.5%. Because of the increase in property crime, the Special Assignment Team (SAT) on March 30th, were in undercover vehicles driving around looking for suspicious people in and around Rosemead. During the undercover sting a caller called into Temple Station and reported an U-Haul truck in the San Gabriel County area driving around and pulling into driveways. Deputies soon followed the truck and did not see the U-Haul driver throw a gun out of the vehicle, but later when the deputies re-traced the scene, a gun was found. The gun was stolen from a vehicle burglary in Arcadia. In that vehicle burglary, a bulletproof vest and other items were stolen as well. There were two convicted felons in the U-Haul truck. Upon searching the truck, Deputies found two gun clips and other stolen items. Based on this information and the criminals' MO; the SAT generated a search warrant of the suspects home in Pasadena, County area of Pasadena off of Lotus and Brandon). In the search Deputies found 30 stolen identification cards, the felons are known for breaking into cars and houses. In conclusion,these two convicted felons are looking at some serious charges. ROSEMEAD PUBLIC SAFETY CONNECTIONS FORUM MEETING MINUTES March 31,2016 4. SWOT ANALYSIS ON EMERGENCY PREPAREDNESS AND HUMAN AND SOCIAL SERVICES The continuation of the SWOT analysis from the CONNECTIONS Mission Statement on Emergency Preparedness and Human and Social Services were the platform of the meeting. Mandy Wong shared a SWOT analysis on Emergency Preparedness generated by the HAM operators in October 2015. From this SWOT, CONNECTIONS members were encouraged to continue to add additional items. Positive dialogue and interaction was shared. Mandy will transfer the information on the white board and send it out to CONNECTIONS members, The Human and Social Services SWOT analysis will be tabled for the next CONNECTIONS meeting due to time constraints. All members are encouraged to brainstorm at home and bring the information to the next meeting for discussion. 5. BRIEF ANNOUNCEMENTS Ron Esquivel mentioned of Coyotes sighting again and has videos of the coyote in a resident's backyard from surveillance camera and would like to share with Public Safety staff. In addition, Rosemead Superintendent, Dr. Amy Enomoto-Perez would like to share some concerns of immigrant students attending Muscatel Middle School from China that may need some education on the law and accepted U.S. Customs. Dr. Perez fears these students may get into trouble with the law, as there is a disconnect between parents, adults, and schools, in regards to authority and respect. Wenli Jen thanked everyone for their participation at the 5th Annual Youth Summit on March 5 at the Garvey Intermediate School. As the 15th Annual Got Skills talent show is underway, looking for youth ages 12-18 to show off their talents in singing, dancing, and etc. In addition, on April 10 the Evangelical Formosan Church of Los Angeles in El Monte is hosting a workshop on "How to Become a Foster Parent". He encouraged us to attend the meetings and/or go to metro.net/eastsidephase2 for more information on the project development. Sandra Armenta invited everyone to attend the "Goat Open House" in Rosemead on the weekend of April 2. In preparation of Civic Pride Day (April 30) there will be 325 goats at the Savannah Memorial Park (Savannah Cemetery) to pull out roots and eat the weeds. On Sunday, April 3, between noon to 2p.m. residents can pet and feed the goats. James Berry shared that they are still recruiting for volunteers for the Civic Pride Day event on April 30, lunch will be provided. Panda will be feeding the youth and Consolidated Services will cater food for the adults. Mandy Wong shared of the upcoming National Night Out Celebration event in conjunction with an Emergency Preparedness Fair and Back-to-School Resource Fair on Tuesday, August 2. This year the venue will be at Rosemead Park as Zapopan Park will be under modernization at that time.
