The mission of Public Safety CONNECTIONS is to:
• Serve as a community 'think tank" and "information clearinghouse" on ways to prevent crime
and to combat drugs and alcohol abuse;
• Develop and promote positive and wholesome recreational activities and community service
opportunities for young people and their families;
• Coordinate with organizations that address human and social services needs to promote a
healthy community; and
• Promote and encourage emergency preparedness by all community members.

There was a motion by James Berry and a second by Ron Esquivel to approve the Public Safety
CONNECTIONS Forum minutes for March 30, 2017. Minutes were unanimously approved.
3. ORGANIZATIONAL RUNWAY
Bill Manis stated that the purpose of the Organizational Runway is similar to the retail industry trade
shows where a model walks up and down the runway showing off an outfit on the fashion runway. For
our purpose a member is provided 5 minutes to highlight what they offer and share about their
organization.
Each month we will feature a CONNECTIONS member for the Organizational Runway. Jason Chacon
was our first person for the Organizational Runway. Jason has been in the Recreation industry over 18
years. In June 2016 he was appointed as the City's Parks and Recreation Director. He really enjoys
what Parks and Recreation does for the community. Parks and Recreation changed his life when he was
young and since then he has dedicated his time to the industry. He likes to give back and be a part of
something positive. He also likes the way Parks and Recreation can really bring the community together
to create different opportunities for the community. Parks and Recreation provides programs for 3-5
year olds (pre-school), programs for teens, afterschool programs, special events, and senior services
impacting a wide range of individuals. In the near future Parks and Recreation will have programs
focusing on youth and senior services. In addition, the traditional Summer Camps will continue to be
offered as well as the annual Special Events. Jason's office is at the Rosemead Community Recreation
Center. Currently he has eight full-time staff and during the summer season his department goes up to
125 pad-time staff for the aquatic and summer camp programs. You can contact Jason at

Organizational Runway for April 27th CONNECTIONS meeting is Michael Reyes, City of Rosemead
Public Safety Department Supervisor and May 25th CONNECTIONS meeting is Art Landing, Rosemead
Kiwanis.
4. SIGNIFICANT LAW ENFORCEMENT INCIDENTS
Lt. Hahnlein provided an update on crime activity, including the following:
o Significant increase in vehicle thefts. Up to 49 as to date. Most vehicles are Toyota and
Honda. To avoid being a victim, to try and deter any opportunity,obtain a Club device.
o On March 16, 2017 a deputy spotted a suspicious vehicle with a dealer plate at the Car
Wash on Garvey Avenue.When the suspect saw the deputy, he abandoned the vehicle and
went running. A containment was set-up immediately. The vehicle was identified as stolen
and contained a loaded gun. The suspect ran into a nearby restaurant and changed his
clothes. He wore multiple layers of clothing and peeled the layers off walked away from the
location and acted as nothing happened. A business surveillance camera was able pick up
the image.
o A carjacking and kidnapping at Walgreen at the 1700 block of San Gabriel Boulevard. Car
theft was possibly perpetrated by the Lomas Gang.
o The Rosemead Special Assignment Team are strategizing ways to keep citizens safe.
o Seeking Volunteers on Patrol (VOP). The VOP volunteers supplement the deputies and help
patrol the cities. The City of Rosemead is looking into forming VOP. More details to follow. If

5. BUREAU OF VICTIM SERVICES
Maria Foster was a former police officer for 30 years and currently employed with the Los Angeles

County District Attorney's Office Bureau of Victim Services. She shared available services to victims that
experience trauma resulting from a crime. Services includes: Crisis Intervention, Resources and Referral
Counseling, Court Escort/Support Services, Restraining Order Assistance, Emergency Legal Assistance
Referral and much more. Maria is happy to reach out to the school districts and have a parent night to
discuss Domestic Violence and Sexual Assault to parents. Her presentation can be in English and

6. EDUCATIONAL TOPICS
Mandy Wong have reached out to the Superintendents of the Rosemead and Garvey School Districts to
see what kind of trends/issues/concerns or safety/educational topics that they like to address at a Town
Hall Meeting. A list of educational topics comprised from both Districts were distributed to the members.
There were ten topics of the list. Discussions followed. By a vote of hands, the top three topics were
Internet Safety (7 votes), Anti-Bullying to include LBGT issues and Identity/Gender Issues (6 votes), and
Drivers Awareness(4 votes).
Mandy mentioned she knows a great potential speaker for Internet Safety. He is from SCE and his
presentation will bring awareness and the vulnerability we are with social media. Mandy will see if can be
at our next CONNECTIONS meeting and present his presentation. Targeted dates for the Internet
Safety Town Hall Meeting will be in August or September.
7. BRIEF ANNOUNCEMENTS
Mandy Wong shared that National Night Out Celebration on August 1st will include the Back-to-School
Resource Fair Backpack Give-Away. This will be our 3rtl annual backpacks filled with school supplies
give-away to needy students that attends the Rosemead and Garvey School Districts. We are
fundraising and in need of donors to help with Donation Drive. All proceeds will go toward the purchase
of school supplies to fill up backpacks, which will help students become one step closer to a brighter
future. If you are interested to donate, please see Mandy.
Jason Chacon invited everyone to come and bring your kids to the Easter Eggxtravaganza on Saturday,
April 15 at Garvey Park, 7933 Emerson Place from 10am - 1pm. Activities include egg hunts, photo with
the Easter Bunny, free game booths, a moon bounce, and a few food vendors.
Alicia Hart is representing Pregnancy Help Center of San Gabriel Valley. They are also looking for
donations to assist mothers and to provide educational classes for infants from birth to 2 years of age.
Donations will also help purchase of much needed items. as baby food and blankets. If you are
interested in donating, see Alicia.
James Berry invited everyone to join in the clean-up effort at the Civic Pride Day event on April 29'^.
The clean-up sites are Sanchez School and Jess Gonzales Park Complex. For more information contact

Art Landing shared the Youth Summit held in March 2017 was very successful. There were over 258 in
attendance. Big shout out to Panda for donating lunch to the youth. Also, Civic Pride Day will provide
campus beautification and to bring gardens and landscapes to the school. Art encourages everyone to
participate.

unopposed in March. They are re-elected for a new four year terms. At the City Council Meeting on
March 28th the incumbents took the Oath of Office. Margaret Clark, currently Chairperson of
CONNECTIONS Forum has been on City Council for 26 years and coming strong for another 4 years.
Please join us on April 11T City Council Meeting, for the Council re-organization. Oath of Office for Polly
Low as Mayor and Steven Ly as Mayor Pro-Tem.
Judy Seki said her son works for the fitness guru Julian Michaels that was on Channel 5 news. Per
Mandy, we may have a guest speaker for the Fitness topic in the future.
Lt. Robert Hahnlein mentioned there is a new Captain in town. Captain Jacob has been promoted to
Commander and will be leaving the Temple Station by the end of the March. The newly appointed
Captain is Dave Flores.
Michael Reyes wanted to thank those attended the Coyote Awareness Workshop. The Public Safety
Department will be hosting a Homeless Awareness Workshop on April 19Th from 7-8pm. For more

Joe Basile had some traffic concerns and cat issues. Lt. Hahnlein and Michael Reyes connected with
Joe after the meeting.
