PSC - Minutes - 04-27-17 CITY OF ROSEMEAD PUBLIC SAFETY CONNECTIONS FORUM REGULAR MEETING ROSEMEAD PUBLIC SAFETY CENTER 8301 GARVEY AVENUE THURSDAY, APRIL 27, 2017 The mission of Public Safety CONNECTIONS is to: • Serve as a community 'think tank" and "information clearinghouse" on ways to prevent crime and to combat drugs and alcohol abuse; • Develop and promote positive and wholesome recreational activities and community service opportunities for young people and their families; • Coordinate with organizations that address human and social services needs to promote a healthy community; and • Promote and encourage emergency preparedness by all community members. INTRODUCTIONSIWELCOME ROSEMEAD PUBLIC SAFETY CONNECTIONS FORUM MEETING MINUTES April 27,2017 2. MINUTES—April 27,2017 Changes to item#3. Replace the word "model"to "spokesperson"in first paragraph, line number 2. A motion by Art Landing and second by James Berry to approve the Public Safety CONNECTIONS Forum minutes for April 27, 2017. Minutes were unanimously approved as amended. Sandra Armenta abstained from the vote as she was not present for the April 27, 2017 meeting. Sandra Armenta kindly requested to include Old Business and New Business items as part of the CONNECTIONS agenda for future meetings. 3. ORGANIZATIONAL RUNWAY For the month of April 2017, Michael Reyes was featured for the Organizational Runway. Michael Reyes has been the Public Safety Supervisor for the City of Rosemead since 2014. Michael has 20 plus years in the public safety sector. He attended UCLA, California State University of Long Beach, and California State University of Northridge. He received his Masters Degree in Public Administration at Cal State University of Northridge. Michael has had a variety of work experiences - life guard, security, movie writer for Hollywood, CSO, and Code Enforcement. His passion is still Public Safety. Currently, he brings safety and information to the community through the monthly Community Area Watch Meetings and special workshops that address Homelessness, Mosquitos/West Nile Virus, and Coyotes. Code Enforcement Officers are not police officers; Code Officers bring information to the community to help them understand the municipal codes. Michael's daughter will be graduating from Humboldt State University at the end of the month. Any code issues, please contact Michael at mreyes( cityofrosemead.orq or(626) 569-2187. CONNECTIONS Organizational Runway at the May 25, 2017 meeting will feature Art Landing, Rosemead Kiwanis. 4. SIGNIFICANT LAW ENFORCEMENT INCIDENTS Deputy Farley provided an update and included the following: o Rosemead Special Assignment Deputies participated in Community Events-Grand Opening of Skate Park; Every 15 Minutes at Rosemead High School; Community Area Watch Meeting; Active Shooter Presentation; and So El Monte Active Shooter Exercise Training. o Commercial Burglary increased the first two weeks of the month along Garvey Avenue and San Gabriel Boulevard. Most of the commercial burglaries were Grab and Go incidents. o Robberies have increased. As to date, there have been five (5) robberies. Some weapons have been shown to the victims. The Rosemead Special Assignment Team is mitigating the robberies by conducting suppression operations. Since an arrest was made from the suppression efforts,the Commercial Burglaries have decreased. o Great detective investigation from Deputy Rosales and citizens calling in of possible stolen vehicles have led to an arrest of a well-known Grand Theft Auto (GTA) suspect at the Trailer Park on San Gabriel Boulevard. Since the arrest of this subject, GTA's have decreased. o Burglary Suppression efforts by the Rosemead Special Assignment Deputies led to the arrest of three gang members for vehicle and residential burglaries. o In April there were a string of robberies - Pizza Hut, Carl Jr., Starbucks on Rio Hondo Avenue, and a Massage Parlor on Garvey Avenue. ROSEMEAD PUBLIC SAFETY CONNECTIONS FORUM MEETING MINUTES April 27,2017 o Part 1 Crimes shows burglaries are down by 15% compared to last year. GTA increased by 25%and overall Rosemead's Part 1 Crimes increased by .04%. o Prop 47 has a significant impact for the increase of crime everywhere. It was brought up by members that there are excessive drinking and marijuana smoking around the skate park. And what kind of efforts have been made to curtail the situation? Deputy Farley said he was not aware of any calls of the nuisance behavior and will have the deputies and Community Services Officers(CSO) conduct extra patrols at Rosemead Park. 5. CYBER BRIEFING (SOCIAL MEDIA, CYBERETJICS,MOBILE SECUIRTY DEVICE,AND ETC) Mike Lattimore from Southern California Edison Cybersecurity and IT Compliance was a guest speaker and conducted a cyber briefing presentation. Mike has been with SCE for 20 years with experiences on Cybersecurity. His presentation covered the latest trends, types of target attacks, cyber bullying, social media, mobile device security, and protection strategy. CONNECTIONS members enjoyed his presentation and left with a better understanding of the subject presented. Members would like Mike Lattimore to be the guest speaker at our future CONNECTIONS series Town Hall meeting on Internet Safety Awareness/Social Media Safety for Children and Parents. 6. ESTABLISH CONNECTIONS SERIES FOR 2017-2018 Item has been tabled for next month CONNECTIONS meeting. 7. BRIEF ANNOUNCEMENTS Mandy Wong announced the Back-to-School Backpack event is making great progress and is in need of school supplies to fill the 300 backpacks. A flyer was given to CONNECTIONS members to help spread the word. Donation can be school supplies and/or in monetary. Dani Cullens announced the Parks and Recreation is hosting a free Scotts Major Baseball Pitch Hit & Run Competition for area youth on Sunday, April 30, 2017, from 10:00 a.m. until 12:00 p.m. at Garvey Park, 7933 Emerson Place. She encourages all boys and girls to participate. Age group will be divided into four division. For more information call the Rosemead Parks and Recreation Department at (626) 569-2265. Judy Seki representing Guadalupe Pregnancy Service shared the agency provides free pregnancy test and services for mothers. They welcome any donations as well. Alicia Hart commended Bill Manis and Michael Reyes with the cleanup efforts on her street in picking up enormous bulky items. Both gentlemen were hands on, lifting, and tossing items into the trash truck. Bill mentioned this effort was part of the newly implemented program called Quality of Life to help beautify the community. Since the inception of the program, over 77 tons of debris and bulky items has been picked up with the help from Public Works staff, Public Safety staff, LASD, and Republic Services. James Berry mentioned the yearlong planning for Civic Pride Day will come to fruition this coming Saturday, April 29 at the Jess Gonzalez Park and Sanchez Elementary School. Volunteers are needed to help plant flowers, paint, and etc. If you are interested to help volunteer, contact James Berry or Brian Lewin. ROSEMEAD PUBLIC SAFETY CONNECTIONS FORUM MEETING MINUTES April 27,2017 Art Landing shared at the District Convention this year, the Key Dub showed the most improvement. If any agency/organization would like volunteers, please contact him. Brian Lewin also mentioned to bring your own gardening tools - buckets, rakes, gloves, and etc to the Civic Pride Day event. Youth can receive service hours. Bill Manis invited members to attend the May 91h Budget Workshop at 6pm, City Hall, 8838 Valley Boulevard. Sandra Armenia thanked the hard work of the Beautification Committee Members for planning the annual Civic Pride Day event and is looking forward to having the community help with the beautification efforts. Deputy Farley mentioned that the annual 24-hour vigil in Irwindale was being held for Deputy Dave March who was fatally shot 14 years ago while on duty for the Los Angeles County Sheriffs Department. Michael Reyes thanked the participants for attending the Homeless Workshop on April 19lt. Many resources and information were shared on the topic. Ron Esquivel shared that his Facebook got hacked and that you should not click on link for a friend request. Joe Basile mentioned graffiti on Steele and Hart. Chief of Police, Lt.
